WHEREAS . !he City Government of Bacolo<i has been providing housing projects
intended for the informal settlers found in some areas of Bacolod and attained a
successful on-gomg endeavor of Addressing shelter insufficiency in the city;
WHEREAS. in 2004. informal settlers from the different b,:irangays of Bacolod City
who were subject for eviction. victims of natural disaster and those living in dangerous
areas started to occupy on lhe SAid property. which is only inform ally known as the Abada-
Escay Relocation Site with average lot si;;::e of 64 square meters;
WHEREAS. the Relocation Sil e of the City ts currently identified as the Relocation
Site I. which is the Abada-Escay Properties with a land allocation of 30.06 hectares;
WHEREAS. the city government later on had established another relocation site
informally known only as the Relotation Site II, which is the Arao Properties wilh a total
lrind r\rea of 58.67 hectares:
WHEREAS. for sev e~I years ~lrearly the site h;:is been developed for the
improvement of the lives of ever, occupants in the relocation site and to provide them with
e;:isy access to the basic services of the comm11mty some improvements found in the
relocation sites are the public elementary school, the day care centers. and the mulli-
purpos~ center. Almost all maJor ;ind minor roads in the Relocation Sltes had been
concreted and power lin~.s are c\Vailable lo be connected to the houses:
WHEREAS the local rtirilec\ "Progreso" signifies positive values of progress and
development which shall be a filling word for encouragement and inspiration to the
relocates to strive h~rd and raise up bonrlage from poverty:
