EXECUTIVE SUMMARY
1.0 INTRODUCTION
M/s. Jyoti Resins & Adhesives Ltd. was incorporated in 1993 to manufacture Adhesive, Soya
Rosinated 50%, Unsaturated Polyester Resin, Enamel, Primer, Pigment paste. But later it was
decided to discontinue the products except focusing on Synthetic Resin & adhesives.

M/s. Jyoti Resins & Adhesives Ltd. has obtained the Environmental Clearance for Synthetic
Resin Adhesive (PVAA) (600 MT/month to 1500 MT/month) in existing unit located at S. no.
873, opp. Annand Health Care, Ranchhodpura Road, Village: Santej, Taluka: Kalol, District:
Gandhinagar, Gujarat from Ministry of Environment, Forest & Climate Change (MoEF&CC)
vide EC order no. J-11011/429/2017-IA-II(I) dated 14-07-2020 (Annexure 1.1). Now, Jyoti
Resins & Adhesives Ltd., existing unit is proposing to expand manufacturing facility for
Synthetic Resin Adhesive (PVAA) (1,500 MT/month to 5,000 MT/month) in existing unit
located at S. no. 873, opp. Anand Health Care, Ranchhodpura Road, Village: Santej, Taluka:
Kalol, District: Gandhinagar, Gujarat, India.

2.0 PROJECT DESCRIPTION


The project is neither an interlinked project nor an interdependent project. As per the EIA
Notification, 2006 & subsequent amendments, the proposed expansion project comes under
category ‘A’ listed at item 5(f) “Synthetic organic chemicals industry (dyes & dye
intermediates; bulk drugs and intermediates excluding drug formulations; synthetic rubbers;
basic organic chemicals, other synthetic organic chemicals and chemical intermediates)”. The
project is located outside the notified industrial area. Therefore, the category of the proposed
expansion project will come under category ‘A’.

2.1 WATER REQUIREMENT, WASTE WATER GENERATION AND TREATMENT


• Source: Through Tankers. DM quality water will be used in Cooling and Washing area.
• Total water requirement: 36.06 KL/Day (Fresh Water: 24.62 KL/Day + Recycled: 11.44
KL/Day).
• Total 11.44 KL/Day (Existing: 2.44 KL/Day + Additional Proposed: 9.00 KL/Day) of
domestic wastewater shall be generated & Industrial wastewater generation will be NIL.
Unit is maintaining Zero Liquid Discharge (ZLD) and will maintain ZLD after expansion.
Domestic wastewater (11.44 KL/Day) will be treated in proposed sewage treatment plant.
The treated sewage will be reused / recycled in the Gardening & Plantation purpose.
There is no waste water generation from Industrial activity.

2.2 AIR POLLUTION SOURCE AND ITS MITIGATION MEASURES


• In this proposed expansion, flue gas emission will be the main source of air pollution.
There will not be any type of process gas emissions during the manufacturing.
• There will be nil fugitive emission due to raw material handling, transportation and
manufacturing activity.

• The unit has existing Thermic Fluid Heater and proposed the Thermic Fluid Heater. It
will be consuming wood as a fuel. The unit is proposing Multi cyclone separator as an
APCM for proposed Thermic Fluid Heater.
• All vessels, pumps and reactors which have potential to generate odour will be fitted
with mechanical seals to prevent leakage and therefore there will not any odour
problem.
• As a long-term measure to improve the environment, plantation of trees within
factory premises as well as along the nearby roads is proposed.

2.3 HAZARDOUS WASTE GENERATION AND ITS MANAGEMENT


The main source of hazardous waste generation will be from manufacturing process. The other
hazardous wastes shall be discarded bags and used oil. These barrels are stored separately
category wise in the hazardous waste area. There is no chance of leachate generation as the
waste is dry and filled in plastic bags. Company will dispose the hazardous waste as per the
Hazardous Waste Management Rule, 2016.
2.4 GREEN BELT
The project proponent developed the green area within the premises. The unit will plants
more trees, shrubs, plants development in periphery & central park area portion of the plant
site. The green belt developed inside the plant area is covering around 2519 sqm area which
is @ 35.90% of the total plot area.

2.5 POWER REQUIREMENTS & FUEL REQUIREMENT

3.0 DESCRIPTION OF THE ENVIRONMENT


BASELINE ENVIRONMENTAL STATUS
The baseline environmental quality is assessed through field studies within the impact zone
for various components of the environment, viz. air, noise, water, and land and socio-
economic parameters. The baseline environmental quality has been assessed in the pre-
monsoon season of March-2022 to May-2022 in accordance with the guidelines for

preparation of EIA studies in a study area of 10 km radial distance from the project site.
Ambient Air Quality Monitoring (AAQM), Noise level monitoring, ground water monitoring
and Soil monitoring was carried out during the study period.

4.0 Identification and Quantification of Impacts


Environmental Impact Assessment (EIA) may be defined as planning process concerned with
identifying, analyzing, predicting, assessing and communicating the potential impact arising
from proposed programs, plans, and development projects, which may affect the
environment. The major element involved in process of environment Impact assessment is
impact identification as it leads to other elements, such as quantification and evaluation of
impacts.

In general, impacts have been identified on describing the project activities. The term
“environmental impact” is used broadly to include attributes like air, water, soil, land,
ecological & biodiversity, social, and economic impacts that may result from any of the
activities associated with development of the project.

5.0 Alternatives site and technology


Expansion will be carried out within existing premises, so alternative site analysis has not
considered this project. Manufacturing of Synthetic Organic Resins involves only esterification
reactions and heating, cooling and mixing as operations for which unit has adopted latest and
best technology available so far in the market.

6.0 ENVIRONMENT MONITORING PLAN


Environmental monitoring is the effective tool for site conditions, work activities; and
identification of potential non-compliance situations and initiation of corrective or remedial
actions. Monitoring is as important as that of control of pollution, since the efficiency of
control measures can only be determined by monitoring the pollutants & assessment of load.
The frequency of monitoring and the quality parameters shall be as suggested by the GPCB,
Gandhinagar and MoEFCC, New Delhi.

7.0 SAFETY MEASURES


Following Safety measures are implemented to prevent hazards caused by this project.
• Protective equipment such as gloves, gumboots, goggles, helmets, uniforms, etc. are
provided to the operator as required as well as mandatory.
• Firefighting equipment are installed appropriately. Fire extinguishers, such as foam,
powder, carbon dioxide are used.
• Respirator, gas mask or self-contained breathing apparatus.
• First aid treatment facilities will be provided and all concerned are instructed to follow
safe Practices such as

o Prolonged washing with water


o Removing contaminated clothing
o Seeking immediate medical help
o Safety showers and eye washers will be provided.

Medical facilities and services


• Once in a period of 6 months, to ascertain physical fitness of the person to do the
Particular job.
• Once in a period of 6 months, to ascertain the health status of all the workers in
respect of occupational health hazards to which they are exposed and in cases where
in the opinion of the Factory Medical Officer it is necessary to do so at a shorter
interval in respect of any workers;
• In periodic and pre-medical examinations, various parameters will be checked. Viz.,
Chest X-rays, Audiometry, Spirometry, Vision testing (Far & Near vision, Color vision
and any other ocular defect) ECG and other parameters as will be found necessary as
per the opinion of Factory Medical officer.
• No person shall be employed for the first time without a certificate of granted by the
Factory Medical Officer.

8.0 SOCIAL DEVELOPMENT ACTIVITIES


The total expansion project cost is about ₹ 2.60 Cr. As per the MoEF&CC circular for
Brownfield project the activity has to plan 1.0 % on proposed investment of Proposed
Expansion Project @ ₹ 2,60,000. Hence, M/s. Jyoti Resins & Adhesives Ltd. will utilize @ ₹
2,60,000 for carry out activities under CER for green belt area development at nearby villages.

• The company has carried out socio-economic development activities in the


surrounding villages and shall be continued after proposed expansion.
• Integrated agricultural development plan & income program, Work related to health,
education, and infrastructure will be done for village development.

9.0 CAPITAL AND RECURRING COST EARMARKED FOR ENVIRONMENTAL PROTECTION


MEASURES
Total capital investment for the project is Rs. 6.20 crores (Existing: 3.60 crores + Proposed:
2.60 Crores). The proposed fund for Environmental Management Plan will be @ ₹ 19.56 Lakhs
for capital cost and ₹ 4.06 Lakhs as recurring cost.

10.0 ENVIRONMENT MANAGEMENT PLAN


The Environment Management plan is meant for mitigation/ management of the adverse
impacts and the strengthening positive impacts during proposed expansion project.
