PANCHAYAT RAJ SYSTEM:-
Panchayati Raj is a form of government at the village level where each village is
responsible for its own activities.
The Amendment Act of 1992 contains provision for passing the powers and
responsibilities to the panchayat for preparation of plans for economic
development and social justice.
Balwant Rai Mehta is credited for pioneering the concept the Panchayati Raj in
India and also known as Father of Panchayati Raj in India.
HISTORY OF PANCHAYAT RAJ SYSTEM :-
• The Panchayat Raj system was first adopted by the state of Bihar by the Bihar
Panchayat Raj Act of 1947
• The Balwant Rai Mehta Committee, headed by MP Balwantrai Mehta, was a
committee appointed by the Government of India in January 1957 to examine
the work of the Community Development Programme (1952) and the
National Extension Service (1953), to suggest measures to improve their
work.
Three-tiers of Panchayati Raj
The Sarpanch is its elected head. The members of the gram panchayat are
elected directly by the voting-age village population for a period of five years.
Main functions of the Gram Panchayat are: Maintenance and construction of
water resources, roads, drainage, School buildings and CPR (common
property resources). Levy and collect local taxes. Execute government
schemes related to employment.
Panchayat samiti at the block level
Panchayat samiti is a local government body at the tehsil or Taluka level
in India. It works for the villages of the Tehsil or Taluka that together
are called a Development Block.
Panchayat Samiti is formed at the block level.
The members of this representative body are elected by all the
Panchayat members in that area.
A few Gram Panchayats are grouped together to form a Panchayat
Samiti or Block or Mandal.08-Mar-2018
Functions :-
•Implementation of schemes for the development of agriculture and
infrastructure
•Supply of clean drinking water, drainage and construction/repair of roads
•Development of a cottage and small-scale industries, and the opening of
cooperative societies
•Establishment of youth organizations in India
