Peak Demand decreased from 20.06 MW in 2017 to 19.83 MW in 2018 by 1.15 percent owing to the malfunction of the Lumban 1 5MVA
Transformer. MWh Offtake increased by 3.75 percent in the same year, from 113,002 MWh to 117,235 MWh, due to the steady growth
of residential and big load consumers. Within the same time frame, Load Factor varied between 64% and 67%. It should be noted that
data on coincidental peak demand from 2001 to 2005 is missing. This could be due to a database migration or misfiled records. During
the DDP deliberation last August 2023, the DOE instructed to reflect Sale-For-Resale data, leading to inconsistencies in the sales data
from July 2021 to December 2022 in the posted and approved 2023 PSPP. As for the segregated system loss, due to the extensive
volume of data, the cooperative is still in the process of sanitizing the Sta. Maria and Mabitac feeders’ data. Therefore, this data is currently
unavailable.

Historically, Transmission Loss varied between 0.23% and 0.43%, whereas System Loss varied
between 23.97% and 9.20%. In 2018, transmission loss peaked at 0.46% due to a faulty primary
winding of the 5MVA Power Transformer at Lumban 1. System Loss reached a peak of 23.97% in
2001 due to inadequate system loss mitigation strategies.

Residential customers account for the bulk of energy sales at 66.24% due to the high number of
connections. In contrast, others customers (Public Building, Streetlights) accounted for only 5.84%
of energy sales due to low number of connections.

For 2023, the total Offtake for the last historical year is greater than the quantity specified in the
PSA. The majority of MWh Offtake is accounted for by the PSA with GNPower Mariveles Energy
Center Ltd. Co. (GMEC) (previously GNPower Mariveles Coal Plant Ltd. (GMCP).

WESM Offtake increased by 373.84% from 10,384 MWh in 2012 to 49,204 MWh in 2013 due to the
following factors: (1) planned and unplanned plant shutdowns at GMCP; (2) inadequate power
supply contract In 2018, in addition to the 14MW supplied by GMCP, an extra 10MW of FLECO's
energy demand was covered by San Miguel Energy Corporation (SMEC) to reduce our market
exposure.

Non-coincident Peak Demand is 27.81 MW, which is approximately 50.56 percent of the substation's
total 55 MVA capacity at a power factor of 0.9825. The load factor or the ratio between the average
load of 17.63 MW and the non-coincident peak demand is 70 percent. A safe estimate of the true
minimum load is the fifth percentile load is 12.26 MW, which is 44.08% of the Non-coincident Peak
Demand.

Peak Demand was projected using the NEA's Forecasting Method with a seven-year historical data (Cubic with Horizon: Y = at3 + ct + d) and was
assumed to occur in July due to high temperatures throughout the summer season. Monthly Peak Demand is at its lowest in February. In general,
Peak Demand is expected to grow at a rate of 4% annually.

The first wave of supply procurement will address a maximum requirement of 10 MW from
renewable energy sources. The coop is exploring the potential of either an embedded solar supply
or a Competitive Selection Process (CSP), with a target availability date of April 2025. This will be
followed by an additional 18 MW CSP planned for March 2029.

System Loss was calculated the Distribution System Application software. According to the same
assessment, the Distribution System can adequately convey electricity to customers. . As for the
segregated system loss, as previously mentioned, due to the extensive volume of data, the
cooperative is still in the process of sanitizing the Sta. Maria and Mabitac feeders’ data. Hence,
this data is currently unavailable.

utilization of the PSA is 65% minimum capacity factor. Outages of the plant led to unserved energy of the past year. The actual billed overall
monthly charge under the PSA ranged from 6.4392 P/kWh to 9.4931 P/KWh in the year 2023.

The 10 Year PSA with SMC Consolidated Power Corporation (SMC) was acquired through public bidding and was filed with ERC under Case No.
2017-0007 RC. It was chosen to meet FLECO's ongoing increase in demand for additional base requirements. While waiting for the PSA approval,
the coop entered into an interim power supply agreement with SMC in April 2018 with ERC’s knowledge. For the year 2023, the actual billed overall
monthly fee under the PSA ranged from 4.8990 P/kWh to 10.5137 P/KWh.

The first publication or launch of CSP will take place in August 2024, in advance of the procurement
of a maximum 10 MW requirement from renewable energy sources. Joint filings will take place on
January 17, 2025, or 150 days later, in accordance with DOE's 2023-06-0021 CSP Policy. The
timeline may be modified based on the acceptance or confirmation of the TOR and other compliance
criteria. It is worth noting that the cooperative plans to incorporate an embedded renewable energy
supply to meet its energy requirements.

While the procurement of another 18MW of energy supply is planned to start on February 26, 2029,
the first publishing or launch of CSP will occur on April 20, 2027. Joint filing is slated on September
17, 2027, or 150 days later, according to 2023-06-0021 CSP Policy. The schedule may be altered
based on the acceptance or confirmation of the TOR and other compliance requirements.
