Analysis of the RTI Application:
▪ Information Sought: The RTI application seeks information related to student internships
at the Comptroller and Auditor General (CAG) of India in the context of COVID-19. The
applicant has requested details on whether CAG still allows student internships after
COVID-19, the number of interns recruited by CAG so far, and who recruits the interns
for CAG.
▪ Why did I choose CAG? The CAG is a highly respected institution with a wealth of
expertise in auditing and accounting. By sending questions to the CAG, I can tap into this
expertise and get answers to complex questions related to government finances and
operations.
▪ How did I frame the questions? I considered various factors that might motivate an RTI
applicant to seek information from the CAG, such as accountability, transparency,
expertise, and public interest. I then formulated my response based on these factors and
presented them in a logical and coherent manner.
▪ Public Authority: The RTI application identifies India's Comptroller and Auditor General
(CAG) as the public authority to which the application is addressed.
▪ CPIO Details: The RTI application specifies R Srinivasan as the concerned Central Public
Information Officer (CPIO) for addressing the request.
▪ Status: REQUEST DISPOSED OF. This indicates that the RTI application has been
disposed of, meaning that a response has been provided by the CAG of India.
▪ Date of action: 03/04/2023. This is the date on which the action was taken by the CAG of
India on the RTI application.
▪ Based on the nature of the questions raised by the application, the following sections of
the RTI Act may have been applicable to the CAG's obligation to provide the requested
information:
a) Section 2(f): This section defines "information" as any material in any form, including
records, documents, memos, e-mails, opinions, advice, and press releases. The information
sought by the RTI applicant regarding student internships at the CAG in the context of
COVID-19 would fall under this definition.
b) Section 6: This section deals with the procedure for submitting RTI requests. It specifies
that any person who desires to obtain information under the RTI Act can make a request in
writing or through electronic means to the concerned public authority. The RTI applicant
would have made a request under this section.
c) Section 7: This section outlines the obligations of a public authority to provide the
information requested under the RTI Act. It specifies that a public authority is required to
provide information within 30 days of receiving the request, subject to certain exemptions
and conditions. The CAG would have been obliged to provide the requested information
under this section.
d) Section 8: This section provides for exemptions from disclosure of certain types of
information. However, in the case of the questions raised by the RTI applicant regarding
student internships at the CAG in the context of COVID-19, it is unlikely that any of the
exemptions provided in Section 8 would apply.
Overall, the CAG of India would have been obliged to provide the requested information
under the provisions of the RTI Act, specifically Sections 2(f), 6, and 7.
RTI awareness drive report
Introduction:
The Right to Information (RTI) Act is a powerful tool for promoting transparency and
accountability in government. However, many people are not aware of their right to access
information or do not know how to use the RTI Act to obtain information. In order to address
this issue, we conducted an RTI awareness drive to educate people about the application
process, nominal fees, offline method and the response received.
Objectives:
The main objectives of the awareness drive were to educate people about their right to
information, explain the process of filing an RTI application, and highlight the nominal fees
and the offline method of filing an application. The aim was also to inform the public about
the response they can expect to receive from government departments.
Purpose:
As part of our assignment, we conducted an RTI awareness drive to educate people about
their right to information and promote transparency and accountability in government. The
purpose of the drive was to empower citizens to participate in governance and hold
government officials accountable.
Impact:
The impact of the awareness drive was significant. We observed an increased awareness of
the RTI Act, an improved understanding of how to use it, and increased participation in
governance. People were able to use the knowledge they gained through the drive to seek
information from government officials and hold them accountable for their actions. Overall,
we believe that our awareness drive positively impacted the target audience and contributed
to promoting transparency and accountability in government.
Conclusion:
In conclusion, the RTI awareness drive was a success. We were able to educate people about
their right to information and provide them with the information they needed to file an RTI
application. The nominal fees and offline method of filing an application made the process
more accessible, and the positive response we received from the public was a testament to the
effectiveness of the awareness drive. We hope that this initiative will encourage more people
to exercise their right to information and promote greater transparency and accountability in
government.
