EXECUTIVE ORDER NO. 037 - 2024
AN ORDER CREATING THE MUNICIPAL VERIFICATION AND

CERTIFICATION TEAM FOR THE IMPLEMENTATION OF THE ZERO
OPEN DEFECATION ORDINANCE OF THE MUNICIPALITY OF
POLOMOLOK, SOUTH COTABATO
WHEREAS, the 1987 Constitution of the Republic of the Philippines declares that the state
shall protect and promote the right to health of the people and instill consciousness among
them;
WHEREAS, Section 16 of Republic Act 7160 (RA 7160), otherwise known as The Local
Government Code of 1991, devolves its functions to local government units with police
power to ensure the promotion of public health and safety, among many other things, that are
essential to the promotion of general welfare;
WHEREAS, the Municipality of Polomolok hereby declares its full support in achieving
Zero Open Defecation (ZOD) of the Provincial Government of South Cotabato, with strong
adherence on the national thrust thru Presidential Decree (PD) 856, otherwise known as the
Code on Sanitation of the Philippines and its Implementing Rules and Regulations (IRR);
WHEREAS, the Local Government Unit of Polomolok is vigilant as to the effects of

unsanitary disposal of human wastes in health and well-being of its citizens;
WHEREAS, the creation of a verification and certification team for the implementation of
the zero open defecation ordinance in the municipality is necessary in order to ensure that the
households listed in the master list of houses without toilets are verified so that the assistance
to be given to these identified households is properly prepared.
NOW, THEREFORE, I, ENGR. BERNIE D. PALENCIA, in my capacity as

Municipal Mayor of the Municipality Polomolok, South Cotabato, by virtue
of the powers vested in me by law, do hereby order:
Section 1: THE MUNICIPAL VERIFICATION AND CERTIFICATION

TEAM
THE MUNICIPAL VERIFICATION AND CERTIFICATION TEAM shall be

composed of the following:
Municipal Health Officer

Sanitation Inspector
Sangguniang Bayan Committee Chairperson on Health and Sanitation
Municipal Planning and Development Office Representative
Provincial Department of Health (DOH) Officer Representative

MSWDO
MENRO
Mun. Engineering Office Representative
Barangay Health Workers Assoc. Representative

Section 2: Roles and Function
Municipal Health Officer – He/she shall oversee the implementation of

sanitation and hygiene programs in the municipality and provide technical
guidance and
Municipal Sanitation Officer – Plan and implement sanitation

interventions, including the construction of toilets and wastewater
management systems and work closely with the communities to promote
proper sanitation practices and ensure compliance with ZOD standards.
SB Committee Chairperson on Health and Sanitation – Represent

the municipal government in ZOD-related activities, provide
administrative support, propose sanitation projects, and advocate for
policies that promote sanitation and hygiene at the municipal level.
Municipal Planning and Development Officer – ensure that zoning

decisions reflect the collective interests and priorities of the municipality
and contribute to sustainable, equitable, and inclusive development.
Civil Society Organizations (COS) – represent the non-governmental

organization or community-based group involved in sanitation advocacy,
and mobilize community participation, conduct awareness campaigns, and
support capacity-building activities to empower communities in achieving
ZOD.
DepEd District Supervisor - collaborate with schools and educational

institutions to integrate sanitation and hygiene education into the
curriculum, organize awareness-raising activities, train teachers and
students on proper hygiene practices, and monitor impact of sanitation
interventions on school health.

Municipal Social and Development Officer – address social issues

related to sanitation, such as gender dynamics, cultural beliefs, and socio-
economic disparities; identify vulnerable groups that may face barriers to
accessing sanitation services; and provide support services and advocate
for inclusivity in ZOD initiatives.
Municipal Environment and Natural Resources Officer – monitor

environmental conditions related to sanitation, such as water quality and
waste management; assess potential environmental risks, provide
recommendations for mitigating them, and support community-based
initiatives for environmental conservation.
Municipal Engineer – provide technical expertise in the design and

construction of sanitation facilities and ensure compliance with
engineering standards, oversee the implementation of infrastructure
projects, and conduct regular inspections to maintain the functionality of
the sanitation facilities in the municipality.
Barangay Health Workers – Act as liaison between the validation team

and local communities; raise awareness about the importance of proper
sanitation and hygiene practices; and conduct household visits to promote
behavior change, and facilitate community-based initiatives to achieve
ZOD goals.
Section 3. Effectivity
This Executive Order shall take effect immediately upon issuance.
