PREAMBLE
WHERE AS WE, the Seventh-day Adventists students from different Universities and Colleges in
The United Republic of Tanzania have firmly and solemnly needed to organize, promote and liaise
with the Church to bring spiritual growth to the Adventist students’
WHERE AS, with recognition of the fundamental Beliefs of the Seventh-day Adventist Church,
mission and vision of the Church and the mission of Jesus Christ Our Savior, thereby. WE like to
ensure that all Adventist students are well adhering to the fundamental beliefs of the church
namely; The Bible, The Spirit of Prophecy and the Church manual;
AND WHERE AS WE, the Seventh-day Adventist students from different Universities and
Colleges in the United Republic of Tanzania is a secular state pursuant to Article 3 of the
Constitution of the United Republic of Tanzania of 1997 and that Every Citizen has a right to
religion pursuant to Article 19;
NOW THEREFORE, this constitution is enacted by the “TUCASA MEMBERS” with the liaison
of special Constitution committee from all zones for the purpose of ensuring that the fundamental
beliefs of the Seventh-day Adventist church are vehemently adhered to.

ARTICLE I
TITLE, COMMENCEMENT AND APPLICATION OF THIS CONSTITUTION
1) This Constitution may be cited as the Constitution of Tanzania Universities and Colleges
Adventist Students Association of 2017
2) The Constitution shall apply to all levels of TUCASA
ARTICLE II
INTERPRETATION
“Annual General Assembly”, this is the meeting held by all TUCASA members in Southern
Tanzania Union, Youth and chaplaincy ministries director or public campus ministry Director and
all Conferences and it shall be held at least once a year.
“Associate member”, is an individual who was recognized as TUCASA member but has
graduated and currently not in University/College but still likes to participate in TUCASA
program. He/she shall not participate in any decision making or elections of the TUCASA.
“Campus Ministry Director”, is an individual person from STU or conference whose main
designation is to advice, support and facilitates nurture to all members and adherents of TUACSA.
“Chaplain”, is a pastor with a specialized preparation who is called and qualified to minister in
specific institutional or organization setting.
“Church Manual”, this consists of church guidelines, rules, directives and orders compiled to
guide the Seventh-day Adventist church members and Leaders in performing various spiritual
functions and duties.
“College” means any Academic institution offering post-secondary education other than
University.
“Conference”, this is the second level of the Seventh-day Adventist church in the World and the
third level in the Association.
“Constitution” means the constitution of Tanzania Universities and Colleges Adventist Students’
Association herein referred to as TUCASA.
“Externa Auditor”, this is an individual person other than the internal auditor works with the
church and is charged with the functions of the controlling finances of the Association.
“Extra Ordinary meetings” these are referred to as meetings, gatherings, general assembly other
than annual general assembly.
“Faithfully and active member”, this is an individual who attends meetings and church services
regularly and adheres to the beliefs and values of the Seventh-day Adventist Church and also
participates fully in all affairs of TUCASA and subscribes faithfully to the membership fee and
adheres to the values of the Association.

“General assembly” refers to the meeting held by all TUCASA STUM members in a respective
level of the association upon which resolutions are made.
“Internal Auditor”, this is a person elected within the Leaders of the association in the respective
level to audit and control finances and assets of the Association.
“Local Church”, means the Seventh-Day Adventist Church including the affiliating church.
“Nominating committee”, this is the Committee mandated by TUCASA members to nominate
officers who will serve in the Executive Committee of TUCASA.
“Public Campus Ministry” refers to the ministry of Seventh-Day Adventist Church with which
the Adventist ministries in secular University and Colleges Campuses are affiliated therein.
“Regular Standing Member”, this refers to a baptized Seventh-Day Adventist person who
adheres to and upholds all the Commandments of God, principles, values and teachings of the
Seventh-Day Adventist Church.
“Sabbath”, this is the Seventh day of the week (from Friday sunset to Saturday sunset), in which
God rested. God blessed the sabbath day and set it apart for rest and worship for humanity
according to Genesis 2:1-3, Exodus 20:8-11, 31:12-13, Deuteronomy 5:12-15; amongst others
in which we remember our creation, redemption and sanctification.
“Southern Tanzania Union”, abbreviated as STU; This is the 3rd level of the Seventh-Day
Adventist church in the World and the Headquarters in Southern Tanzania territory and comprises
of Conferences.
“Special resolution” A resolution shall be a special resolution when it has been passed by a
majority of not less than two third of such members being entitled to do so in the course of Annual
general assembly, pursuant to article XI of this Constitution.
“Public Campus Minister” this is the church member who is appointed by the local church
engaged in voluntary ministries in the Campuses. Whenever possible there may be a guardian who
shall be a staff member from the campus.
“TUCASA Executive Committee”, this is the Committee consisting of TUCASA Leaders
according to the respective level of Association and shall serve as the standing committee.
“University”, means any academic institution offering higher level of education leading to
bachelor degree, master degree and doctorial awards, other than a college.
“Youth Director”, this is an officer elected by the church to take control over youth ministry of
the church.

ARTICLE III
ESTABLISHMENT AND OFFICIAL NAME
It is hereby established an association to be known as the Tanzania Universities and Colleges
Adventist Students’ Association hereinafter referred to as TUCASA.
The official name of the Association shall be Tanzania Universities and Colleges Adventist
Students’ Association of/at…………. (Name of the Institution/Branch).
ARTICLE IV
NATURE AND HEADQUARTER
1) It is a religious Association.
2) The Association is formed by the Seventh-Day Adventist Students in Universities and
Colleges all over the Southern Tanzania Union in The United Republic of Tanzania.
3) It is under Seventh-Day Adventist Church Youth, chaplaincy and Public Campus
Ministries.
4) The headquarters shall be situated where the STU of Seventh-Day Adventist church is
situated.
ARTICLE V
MISSION
To facilitate the proclamation of the everlasting gospel of our LORD and Savior Jesus Christ
as embodied in the Three Angeles’ message of Revelation 14:6-12, as reflected in three mission
statement of the Seventh-Day Adventist Church, to all Colleges and Universities students.
ARTICLE VI
VISION
TUCASA members will grow in their relationship with Jesus Christ in harmony with great
prophecies of the Scriptures.

ARTICLE VII
OBJECTIVES OF THE ASSOCIATION
1) To foster the intellectual and spiritual growth in Universities and Colleges.
2) To promote evangelism in Colleges and Universities and their neighborhood with the
aim of winning more souls for Christ.
3) To develop student Leadership skills
4) To develop and increase the ability and confidence of the members in public preaching
and witnessing
5) To promote the involvement of Adventist Students from secular campuses in
missionary and outreach programs through spiritual monetary and material means at
the disposal of the members.
6) To promote and defend religious liberty and help to deal with challenges within secular
institutions and to help each other in bearing burdens and tackling other communal
problems.
7) To create awareness, promote and encourage Seventh-Day Adventist life style among
members in campuses.
8) To equip our student with Biblical principles and teachings that will help them face the
challenges of the busy World, the post Academic life and to be of service to the Church.
ARTICLE VIII
MEMBERSHIP
1. The member of the Association shall be all Seventh-Day Adventist Students in Universities
and Colleges in Southern Tanzania Union.
2. Not withstanding the meaning under Article II of this Constitution, there shall be a regular
standing member who may, by this provision be;
i) A baptized member who adheres to and upholds all the commandments of God,
principles, values and teachings of the Seventh-Day Adventist church;
ii) Apart from being baptized, any student may, by the meaning of this provision, qualify
as a regular standing member if that person proves beyond reasonable doubt that his or
her life style adheres to the Seventh-Day Adventist Church doctrines.
iii) Without prejudice the meaning under paragraph (ii) of sub article II, a member who is
unbaptized may not, by this Constitution, be appointed to serve in any of the post in
Leadership unless the higher level of association thinks expedient.
iv) Upon registration, new members must be given the TUCASA Constitution.
3. Members shall hold upon payment of annual membership fee as determined and approved
in General Assembly and set forth in the by-laws; the rate of subscription shall be set from
time to time as approved and deemed necessary by the TUCASA STU General Assembly.

4. Members shall support the activities of the Association through donations and annual
subscriptions.
5. There shall be no discrimination in membership privileges based on creed, race or gender
in this Association.
6. Before graduation, it shall be the duty of the TUCASA Branch Executive committee to
submit the names of the faithful and active members who are graduands for approval by
the TUCASA branch General assembly.
7. Upon graduation, certificates of membership and Leadership shall be awarded to all
graduating faithful and active members by the Zonal level of the Association. Members
without such recommendations shall by no means be awarded.
ARTICLE IX
ADMINSTRATIVE AND OPERATIONAL RELATIONSHIPS
TUCASA shall administratively and operationally relate to;
a) Local Seventh-Day Adventist Churches
b) Local Conference departments ministering to students
c) STUM departments ministering to students
d) All other higher levels of the Seventh-Day Adventist Church as stipulated in the Church
Manual.
ARTICLE X
ORGANISATIONAL STRUCTURE
1) TUCASA Branch
a) A branch is referred to as an individual College/ University campus or any other higher
learning institution that has students who are members of TUCASA.
b) Each branch will be called according to the name of the College/ University campus it
belongs but abbreviations will be determined by the local branch itself.
c) The branch has to submit to the TUCASA Zonal Executive Committee, reports about any
changes in names or their administrative structures.
d) Each branch has a full mandate in various ways of operation and fulfilling TUCASA
objectives without jeopardizing Church values and TUCASA Constitution.
e) A branch shall execute all special/common programs as arranged from zonal, conference
or Union level and reports to be sent to zonal level
f) The need for inauguration/registration of new branch(es) shall be communicated to the
zonal/sub zonal leaders for official recognition anytime as need arises.
g) On the matter pertaining to subscription fee,40% of the amount thereof shall remain in the
respective branch and 60% of such amount shall be sent to sub zonal/zonal level of the
association.

2) TUCASA Sub Zone
a) Sub Zone structure will be formed in an area where two or more regions/institutions are in
close proximity.
b) Representatives (not less than two and not more than five) from member campus structure
will constitute a nominating committee where the sub zonal leaders will be appointed.
c) The zone Executive committee shall supervise and administer the election of sub zone
leaders
d) The procedure and qualification required for election in the campus/branch structure shall
also apply in the sub zonal structure.
e) The sub zonal leaders shall be determined by zone executive committee depending on the
need on the respective zone towards such succession or division.
f) Other sub zonal leadership positions/committees may be formed as deemed necessary as
per a particular sub zonal requirement(s) and its responsibilities must be clearly stated.
g) The leaders shall do their job as prescribed under article XVIII of this Constitution.
h) The main function of the sub zonal structure will be that of coordinating the activities
among members on sub zonal level.
i) All sub-zonal reports (with collective branch reports) shall be submitted every 3 months
(quarterly) to the zone responsible.
j) The sub zonal structure does not have the right to run the programs and activities of the
local campus structures unless consent expressly provided.
k) On matter pertaining the subscription fee, 20% of the amount thereof shall remain in the
sub zone and 40% shall be sent to the zonal level of the association as vehemently stipulated
in table A of first schedule.
3) TUCASA Zones
a) A zone is referred to as a combination of more than two branches as designated by the
conference in question and approved by the TUCASA Conference Executive Committee.
b) The zone name shall be determined by the zone itself; the proposed name shall be operative
and effective only after being approved by the TUCASA Conference Executive
Committee.
c) Each zone a a full mandate in various ways of operation and fulfilling TUCASA objectives
without jeopardizing Church values and TUCASA Constitution.
d) A zone shall execute all programs as arranged from Conference level and reports to be sent
to Conference.
e) A zone shall not be extended to more than one Conference/field as regards to the Seventh-
Day Adventist Church levels.
f) On the matter pertaining to subscription fee, a zone shall receive 60% from the branch upon
which 40% of the amount thereof shall be sent to the Conference level of the Association
and that 20% shall remain in the respective zone as stipulated in the Table A of the schedule
only if there is no sub zone.
g) A Zone may in consultation with a higher level(s) of the Association prepare the certificates
for appreciation.

4) TUCASA Conference
a) TUCASA Conference shall compose of more than one zone that extends to the jurisdiction
of a “Conference” as defined by the Church Manual.
b) It shall be composed of TUCASA Conference Executive Committee.
c) Each TUCASA Conference has a full mandate in various ways of operation and fulfilling
TUCASA objectives without jeopardizing Church values and TUCASA Constitution.
d) TUCASA Conference shall execute all special/common programs as arranged from Union
level and reports to be sent to such level.
e) On the matter pertaining to subscription fee, a conference shall receive 40% from zones
upon which 20% of the amount thereof shall be sent to the Union level of the Association
as clearly stipulated in Table A of the Schedule.
ATICLE XI
GENERAL MEETINGS
1. There shall be general meetings of the Association herein after referred to an Annual
General Assembly and Extra Ordinary meetings.
2. The Annual General Assembly in a respective level of the association shall, by special
resolution evaluate plans and repots, approve reports, debate, and make final decisions.
3. Notwithstanding the meaning under sub-Article 2 of article XI, it shall be the duty of
the TUCASA ATU Annual General Assembly to:
a) Assent, approve or amend the constitution of the association.
b) Declare the amount of the subscription fee.
c) Suggest the venue for the next Summit.
d) Approve TUCASA policies.
4. Any decision(s) which is/are repugnant to higher level(s) of the association and the
Annul General assembly shall be rendered null, void and of no effect.

5. There may be extra ordinary meetings of the Association other than Annual General
Assembly which may be held in zone (s) or conference(s) as the executive committee
of the TUCASA Southern Tanzania Union deemed expedient for the purpose of:
a) Clearing matters of the Association which is unsettled
b) Delivering information and repots of the higher level of the association
c) Resolving some contentious issues where deemed necessary.
d) Worshipping and fellowship(s).
6. The TUCASA Southern Tanzania Union executive Committee may call for the extra
ordinary meeting as deemed fit.
ARTICLE XII
TUCASA LEGAL AID COMMITTEE
1. There shall be a TUCASA LEGAL AID COMMITTEE at conference/field level of the
Association which shall consist of Adventist law students. This committee shall consist of the
Education department leaders and religious liberty coordinators at the conference level and the
education department leader at the conference level who shall also be the leader of the
committee.
2. The legal aid committee shall, by the meaning of this provision;
a) Make follow up on all matters pertaining to freedom of worship in the association
b) Raise awareness and preliminary measures to all TUCASA members to all matters
pertaining to freedom of worship.
c) Shall advise the chaplain on matters pertaining to freedom of worship.
d) Shall advice the association in all matters requiring legal consultation.
e) In case there is need to institute proceeding in the Court of law, Advocates shall
represent and assist TUCASA Members whom their right to religion have been
infringed.
3. Notwithstanding the meaning under paragraph (a) and (b) of this article, it shall be the duty of
the TUCASA EXECUTIVE COMMITTEE of a particular conference/field to appoint the
members of TUCASA LEGAL AID COMMITTEE and leaders thereof as deemed expedient.
4. Leaders who must be appointed are; the coordinator of the legal aid committee, chief secretary,
educational coordinator and chief TUCASA draftsman. Any other leader may be added if
necessary.
5. In cs there is a need for the committee to be financed, it shall be the duty of either TUCASA
or the Church to provide for finance.

ARTICLE XIII
CHAPLAIN
1. There shall be a chaplain who is a church officer, assisting in the TUCASA undertaking in the
respectively level of the association.
2. The Chaplain:
a) Shall attend the meetings of TUCASA Executive committee at the respective level of
the association.
b) Shall be the chief adviser TUCASA Executive committee at the respective level of the
association.
c) Shall receive quarterly and annual secretarial reports and minutes of the meetings at the
respective level of the Association.
d) Shall be the chief adviser of TUCASA ADCOM on financial operations and one o the
signatories.
3. Notwithstanding the meaning under article II, Regulation 9 and the Addendum of this
constitution, the terms of reference to this article shall be made under the church working
policy.
ARTICLE XIV
OFFICIALS/LEADERS
1. TUCASA official/leader is a person elected by the nominating committee.
2. TUCASA Leadership shall consist of at least Chairperson, the Deputy Chairperson, Executive
Secretary, the Deputy secretary, Treasurer and Deputy treasurer, Spiritual and Evangelism
coordinator, Deputy spiritual and evangelism coordinator, educational leader, medical
missionary Coordinator, Internal auditor, Project Manager, Religious liberty, Communication
coordinator and Deputy communication coordinator. Other positions can be added as need
arises.
3. All TUCASA officials shall work according to the Constitution and by-laws of the association
and have to promote the principles and objectives of the Association.
ARTICLE XV
ELECTION OF LEADERS AND TERM OF OFFICE
1. For a member to be nominated for an office in the TUCASA structure, he/she must be a
baptized Seventh-Day Adventist in regular standing and be active member in the Campus
structure.
2. The TUCASA Southern Tanzania Union Election of Leaders shall occur during the Annual
local summit or s arranged by the TUCASA Union Executive committee ant the term of office
shall last for one year.

3. TUCASA Conference elections of leaders shall occur during the annual local summit or as
arranged by the TUCASA Conference Executive committee and the term of office shall apply
mutatis mutandis to the TUCASA Union.
4. The zonal/sub zonal and branch leaders shall be elected within 1 month after TUCASA STUM
Election I done and they will hold office for one year. A zonal chaplain, chairperson or any
other representative from the zone shall be an adviser in the election of branch leaders.
5. Election procedures shall follow the church manual.
6. A nominating committee shall be appointed to suggest, study, name and present these to the
members for voting. The nominating committee can be chosen by direct nomination from the
floor or through large committee. In the election of leaders, ballots shall be secret. Oral or
written confirmation of one’s membership to the SDA Church should be sought before one can
be nominated for an office. Elections will be with active members and by a simple majority of
the members present.
7. Any election without being presided by the Youth Ministries and Chaplaincy Director/Public
Campus Ministries or his designee, a chaplain, local church pastor or any representative from
the local church shall be void.
8. Notwithstanding the meaning under this article, former leaders of the association in respective
levels of the association may attend as advisors to that election.
ARTICLE XVI
TUCASA EXECUTIVE COMMITTEE
1. The executive committee of TUCASA shall consist of Chaplain Ministries Director/Public
Campus Ministries Director, Chaplain and TUCASA leaders (Chairperson, Deputy
Chairperson, Secretary, Deputy Secretary, Treasurer, Deputy Treasurer Spiritual and
Evangelism Coordinator, Deputy Spiritual and Evangelism Coordinator, Education Leader,
Communication Coordinator and Deputy Communication Coordinator, Internal auditor,
Project manager, medical missionary and religious liberty.
3. The TUCASA Executive Committee will meet at least once a quarter or whenever there is a
need as deemed by the Secretary, Chairperson and Chaplain.
4. Without prejudice the meaning under Sub Article 1 and 2 of this article, there may be an
extended TUCASA Executive Committee upon which, the higher level of the association
may call for more than one representative/department from an affiliate level of the
association as deemed necessary.

ARTICLE XVII
LEADERS
1. In order for a member to be nominated for an office in TUCASA structure, he/she must be a
baptized Seventh-day Adventist in regular standing and be an active member in the Campus
structure.
2. Elections must be conducted with active members present and will be by a simple majority
vote of members present. Oral or written confirmation of one's membership to a local SDA
church should be sought before one can be nominated for an office no leaders shall be elected
without ascertainment of his or her membership belongs.
3. Any TUCASA Union leader may resign when such registration is made in writing and
submitted to STU Youth, Chaplaincy and or Public Campus Ministries Director, Other
leaders may resign when such regulation is made in writing and submitted to the next level of
TUCASA structure.
ARTICLE XVIII
DUTIES OF LEADERS
1. The Chairperson
a) Shall convene and chair the TUCASA Executive Committee and the general meeting
according to the respective level of Association.
g) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.

h) Shall be member of the TUCASA Executive Committee of the next level of the
Association.
b) The Deputy Chairperson shall perform his/her duty simultaneously with the Chairperson.
c) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
b) Shall keep the minutes of both the executive and the general meeting.
d) Shall handle all the necessary correspondent duties and be a custodian of the records of
TUCASA
e) Shall submit the report of his/her office to the Chairperson quarterly and prepare an
annual secretarial report of the Association to the general meeting.
f) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
g) Shall give a report and plans of his/her office at least twice a year to the TUCASA
Executive Committee and give the annual report of the general meeting of the respective
level of the Association.
b) The Deputy Secretary shall perform his/her duty simultaneously with the Secretary.

c) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
5.The Treasurer
a) Shall keep a meticulous record of all finances of the Association.
b) Shall be responsible for all financial affairs of all TUCASA projects including creating
sound project proposals to raise fund for the Association.
c) Shall disburse tithes and offerings of all TUCASA projects to the local Church or
Conference.
e) Shall submit at least twice per annum the financial report of the Association to the
general assembly.
f) Shall surrender his/her documents for auditing purposes whenever deemed necessary
g) Shall remit the subscription percentage to the next level as stipulated by the TUCASA
financial policy and the schedule of this constitution.
h) Shall submit tithes, directed moneys from the gatherings and keep the loose moneys for
the Association.
i) Shall keep the offerings received during TUCASA gatherings for TUCASA use tithes
TUCASA account(s) or any other means approved by the executive committee and the
Chaplain.
j) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
b) The Deputy Treasurer shall perform his/her duty simultaneously with the Treasurer.
c) He/she shall be a member of the TUCASA Executive Committee of the appropriate level
of the Association.

7.The Communication Coordinator
a) He/she shall supervise, activate and administrate the organization's Website Electronic
mail address (E-mail) and all information and communication access pertaining to the
Association as per church guidelines.
c) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
e) He or she may in the consultation with the Executive Committee of TUCASA Southern
Tanzania Union have power to make, armed any rules or guidelines pertaining to
information communication.
b) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
b) The Treasurer of the Association may be called for audited at any time by the TUCASA
Internal Auditor of the respective level.
c) Shall give report to the executive committee and the general assembly in the respective
level of the Association.
e) The report of the Internal Auditor at a particular level of the association shall be audited
by the external Auditor from the higher level of the association.

f) The report of the Internal Auditor of TUCASA STUM shall be audited by the external
auditor from the church at the particular level of organization.
g) To assist the execution of the zonal auditor; there shall be a zonal audit committee led by
the zonal Internal auditor whose members shall be all branch Internal auditors in that
particular zone.
h) The internal auditor shall employ the following criteria during auditing: Financial Policy
of TUCASA STUM, Asset Management Policy of TUCASA STUM, TUCASA STUM
Construction, Department policies and Agreed Action.
c) Shall promote evangelism in colleges and campuses and their neighborhood with the aim
of winning more souls for Christ.

12.Education leader
a) Shall make sure that the intellectual objectives of the association are fulfilled.
b) Shall ensure the efficiency of the intellectual plans as assented by the general assembly.

Association.
b) Shall promote, emphasize and raise awareness on Adventist Healthy Lifestyle benefits in
the Universities and Colleges in the appropriate level.
c) He/she shall be the member of the TUCASA Executive Committee of the appropriate
level of the Association.
b) Shall raise awareness and preliminary measures to all TUCASA members to all matters
pertaining to freedom of worship.
c) Shall work hand in hand with the legal aid committee in fulfilling its duties as per this
constitution.

15.Project Manager
a) Shall plan, implement and monitor financial projects of the association.
c) He/she shall be a member of the TUCASA Executive Committee of the appropriate level
of the Association.
a) Shall recognize members of TUCASA with special needs by their names and their
dissabilities so as to assist them effectively.
b) Shall prepare a draft of devices and equipment for special needs, which will be budgeted
accordingly.
c) Shall provide education on special needs and how to help individual with dissabilities.
d) Shall create condusive environment for special needs people during meetings, summits,
efforts and other TUCASA programs.
e) He/she is responsible for ensuring the provision of sign language training and interpreters
for easy communicatin with the deaf people.
ARTICLE XIX
REGULATIONS AND BY-LAWS
1. 1.In order to ensure smooth operations of the Association, any level of the Association may
make Regulations and By-Laws in conformity with this Constitution.
2. 2.In order to ensure smooth operation of the association, regulations and by laws being made
shall be submitted to the next level of the association before putting it into force.

4. 3.Any By-laws which is inconsistent with this constitution shall be rendered a nullify void,
untenable and of no effect.

ARTICLE XX
WORSHIP SERVICE AND MEETINGS
TUCASA shall meet for worship every Friday evening, Sabbath and on any other day(s) as
determined by the local campus members.
The general Assembly shall meet at least every quarter to determine TUCASA matters.
ARTICLE XXI
Where this constitution is silent, the current edition of the Seventh-day Adventist Church Manual
and policies of the Church shall apply.
ARTICLE XXII
IMPEACHMENT
Any leader/officer who does not perform his/her duties as outlined by the constitution may be
impeached by 2/3 majority vote of the members. Such impeachment shall be carried out after the
Association has been convinced that the said leader has not satisfactorily performed his/her duties
as outlined in Article XVIII above and despite the three-time warnings given for possible
correction.
PART TWO
LEADERSHIP
2. Failure to submit meticulous reports to the higher level of Association and to the General
Assembly within a quarter may render for impeachment of leader(s)

3. Willful refusal to observe agreements made under special resolution may be a ground for
the impeachment of the leader(s).
4. Failure to execute duties for at least 2 months without information or willful refusal may
amount to impeachment of leader.
5. Any other tenable ground(s) by the Executive Committee may render the impeachment of
leader.
7. As means of checks and balance, there shall be a prescribed form for assessment of
TUCASA leaders which must be filled by leaders and members so as to ensure that the
standard of performance is highly promoted.
8. For the purpose of fulfilling the objectives of the association, a leader shall not hold two
posts in TUCASA.
9. In order to promote smooth operation of the association, the TUCASA leaders in the
respective level of the association shall be no means execute the duties of Chaplain this
applies mutatis mutandis to Chaplain
MEMBERSHIP
10. Any member(s) who disobey the church value, principles and teachings his/her
membership may be terminated for the sake of our Association.
11. Failure to attend gatherings of the association for at least a semester either without any
information or willful refusal shall amount to termination of membership.
12. All procedures for termination of membership or any other termination shall abide with the
SDA church manual.
13. A chaplain must be assent or approve such that termination brought before him by the
Executive committee.

RESOLUTIONS
14. Resolution made by the general assembly shall be final firm and conclusive.
15. If any of the leaders intentionally refuse to put into effect the resolution being made by the
annual general assembly then the higher leaders (Zonal, Conference or Union leaders) may
call for disciplinary measures as per church manual.
FINANCES
16. Finances will be raised through membership subscription fees, projects, grants, church
budget, offerings and or voluntary contributions.
17. All finances shall be dispensed as prescribed by annual budget and approved by the
TUCASA Executive Committee in consultation with the general assembly.
18. All finances of the Association shall be processed and audited according to the Seventh
Day Adventist Church principles and practices.
19. All finances of the TUCASA Conferences, Zone and branch shall methodically be kept in
the Association's Bank account. But in the absence of the association bank account all
finances shall kept in the church bank account of their choice passed by the special
resolution of the executive committee and approved it by the general assembly.
20. If there is any deficit in finance negligently caused by signatories then signatories shall be
responsible and liable to repay that legal leader.
21. Other measures shall be taken by the church were deemed necessary.
22. Instituting proceedings in the court of law shall be a final remedy in the association.
ASSETS
24. Failure to keep assets thoroughly shall render for the impeachment of the leader.
AN EVANGELISM CENTRE

25. A branch may be declared as an evangelism center by the zone if there is neither active
member(s) nor registered member(s)
27. A zone shall be organized where the following criteria has been met.
a. Geographical coverage: An area that is reachable and convenient for spiritual and
administrative purpose within the conference of field specification.
b. Spiritual Maturity: Branches within the zone shall be spiritually active, growing and
evangelistic as demonstrated by branch participation in worship and evangelistic
meetings, as well as zonal organized meeting, retreats or any prepared congregation.
SUB-COMMITTEES
28. Sub-committee shall be appointed by the TUCASA executive committee of the respective
level as deemed necessary.
QUORUM
29. A quorum shall be mandatory for the constitution adaptation, alternation or amendment
and election of leaders.
30. A quorum for article XXII shall be 2/3 of the active members present.
31. The TUCASA Executive Committee quorum shall consist 1/2 of the members.

AMMENDMENTS
32. This constitution and its by-laws may be amended by 2/3 majority of the members present
in the general assembly convened annually.
33. Amendments of this constitution can be done at duly called the student convention
convened by TUCASA Southern Tanzania Union taking into consideration the number of
the institutions presents at the conference.
34. Anything contrary to the provisions of this constitution is null void.
When the need arises, TUCASA STU Executive Committee may amend the constitution
and the amendments shall not be effectual until it has fully been endorsed by the Annual
General Assembly. The resolution shall not be subjected to change except when rejected
by 2/3 of General Assembly members and the approval of the STU Executive Committee.
35. If any need arises and a member sees the possibility of amendments to the constitution, he
or she shall apply for vote from zone that he or she belong before saving the amendment
in the STU general Assembly.
a) The Tanzania Union Youth, Chaplaincy or Public Campus Ministries; recognizes and
respect the Association and several layers of Administration of the Seventh-day
Adventist Church in the Current Church working policy.
b) The Seventh-day Adventist Church encourages all TUCASA structures to adhere to the
policy of the church by respecting the several level of administration in the Seventh-
day Adventist Church.
c) The local church is the first layer of administration, as such all officers of the church
including the local church Pastors, must be given their due respect and recognition by
we students.
d) To ensure harmonious operation of the association, the church officers shall not execute
the responsibilities and duties of TUCASA leaders, as prescribed under article XVIII
of this constitution.

e) We recognize that without the Pastor and the Local church our work will be
disheartening task.
f) Service requests for guest speakers when running special or regular meetings should
be channeled through the church structure. No speaker should be invited without the
indorsement of a chaplain, local Pastor/Conference director/STUP Chaplaincy and
Youth Ministries Director Public Campus using speakers that are not recognized and
recommended by the church due to valid reasons.
i) The local church will be responsible for the following among others:
j) The calendar of events of this association shall follow the calendar of events of the
church. In the structure of this association, the lower levels of administration shall all
adhere to the calendar of events from the higher level.
k) When a TUCASA member is elected to be a church officer, he/she shall not be elected
to hold any office in the association. When a TUCASA leader is elected as a church

officer he/she shall weigh the duties and when it seems execution of either duties shall
interfere the other a leader is encouraged to drop either of the one.
