- According to the United Nations World Tourism Organization (UNWTO), tourism is “a


social, cultural, and economic phenomenon which entails the movement of people to
countries or places outside their usual environment for personal or business/professional
purposes.

Umbrella concept: Where various sectors, either directly or indirectly participate in tourism
activities, are linked.

Definition of Tourism (UNWTO): Tourism is a social, cultural, and economic activity involving the
movement of people outside their usual environment for personal or professional purposes.

Tourism Industry Structure: Tourism is supported by primary enterprises (e.g., travel services,
accommodations) and secondary sectors, with various industries providing necessary products
and services.

Philippines' Tourism Act of 2009 (RA 9593): Classifies tourism enterprises as primary or
secondary, essential for the sector’s growth.

ASEAN Mutual Recognition Arrangement (MRA-TP): Signed in 2012 by ASEAN countries,


recognizes tourism professionals certified by their country's professional boards.

Philippine Implementation via TESDA: TESDA, established by Republic Act No. 7796, provides
qualifications aligned with ASEAN standards (NC II to IV), fostering skilled tourism
professionals. Signed by Former President Fidel V. Ramos.

ASEAN MRA-TP Scope: Includes 30 job titles across 54 qualifications, with additional sectors
under development (e.g., MICE, wellness).
Tourism Training Abundance: Many programs and students focus on tourism and hospitality.

ASEAN Certification via TESDA: TESDA certifies Filipino tourism professionals for ASEAN
standards.

Regional Work Eligibility: Certified professionals can work across ASEAN, respecting local laws.
