 Useful Links

• Panchayat Raj system means rural local self-government.


• Rajasthan was the first state to establish a Panchayati Raj system in 1959.
• The date was 2nd October, as it is the birthday of Mahatma Gandhi.
• Panchayati raj system was the vision of Mahatma Gandhi and it is included in the directive
principal of the state policy of the Indian constitution.
• Some committees were constituted to strengthen this system. The committees are as fol-
lows:
o Balwant Rai Mehta Committee
o Ashok Mehta Committee
o G V K Rao Committee
o L M Sanghvi Committee
o Thungon Committee
o Gadgil Committee

The most important committees are:

Balwant Rai Mehta Committee


• This committee submitted its report on November 1957 and recommended the establish-
ment of Panchayat raj system.
• The recommendations of this committee are:
o This is a three-tire system Gram panchayat at the village level, Panchayat Samiti
at the block level, Zila Parishads at the district level
o The Panchayat Samiti is the executive body and the Zila Parishads should be
the advisory, coordinating and supervisory body.
o The Gram panchayat representatives should be elected by the direct election,
whereas the Panchayat Samiti and Zila Parishads members should be elected by
the indirect election.
o All planning and development activities should be entrusted to these bodies.
o The district collector should be the chairman of the Zila Parishads.
o There should be a genuine transfer of power and responsibility to these demo-
cratic bodies.
o Adequate resources should be transferred to these bodies to enable them to
discharge their functions and fulfil their responsibilities.
o A system should be evolved to effect further devolution of authority in future.

• All the recommendation of the committee was accepted by the National Development
Council in January 1958.
• The Rajiv Gandhi Government introduced 64th Constitutional Amendment bills in the Lok
Sabha to constitutionalised Panchayati raj institutions but it was not approved by the Ra-
jya Sabha, so the attempt was failed.

Gadgil committee
• This committee was constituted in 1988 under the chairmanship of V.N Gadgil.
• All the recommendations of the Gadgil committee became the basis for drafting the con-
stitutional amendment bill to constitutionalise the Panchayati Raj institution.
• The recommendations of this committee are as follows:
o A constitutional status should be bestowed on the Panchayati Raj institutions.
o A three-tier system of Panchayati Raj with panchayats at the village, block and
district levels.
o The term of Panchayati Raj institutions should be fixed at five years.
o The members of the Panchayats at all three levels should be directly elected.
o Reservation for SCs, STs and women.
o The Panchayati Raj bodies should have the responsibility of preparation and im-
plementation of plans for socio-economic development. For this purpose, a list
of subjects should be specified in the constitution.
o The Panchayat Raj bodies should be empowered to levy, collect and appropriate
taxes and duties.
o Establishment of a State Finance Commission for the allocation of finances to
the Panchayats.
o Establishment of a State Election Commission for the conduction of elections to
the panchayats.
• Only the Gadgil Committee and Thungon Committee recommended the reservation for the
women in the panchayats.
• This system in India was constitutionalised through the 73rd amendment act under
the Narasimha Rao government in 1992.
• This is a three-tire system-
o Gram panchayat at the village level
o Panchayat Samiti at the block level
o Zila Parishads at the district level
• The Panchayat Samiti is the executive body.
• The Zila Parishads should be the advisory, coordinating and supervisory body.
