Concept of CALM
The prerequisite to effective management is the capability to have accurate
information available in real time, this is only possible if the information is captured
straight from source, in its original form and in such a structured and formatted
manner that analysis, comparisons, interpolations, performance measurements,
cross connections, graphs and charts, are readily possible. The only choice is
electronic information. Paper documents and files available in offices are a recipe
for disaster, files are non transparent, they disappear, can be altered, can stop
moving etc.
The following is proposed;
1. Reporting of Crime
The first crucial step in law enforcement is the initial reporting of the crime.
Citizens must be able to report a crime quickly, accurately (in own words), and
without interference, fear or favor. At present this is one of the most difficult
steps, the citizen is afraid to approach the police stations, reporting crime is a
cumbersome, time consuming process and may require substantial, effort,
influence or money. It is impossible to reporta crime where an influential may be
the accused.
It is proposed that the reporting of crime may be fundamentally altered in the
following manner.

In the manner as given above all crime reported will be captured in real time in a
central server, in a formatted manner, true occurrence of crime would have been
recorded district wise, city wise, gali and mohallah wise and nature of crime wise.
Graphs, statistics, analysis workloads, staffing and resource requirements etc.
would be clearly visible to the management, giving a huge administrative
advantage to subsequently form basis for effective police reforms.
2. Investigation of Crime
The next important step is the investigation of crime. The central server will
automatically and immediately allot the reported crime to the relevant police
official of the area based on the reported location of the crime. All police
stations will have to be equipped with a few PCs and an internet connection.
The Investigating officer will have to do all his working on the crime in the
computer rather than on paper, necessary case documents will be scanned
and placed in computer.

arrests, submissions of challans will all be highly visible, clear statistics about
how many people are in custody and at which police station etc.

3. Court Proceedings
The challans completed by the police will again be automatically and
immediately assigned to the relevant court, according to jurisdiction based
on the location of the crime and legal sections invoked.
All legal proceeding, hearings, bails, etc. will be through the system and the
police and judiciary will be directly linked online. Where a bail is granted by
the court it will be available in real time to the concerned police station and
action will be taken immediately and accordingly.
Summary
The advantage of the approach given above is that courts, police and
management will be integrated in a virtual network, where the management
will have clear visibility about crime, its investigation and judicial action, be
able to identify inefficiencies and bottlenecks immediately and take rapid
corrective action. The police and judiciary in turn will also be internally
connected and all intercommunications will be seamless and in real time like
request for warrants etc. same would be true for intercommunications
between management and police.
