The aim of EPRP is to detail the various preventive measures and operational actions that need to be
taken to contain and extinguish any fire, hazmat leaks, spill & control or in the event of an emergency
situation that occur within the factory so as to prevent and reduce injury to personnel minimize property
damage & loss.

The scopes of the plan are also applied to all employees, contractors & their lower tier subcontractor(s)
employees and visitors entering the premises.

The Incident Commander, must ensure that the entire team be briefed, understood and trained on the
component of the EPRP, site safety orientation and safety induction briefing.

All employees must ensure that their equipment listed or required in the execution of the ERP to be in
good working conditions. Misuse or vandalism of equipment and any related materials are not tolerated
at all times. They should also report to their supervisor of any equipment malfunction or other incidents
that may require emergency actions. Employees should ask their immediate supervisors or any of the
committee members if they are unsure of the emergency instructions that require them to take action.

2.0 SCOPE

This procedure applies to all employees, contractor and their lower tier subcontractor(s) employees and
visitors entering the facility/site. An emergency may result from an industrial incident/accident, gas fire,
explosion, flood, storm, personal injury, toxic release, or spill.

5.0 DEFINITION

5.1 Incident means the occurrence that raise out from connection with work that result a harmful to health,
life, property and environment.

5.2 An emergency is a situation that poses an immediate risk to health, life, property or environment.

6.0 ROLES & RESPONSIBILITIES

When an activity is defined for a certain position in this procedure, the responsibility remains with that
person although a designer may perform the implementation of that activity. The appointed must report
directly to the responsible individual for the duration of the accident.

7.0 INTRODUCTION

Rochem Separation System (India) Pvt. Ltd. Plot No. 49, Sector 2, Gauraipada Village, The Vasai Taluka Co-
op. Indl. Estate, Vasai (East), Dist. Thane, Pin: 401208, Code- 64068 and converted it on to office, workshop,
equipment maintenance facility, training and skill development center. The main business of the company
is to provide best-in-class Water Purification Systems with DTRO, SPRO, WHE, and other industrial powered
systems with the Advanced Membrane Module Technology (AMMT) for processing waste water for
recovery and reuse. We offer technical solutions for Reverse Osmosis, Na no Filtration, Ultra Filtration, ETP,
STP, Zero Liquid Discharge/Waste to Energy Solutions. Our purification systems cover a wide variety of
applications, ranging from domestic water purifiers to the effluent treatment systems for industries.

7.1 Area of Operation

7.1.1 Location of Factory and Main Access Road


The factory is located at Plot No. 49, Sector 2, Gauraipada Village, The Vasai Taluka Co-op.
Indl. Estate, Vasai (East), Dist. Thane, Pin: 40120, there are two Entrance/exits to the factory
from the road.

7.1.2 General Description of the Surrounding and Neighboring Premises of Installation.


A Veterinary Hospital is there near the premise (Platinum Hospital). The overall area is
classified as Industrial Area under Maharashtra state.

7.1.3 Layout of Factory.
The Layout Consist of office, workshop, Canteen, Training and skill development center.

7.2 Description of Process Areas

The facilities consist of the equipment maintenance stations and storage area for different type of
equipment. All of equipment’s are DE-energized, bundled and labeled accordingly in segregated area.

The technician will ensure all the necessary equipment’s to be in working condition and specific
customer requirement. They will draw out the equipment’s inventory from the storekeeper and load
them on the delivery truck for deployment.
The Operation staff will deploy the equipment at the customer site and carry out the maintenance and
cleaning services as specified by project contract. The technicians will carry out the testing and
maintenance on it and get them ready for the next job.

7.2.1. Hazard & Risk Assessment

The Possible Hazards Present on Yard: -

Occasional hot work activities such as welding and cutting at designated area may generate
sparks & intense heat may cause fire.
Testing of energized equipment at electrical section- Electrocution could happen if a person is
exposed to live wire or fire triggered by short circuit may occur.
Lifting of heavy equipment’s such as small and big RO units and containerized plants may fall
from height.
Emergency Control Measures

Fire
The spreading of fire could be eliminated by extinguisher or water spray. Meanwhile,
eliminate all sources of ignition such as combustible material, oxygen present and possible
fuel material.

Electrocution
If person have to work with electricity alone, he is advisable to inform the next person of his
working duration & location. The other person should be preferably outside the Live Range
so that he would not get affected. This other person act as a “Buddy System” to react to
emergency and perform rescue works if first person accidentally gets electrocuted.

Lifting Activities
Using the lifting safety checklist, the lifting supervisor or person involve in the lifting work
should ensure through checks on all parameters on the lifting equipment and the
competency of a crane operator. Any person other than the lifting crew must keep clear of
lifting range.

7.2.2. Safety Working Practices.

 The operations staffs adopt standard safe work procedures and they should have done the
working standard working overalls made fire retardant material during working hours. Fire
Extinguisher are strategically located around the workshop and storage area.
 Proper Housekeeping practice throughout the entire office and operation premises.
 Daily Monitoring by duty personnel for leakage.
 Regular Checks on all fire prevention system by approved contractor.
 The Lifting equipment and the operations are outsourcing to external companies, therefore
the Rochem operation staff must check on their risk assessment on the usage and
maintenance of their lifting cranes.
 Electrical worker should stand on dry insulated surface (e.g. rubber mats) and do proper
grounding of equipment while performing electrical checks and repair.

7.2.3. Description of Possible scenario.

A. General Emergency Procedures.

Where specific procedures may not have been established, judgment shall be used in
determining the best course of action. Follow the guidelines below for assistance:
 All emergencies are to be handled by the highest-ranking person present, to be
assisted by whoever may be available.
 The ranking person shall delegate responsibility for making emergency phone
calls.
 Emergency phone numbers are to be placed at the reception.
 The need for an ambulance or other emergency equipment shall be determined
by the highest-ranking person present, or by any medical personnel present,
except where a catastrophic event has occurred. In the event of a catastrophic
occurrence, anybody may call for an ambulance.
 In all instances, the top management shall be notified immediately by phone.

General fire protection procedures described in this section apply to any location.
Emergency procedures to be used in the event of a fire include the following:
 Activate any available fire alarm (if not activated) yell fire … fire
 Designated personnel try to put off fire using fire frightening equipment and other
personnel need to follow evacuation plan assembled at designated area.
 Make a safe attempt to extinguish. Do not endanger your life.
 If fire become worst call fire brigade.
 Evacuate to assembly area when the alarm sound or told to do so report to the
supervisor for head count.
 Only trained personnel are allowed to put off fire and capable to control fire
 Always follow proper exit way
 If you caught in smoke lower your head to prevent suffocation
 Do not attempt to rescue if you are not trained to do so.
 Do not use lift in case of fire.
In addition, no employee shall fight a fire that beyond the incipient stage (able to be put
out with a fire extinguisher), also no employees are permitted to enter the building when
it on fire to conduct the search and rescue, or provide advanced medical care treatment,
this situation must be left to emergency services, that who have the necessary training,
equipment and experience
However, for under control emergency cases, company’s ERT may perform to control the
emergency situation.

C. Flood

A flood is a disaster situation in impact of environmental context of the area happens, in


the case of flood, lots of the property will be damage and people die. The flood is a serious
problem to be prevent especially when the heavy rainfall without stop for a few hours or
days.
When the flood occurs;
 Keep all the important documents and electronic items on the desk.
 If possible take an important data in Hard drive,
 If the water level rising rapidly evacuate the office and assembled at Terrace of
the building.
 In case flood don’t try to go down in the office.
 Do not attempt to walk across flowing streams or drive through flooded
roadways.

 Listen to news for the latest information.
 Turn off all utilities at the main power switch and close the main gas valve.
 If you've come in contact with floodwaters, wash your hands with soap and
disinfected water.

D. Tsunami and storm

Tsunamis are large ocean waves generated by major earthquakes beneath the ocean floor
or major landslides into the ocean. Tsunamis can occur any time of year, day or night.

a.Know the difference


 A Tsunami warning means a tsunamis may have been generated and could be close
to your area.
 A Tsunami watch means a tsunami has not yet been verified but could exist and
may be close to you shortly.

b.How to prepare for a tsunami

 Plan evacuation routes from your Workplace when tsunami take place.
 if possible try picks areas 100 feet above sea level or 2 miles’ inland
 If you cannot get that high or far, go as high or far as you can. Every foot inland or
upward may make a difference. you should be able to reach the highest ground
possible
 Practice your evacuation routes. Familiarity may save your life .be able to follow
your escape route.
 Make sure you have access to radio broadcasts.

c. During tsunami if you feel a strong coastal Earthquake

 Use a weather radio or stay tuned to a coast guard emergency frequency station.
Or a local radio or television station for update emergency information.
 Issued by local authorities. Recommended evacuation routes may be different from
the one you planned so follow the government local authority s instruction.
 If you hear an official Tsunami warning or detect sign of a tsunami, evacuate at
once. A Tsunami warning is issued when authorities are certain that a tsunami
threat exists, and there May be little time to get out.
 Take your emergency kit having supplies will make you more comfortable during
the evacuation.
 Get to higher ground as far inland as possible

 Avoid downed power lines and stay away from buildings from which heavy objects
might fall during an aftershock.
 Stay away until local officials tell you it is safe. A Tsunami is a series of waves that
may continue for Hours. Do not assume that after one wave the danger is over. The
next wave may be larger than the First one.

E. Earthquake

Earthquakes are not a frequent occurrence. However, they can be very disruptive because
they occur suddenly and tend to affect large areas. Earthquakes can be a one-time event
of a few seconds shaking or a series of events of varying duration. Following steps need to
take in case of earth quake.

A) During Earthquake.

If you are in Office: “DROP, COVER AND HOLD ON”

 Stay inside.
 Drop under heavy furniture such as a table, desk, or any solid furniture.
 Cover your head and torso to prevent being hit by falling objects.
 Hold on to the object that you are under so that you remain covered. Be prepared to
move with the
 Object until the shaking has finished.
 If you can't get under something strong, or if you are in a hallway, flatten yourself or
crouch against an
 Interior wall and protect your head and neck with your arms.
 Stay away from windows, and shelves with heavy objects.

If you are out of office

 Stay outside.
 Go to an open area away from buildings. The most dangerous place is near exterior walls.
 If you are in a crowded public place, take cover where you won’t be trampled.

AVOID the following in an earthquake

 Doorways. Doors may slam shut and cause injuries.


 Windows, bookcases, tall furniture and light fixtures. You could be hurt by shattered
glass or heavy objects.

 Elevators. If you are in an elevator during an earthquake, hit the button for every floor
and get out as soon as you can.
 Stay away from windows and furniture that could potentially fall over. One of the
biggest hazards during an earthquake is falling debris and furniture. Avoid areas in
office where you might be exposed to these hazards.
 Do not try and go outside until after the shaking stops. If you are already indoors, you
are safer taking cover inside than attempting to leave office during an earthquake you
could be hit by falling debris as you're trying to get out.

B) After an Earthquake

 Check for damaged electrical wiring. Shut off the power if you see damaged wiring.
 Help your fellow employees if they are stuck in the office. If not possible, inform the
emergency team.

F. Medical Emergency

Medical emergency may be happened in office. Following steps need to take to handle the
medical emergency.
 After identifying the sick person check the pandemic symptoms like high fever,
headache fatigue & weakness, Sore throat, cough, chest discomfort, difficult
breathing, Muscle ache and pains.
 If more than 2 symptoms detected put the facial mask.
 Inform team leader & Management.
 If the sick person is suffered from chest discomfort call ambulance. Inform the first aid
team to give primary treatment. (In all the cases)
 After ambulance arrive transfer the patient to stretcher by emergency team.
 In case of heavy fever, fatigue & weakness, Sore throat, cough send the sick person to
local doctor.

Following are some other medical emergency that may arise in office premises:

1. Heart Attack
Symptoms of heart attack
 Discomfort, pressure, heaving, or pain in the chest, arm, or below the breastbone
 Discomfort radiating to the back, jaw, throat, or arm
 Fullness, indigestion, or choking feeling [may feel like heartburn]
 Sweating, nausea, vomiting, or dizziness
 Extreme weakness, anxiety, or shortness of breath, rapid or irregular heartbeats

What to do if you or someone else is having heart attack
 Call medical emergency number 108
 Chew and swallow an aspirin.
 Take nitro-glycerine if available.
 Tell person to cough.
 Begin CPR if the is unconscious. Use CPR Mask for mouth breathing.

2. Accident involving serious Injury


 Barricade the Area / do not disturb / distort the accident scene.
 Provide for necessary first aid to the victim if necessary.
 Call Ambulance, or have first available person call nearest hospital service, and
advice of complete situation.
 Notify the management.
 Remove and/or keep back all non-essential personnel.
 Provide assistance to rescue personnel as requested.
 Make no comments. Refer all inquiries to the Admin. Manager.
 Allow no pictures to be taken, except upon approval of the Administration. Manager.
 Make full investigation, and report per the requirements of Safety Management
Systems.

3. Property Damage Accident


 Notify the Administration Manager at first availability. The Admin Manager should
immediately notify or arrange notification to the management.
 Protect against further damage whenever possible.
 Where the possibility of fire, electrical injury, or explosion exists, take additional
measures as necessary to protect.
 Keep all spectators and non-essential employees back and/or away from the area.
 Make no comments. Refer all inquiries to the Admin. Manager
 To the extent possible, allow no on-site pictures to be taken, except upon approval
of the Administration Manager.

4. Public Demonstrations
 Notify the Admin Manager who will notify appropriate authorities.
 Remove all employees from the demonstration area.
 Do not allow any verbal or physical confrontations, except for personal protection.
 If the conditions become worse and no supervisory personnel are present,
employees are to remain in the office and await further instruction.

5. Bomb Threats
When a bomb threat is received for the first time:
 The office shall be evacuated immediately.
 Evacuation will be made of all personnel in the office.
 Local police, fire or bomb disposal authorities will be immediately notified.
 Do not allow anyone except authorized personnel to re-enter the area.

 If it is necessary to stop or detour traffic away from the affected area, Utilize local
police or flagmen.
 The appropriate authorities will make a search of the premises. No supervisory
personnel or other employees are to be involved with the search.
 Notify any affected businesses or residents who may be endangered.
 Appoint one person (generally the ranking person present) as the spokesperson.
 Allow no photographs on site.
 Make no comments.
 Notify the top management immediately.
 Assist the authorities with information and in every other way possible, without
placing any ROCHEM employee in any danger.
 If a suspicious article is found--do not touch it. Have the appropriate authorities
handle the situation from that point.
 If no bomb is found and a second threat is made shortly after the first one, the
premises should be evacuated again and searched again by the appropriate
authorities. If a third threat occurs under circumstances which make the threat
appear to be a continuation of the same pattern of false claims, careful evaluation of
the circumstances is to be made by the company senior management in consultation
with appropriate law enforcement authorities.

6. Ill Health Condition

Ill health conditions may arise due to a number of reasons and these are basically

Dealing with any illness can be easier when the reason for it is understood. Sometimes
people never know why they have one or more illnesses. If a medical reason cannot
be found, then a person might form their own ideas which may further aggravate the
ill ness. The correct solution for getting down to the root of an illness is to consult
with an experienced health professional which can be a Factory medical officer, a
doctor or a consultant physician.
The primary reason is that the symptoms for a particular illness can be quite confusing
to determine the right illness as some of them share common symptoms whereas
other don’t show any signs until full maturity period. It is for this very reason that
testing is crucial prior to treatment of the illness. Some of the common symptoms
observed for various ill health conditions are ;
 Head ache
 Nausea
 Pain in External body Parts or muscles
 Pain in internal Organs (stomach…etc)
 Fatigue
 Sleeplessness
 Lack of appetite
The complexity of having several health problems could bring confusion and
uncertainty around the symptoms or causes of illness. Seeing different health
professionals, especially an expert, could help find a more definite cause as sometimes
they could see what was going on where others had not.
Upon the sighting of any mentioned symptoms it is good to attend to the nearest
medical center or the OHC provided within the premises

8. EMERGENCY DRILLS
ROCHEM will conduct emergency response drills to test our emergency response procedures. We conduct
and document at least one drill per year, and have developed a drill schedule to test various emergency
scenarios such as fire evacuation, vehicle collisions, injuries, health issues and natural disasters.

9. EXECUTION.

9.1. Emergency Action by installation

9.1.1 Roles and responsibilities of Company Emergency Response Team (CERT)

a) Incident Commander (IC)


 He/She shall be appointed by and represent the management in the event of an
emergency.
 He/She shall command and direct the group of in-house CERT team to the emergency
team to the emergency containment and rescue operation.
 He/She will make contact with relevant government agencies; inform the ROCHEM
General Manger of the incident.
 He/She shall be the official spokesperson during an emergency to handle all queries
provide relevant information to the public and communicate with relevant authority.
 He/She shall co-ordinate all internal and external parties towards controlling the
emergency.
 He/She shall set up & station at the emergency command center to direct all in-house
emergency operations with consultation from the GFB ground commander.
 He shall initiate activation of facility shut-down and evacuation of personnel.
 He/She assist the SIC in determining the termination of the emergency and authorizing
the re-entry upon complete recovery.

b) Site Incident Coordinator (SIC)


 He/She shall co-ordinate and directs the group of in-house emergency response team to
the emergency scene to carry out emergency containment and rescue operation.
 He/She shall maintain communication via mobile phone with IC and receive information
from IC.
 He/She shall assist IC to set up the field incident command post.
 He/She shall ensure that all emergency response personnel at the emergency scene are
equipped with the appropriate safety and firefighting equipment such as Breathing
Apparatus & fire-extinguisher.
 He/She will coordinate the support from the Emergency Warden & first aid staff.
 He/She shall ensure that post incident /accident report is maintained.
 He/She will ensure that he is well acquainted with all the applicable emergency
procedures.

 He/She will act as the incident recorder to collate record & file all the materials,
information and documents during the period.
 Guide the emergency vehicle e.g. Ambulance and fire truck to the site of the incident.

c) Fire Fighting & Rescue and Backup Team (In-house Team)

 All emergency response team members shall report to the designated reporting points
for instruction upon siding of a fire alarm.
 Firefighting and rescue team leader to collate information from SIC on the status of
incident and perform the necessary actions
 Firefighting and rescue team leader will maintain communication with SIC on the status
of the incident.
Emergency warden shall account for all staff and update IC on the status. IC shall inform SIC
on any missing staff. SIC will establish a search team with the aid from Firefighting and rescue
team leader.

d) Security Officer
 The security officer shall step up security controls at all exit points. Particular of
personnel or vehicle entering or leaving the factory shall be strictly monitored and
controlled.
 He shall ensure that all physical obstructions at the front gate and nearby area are
removed for fire engines to park.

e) Emergency Warden
 To provide usher duties to the evacuation crowd to safe location
 To conduct the Head count and report it to IC.
 To provide ad-hoc duties assigned by Site Incident Coordinator

f) First Aid Staff


 To provide first aid duties on the victim & perform rescue resuscitation till professional
help arrives.
 To transfer victims and casualties from the scene to safe location.
 Provide the medical advice to IC and SIC’s of the status of the victim and causalities, if
any.
 Provide ad-hoc assistant to authorities in first aid rescue.

g) Crane Operator
 Review the emergency plans and be familiar with them at all times.
 Follow emergency response procedures in the event of an emergency.
 Report all unsafe conditions and potential emergencies.

h) Assembly Point Coordinator / Head count


 The appointed APC will coordinate at assembly point through the communication
between relevant personnel and ensure all personnel are accounted for in emergency.

9.1.2 Procedure for Notifying the Fire Brigade & Police/ Notification procedure during office hours
& after office hours:
During the day, any occurrence of incident resulting in an emergency alarm, the IC or SIC will
activate in-house emergency response procedure. He will also inform fire brigade control room
by telephone after initial assessment of the situation. The IC will be the liaison person with the
Fire brigade ground commander. SIC's will cover his duties in the absence of IC.
After office hours, the security guard on the duty shall notify the SIC immediately of a fire
situation, and inform fire brigade by telephone. Upon arrival of the SIC, he will take control of
the communication and liaise with fire brigade.

9.1.3 Workers Population during Day and Night


The workforce during the day will be 4 in the operation area (no job deployment) and 5 in office.
No operation during night. There is 1 security guard on duty during silent hours.

9.2. Procedure for Emergency Evacuation.

The following standard procedure will be adopted.


 Fire alarm sound
 Security guard to inform Senior Technician on the location of the alarm.
 Alert-1
 Nearest staff to proceed to the location of the Fire alarm immediately.
 CERT team members shall stand by and wait for the further instruction from SIC
 Senior Technician shall check the origin of the fire alarm at the fire alarm panel.
 He will then proceed to check the designated area(s) physically for any source of fire and
also alert all personnel of the Fire alarm.
 SIC shall proceed to the origin of the Fire alarm to assume and control.
 Alert 2- Emergency Control.

a) Genuine Fire
 Senior Technician to confirm genuine fire condition.
 Firefighting & rescue team to attempt to contain the fire with fire extinguisher or other fire
containment equipment available on site.
 IC to proceed to assemble area and SIC to proceed to incident site.
 SIC to report to the IC on the magnitude of the Emergency.
 IC to initiate recall of key personnel if necessary and instruct CERT team members to standby.
 CERT team shall handover firefighting and rescue operations to the responding GFB upon their
arrival and to assist wherever necessary.

b) Other Hazards Threats


SIC shall initiate the emergency Response Plan as necessary in a event of major accident
e.g. Crane topple and forklift topple accident.

c) False Alarm
 SIC to check and verify of any false alarm condition.
 SIC shall inform IC who shall in return inform the security guard accordingly.
 SIC to instruct senior technician to reset fire alarm system as necessary.
 Fire Fighting & Rescue team to physically inspect all areas for sources of fire and
conveying the stand down condition to all personnel in the factory.

d) Evacuation Stage
 IC instructs the security guard to announce over PA to commence evacuation.
 IC to ensure that the related authorities have been informed.
 Emergency Warden to direct all personnel to leave the building and gather at respective
assembly points.
 Emergency Warden shall conduct headcount and report to IC.
 IC relay the status of evacuation to the officer in charge of the responding authorities.
 SIC to instruct designated firefighting and Rescue team members to carryout rescue operations
together with the members of Fire Brigade if necessary.
 First Aid staffs shall initiate in-house medical treatment or to receive casualties.

9.2.4. Control Points.

i) Emergency Assembly Area


The emergency assembly area is located in front of the security guard house nearer Gate
no-2 Main entrance of the yard.

ii) Reporting Point


The security guard house shall be doubled up as reporting point when an emergency
situation occurs. The IC will be there to meet all relevant authorities and responding to
alarm.

iii) First Aid Point


The first aid box is available in

2. Training Center Building
3. Workshop

9.3 Procedure

A) Evacuation Procedure
When instructed by IC that total evacuation is required the following steps will be taken:
 When fire alarm sounds:
 Stop all work activities.
 Switch off all power supply, close all valves and stop all vehicle movements in the factory.
 When instructed to evacuate, Emergency warden ensures the door is closed upon last
person leaving the premise and lead staff to the assembly area and perform head count.

B) Containment Procedure.
1. On receiving a call on solvent release, the guard will confirm the exact location with the
informer.
2. The guard will contact the IC through the telephone to mobilize CERT members of the
area(s) nearest to the location of the incident via mobile phone.
3. SIC will assess the situation and declare the appropriate Alert Level accordingly.
4. SIC will instruct the CERT members to done full protective clothing where necessary.
5. SIC will direct efforts to isolate the source of release and contain any spillage.
6. For release from a vehicle, the SIC will instruct the driver to switch off the power supply
and the engine and evacuate.
7. For spillage of flammable solvent, cover it with foam.
8. Attempt to recover and transfer into appropriate containers. Spilled solvent may be
recovered by pumping into drums by using air pump.
9. Neutralize the chemical waste and then wash the area with plenty of water and channel all
waste water to a holding basin for subsequent treatment and disposal by NEA designated
waste disposal contractors.
10. If spillage is serious and cannot be controlled, evacuate from scene and wait for help.

9.4. Rescue Activity.

A) Rescue (Fire Incident)


1. When the fire alarm sounds, the guard informs the location of the fire to IC1
2. CERT members will gather, analyze and prepare to receive further instructions to fight fire
or rescue casualty from IC or SIC.
3. IC will receive information on the attendance of our staff from Emergency Warden. IC will
then communicate the information to SIC
4. SIC will inform Firefighting Team Leader of the possible number of casualties at the scene
of fire. Firefighting Team Leader will analyze and perform rescue activities without a
endangering his firefighting team. SIC may utilize Recovery team for rescue activity if need
arise
5. Site Incident Coordinator 2 will be assigned as Recorder to take note of the number of
employees entering the emergency scene. If the person is absent, the covering Recorder
will assume his role.
6. Other CERT members will man the fire extinguishers, foam monitors or any form of
firefighting tools to extinguish the fire.
7. All casualties are to be sent to the first aid post using portable stretchers carried by First
Aid staff, if necessary.
8. On arrival of GFB, the IC or SIC will hand-over to the commander and brief him about the
actions taken so far.
9. IC or SIC will provide assistance to the GFB as necessary until the emergency is over.

B) Rescue (Electrocution)
1. When the ‘buddy’ person discovers the electrical worker has been knocked out by the
electrical current, he must turn off the power source and alert others to call for medical
help.
2. The rescuer should try to attract the casualty attention. If that fails, the rescuer must stand
on a dry insulated surface (rubber mat, newspaper etc.) and use NON-METAL object to
move casualty from ‘live range’ danger zone.
3. Once the casualty is removed from the scene, the rescuer must perform Cardiopulmonary
Resuscitation (CPR) repeatedly to revive the casualty to regain consciousness.
4. Once the paramedic arrived, handover the casualty to them for proper medical follow-up.

C) Rescue (Forklift Topple or crane topple incident)


1. When a person discovers the forklift or crane toppling incident, he /she will immediately
raise the alarm.
2. Source for any injuries sustain on the driver or others. The rescuer should try to attract the
casualty attention and if possible move him or her to safe & sheltered environment.
3. Barricade the area, inform the relevant authorities
4. If casualty is trapped. Attract his /her attention. Calm the casualty while the first aid staff
attends to him /her
5. Once the paramedic arrived, handover the casualty to them for proper medical follow-up

9.5 Clean Up Operations

A) Clean Up Operations Procedure.


1. The SIC will assess the damage of the affected area (in term of estimate losses of equipment,
machinery, personnel, injured and material losses, etc.). He shall prioritize the list of necessary
repair / reconstruction works.
2. The SIC will assess the situation and determine the level of PPE and course of emergency action.
3. After donning the appropriate PPE as recommended by the MSDS2, CERT members shall
attempt to isolate the source of fire and prevent combustive material / solvent from spreading
out of the site.
4. CERT will clean up the affected site and restore the area back to its original state. Drums will be
used to contain the waste and it will be seal accordingly.
5. Drums containing contaminated waste are to be clearly labeled and removed from site by us.
