Safety Manual
1.0 Introduction
1.1 Company Overview
Refresh Plastic Industries Sdn. Bhd. was established in 2005, focusing on plastic
recycling by collecting various industrial plastic scrap from around the globe and
local communities. Our mission is to promote sustainable practices by transforming
waste into valuable resources.

This Safety Manual has been developed to align with ISO 45001 standards, outlining
our commitment to health and safety management in the workplace.
1.2 Safety Manual Administration
The Management Representative (MR) will establish this Safety Manual in
consultation with all departments and/or the Safety Steering Committee.
Maintenance and distribution of this Safety Manual will follow the Control of
Documented Information Procedure (SG-SM-P01).
The Master Copy is retained by the Document Controller, while controlled copies
are accessible via the company server. Uncontrolled copies may be distributed to
external parties, such as customers and suppliers, for reference purposes only.
The MR is responsible for reviewing the Safety Manual when changes occur to
reflect current technology, infrastructure modifications, and enhancements to
safety systems.
2.0 Scope of Safety Management System
The scope includes all activities associated with the recycling of plastic
materials, encompassing organizational context, compliance obligations, potential
emergency situations, and environmental aspects that can significantly impact
workplace safety.

4.0 Context of the Organization
The Management Team has identified and assessed internal and external issues that
are relevant to the effectiveness of the Safety Management System. The needs and
expectations of interested parties have also been recognized.
These issues are regularly monitored, updated as necessary, and discussed during
management reviews to ensure ongoing relevance.
5.0 Leadership
The Management Team is committed to the Safety Management System by establishing a
safety policy that aligns with the organization's context and strategic direction.
This safety policy is communicated within the organization through briefings led by
department heads and is displayed prominently in office and factory premises. It is
also made available to relevant external parties as appropriate.
Responsibilities and authorities are clearly defined in the organizational chart
and documented procedures.
6.0 Planning
6.1 Actions to Address Risks and Opportunities
When planning the Safety Management System, the Management Team identifies risks
and opportunities associated with relevant internal and external issues, as well as
the needs and expectations of interested parties, compliance obligations, potential
emergency situations, and significant safety aspects.
The Risk Evaluation Criteria are utilized to identify these risks and
opportunities. Action plans are initiated to address these issues, ensuring that
the Safety Management System achieves its intended results, prevents or reduces
undesirable effects, and fosters continual improvement.
6.2 Safety Aspects
The Safety Management Team identifies safety aspects within the scope of the Safety
Management System. This includes both routine and non-routine activities, product
and service activities, and facilities, considering the life cycle perspective.
The Safety Aspect Evaluation Criteria guide the evaluation process. Control
measures are implemented for significant safety aspects, which are also factored
into the EMS Risk Assessment.
A yearly review of safety aspects will be conducted to ensure they remain relevant
and up-to-date.
6.3 Compliance Obligations
The Safety Management Team identifies and subscribes to compliance obligations
related to safety aspects. These obligations are integral to the EMS Risk
Assessment and will be incorporated into operational controls.
The Legal Manager will communicate any updates to compliance requirements from
government bodies to relevant personnel to ensure that compliance obligations are
current and understood.
6.4 Safety Objectives and Management Programs
The Management Team has established safety objectives and planning, taking into
account significant safety aspects, compliance obligations, EMS risk assessment
results, and operational requirements.
Management Programs are reviewed and updated regularly by the Safety Management
Team to promote continual improvement toward achieving safety objectives. The
status of these programs will be reported in management review meetings.
7.0 Support
7.1 Competence, Training, and Awareness
The Safety Management Team has identified the competency needs for personnel that
impact the effectiveness of the Safety Management System. Training needs identified
from the yearly reviews will be updated in the Training Plan, focusing on roles
that may significantly affect safety.
All employees, including contractors, must be made aware of: (a) The importance of
conforming to safety policies and procedures. (b) The actual and potential
significant safety impacts of their work and the benefits of following safety
management practices. (c) The consequences of not adhering to established
procedures.
7.2 Communication
Internal communication regarding safety management is conveyed through memos,
emails, notice boards, briefings, training sessions, and documentation. Employees
are encouraged to provide feedback on safety concerns during briefings and
meetings.
External communication about safety management will be recorded in an External
Communication Log by designated personnel (sales, customer inquiries, purchasing,
HR). These personnel will coordinate with the Safety Management Team to ensure
accuracy before responding to external inquiries.
7.3 Documented Information
Documentation for the Safety Management System includes policies, scope, manuals,
procedures, guidelines, and records necessary to ensure the system's effectiveness.
The creation, updating, and control of documented information (both hardcopy and
electronic) will follow the Control of Documented Information Procedures.
Respective department heads are responsible for ensuring that all records are
legible, identified, and stored appropriately for quick reference and easy
retrieval. Records retention and disposal methods will adhere to the Document
Master List and Distribution List.
8.0 Operation
8.1 Operational Planning and Control
Operational criteria and control processes have been established to ensure the
effectiveness of the Safety Management System and alignment with safety policies
and objectives. This is based on actions taken to address risk assessments, aspect
identification, and compliance obligations.
8.2 Emergency Preparedness and Response
An Emergency Preparedness and Response Plan has been developed to identify
potential emergency situations and outline how to respond to mitigate their impact.
Key elements of this plan include:
Fire and building evacuation procedures
Spill prevention and control measures
These procedures are periodically reviewed and revised as necessary, especially
after emergencies or drills, which are conducted at least annually.
9.0 Performance Evaluation
9.1 Monitoring, Measurement, Analysis, and Evaluation
Performance monitoring is determined through the safety aspect identification
process. Necessary data will be collected and reported in environmental charts and
analysis reports for review during management meetings.
9.2 Evaluation of Compliance
To uphold our commitment to compliance, evaluations will occur annually through
internal audits. Any deficiencies noted will be documented, and corrective actions
will be implemented as needed.
9.3 Internal Audit
Internal audits will be conducted annually, focusing on processes' environmental
significance, changes, and previous audit results to ensure the effectiveness of
the Safety Management System.
9.4 Management Review
The Management Team will conduct an annual review of the Safety Management System
to assess its ongoing suitability, adequacy, and effectiveness. This review will
evaluate risks and opportunities for improvement and determine the need for any
changes to safety policies, objectives, or compliance obligations.
10.0 Improvement
10.1 Nonconformity and Corrective Action
In the event of a nonconformity, actions will be taken to mitigate the impact and
evaluate the need for corrective measures to eliminate the causes of actual or
potential issues, preventing recurrence.
Corrective actions will be proportionate to the severity of the issues encountered,
and documentation may be revised as necessary.
10.2 Continual Improvement
The Safety Management Team continually seeks opportunities for improvement in
safety performance, internal audits, and management reviews, implementing actions
that enhance the suitability, adequacy, and effectiveness of the Safety Management
System.
