National Disaster Management Policy 2015 (NDMP 2015)

Hyogo core :

· Identify the DRR as a national and local priority through institutional establishment.

· Strengthening the Identification, Discussion, Observation & early warning techniques

· To create a safe and disaster resilience culture through knowledge, invention, and education.

· Reducing the underlying risk elements.

· Strengthening disaster management to ensure active response in every sector

Goals- 15
1. Create a culture of disaster risk preparation and reduction through knowledge, technology and
education

2. Create tactics to ensure the participation of common people

3. Establish active disaster risk reduction (DRR) management through Institutional & infrastructural
reformation

4. Being respectful towards the local culture and values while organizing the DR management
programs

5. To include DR(Disaster Risk) management in the National development plan

6. Ensuring people with the safety of healthy food and encouraging both government & NGOs to
hold programs regarding this

7. Emphasizing the participation of both the govt & NGOs in DRR programs

8. Including mass media

9. Using local knowledge & technologies to be more sustainable, cheap and safe

10. Try to use modern technologies for better disaster signals and convey them even to the marginal
people

11. To connect the local govt institution with DRR programs

12. Invention and implementation of Skillful & fast programs

13. Create volunteer teams at local levels to make these programs successful

14. Arrange a joint committee meeting at least once a year at the risky areas to keep these
programs active

15. Formulate the structure of international and regional help in the disaster response programs
Principals:
· Establishing authority infrastructure to bring professionalism in disaster management

· Increasing the infrastructural strength of Disaster risk management through mainstreaming


DRR and climate change adaptation.

· Increasing the institutional strength of Disaster risk management through mainstreaming DRR
and climate change adaptation.

· Create a separate unit by including the armed forced battalions of Bangladesh (BD) in Disaster
Management (DM) & to give early warnings.

· Give Prevention, Mitigation, preparation, response, early recovery & rehabilitation the same
priority in DM.

· Give urban risk management more importance based on the rising population.

· Prioritizing the vulnerable and hazardous areas and the neighborhood areas while initiating DM
programs

· Involvement of local people to ensure DRR empowerment.

· Reducing the disaster risk of local people through social safety programs and emphasizing
food safety programs

· Use micro-zonation mapping to reduce the earthquake risk

· Create and implement the warning signs according to disaster and ensure real-time
information exchange.

· Establish and improve search & rescue programs, volunteer teams & active Incident
Management System (IMS)

· Prioritizing DRR in development plans and budget issuing

· Introducing international quality to reduce sector-wise demands and loss.

· Establish national DM as a part of DM(disaster management)

· Implementing DM law 2012, NDMP 2010-2015, standing order on Disaster (SOD) 2010

· Creating a multidimensional culture in DM by ensuring the joint involvement of Govt. NGOs


and other developing institutions.
