Jammu-Akhnor, Akhnoor, Package-I & II. the Contractual provisions. However, the Contractor did not submit the same and a reminder was also issued

Package-I in this regard on 04.08.2023 by this office, however, now during the meeting held on 17.10.2023 under the
chairmanship of ED(P), it was informed by PMU that the Contractor has submitted the same on 14.10.2023
after causing an inordinate delay at their end.
Jammu-Akhnor, Development of Parking 18.04.2023, PMU-Akhnoor & The proposal of parking provision under the flyover was sent to NHIDCL HQ. NHIDCL HQ had issued directions
Package-II Spaces Under Flyover 01.06.2023 & JSCL to request the Jammu Smart City Ltd for carrying out the traffic simulation study and accordingly send the
column from Paloura to 16.09.2023 case to NHIDCL HQ. Accordingly, JSCL was requested by this office vide letters dated 18.04.2023 & 01.06.2023
2 Bakshi Nagar on Jammu- to expedite the traffic simulation study and submit the proposal for parking provision to this office, however
Akhnoor Road. till date no communication in this regard has been recieved from their end. Moreover, PMU-Akhnoor was
requested vide this office letter dated 16.09.2023 to co-ordinate with JSCL and expedite the matter, however,
compliance awaited from the end of PMU & JSCL.
Construction of 30.09.2023. Contractor, M/s Hon'ble MP, Shri Jugal Kishore Sharma had requested to construct the ramps thereby connecting the service
ramps/approaches to the Satwant roads of Jammu-Akhnoor road section. Further, MD NHIDCL vide note dated 19.09.2023 had also issued
3 service road of Jammu- directions to resolve the matter. Accodingly, the in-principle approval to execute the Construction of ramps
Akhnoor road section. through the fencing work contractor, M/s Satwant has been conveyed to PMU. PMU to get the work started
at the earliest.
PMU-Akhnoor PMU-Akhnoor to submit the cost implication of variation proposal w.r.t the construction of ramps for which

in-prinicple approval was issued by this office on 30.09.2023.
Jammu-Akhnoor Expediting the land 21.03.2023 PMU-Akhnoor & The 3(A) for 13.509 Ha was notified on 21.03.2022 and 3(D) for 9.28 Ha & 0.3781 Ha was done on 13.01.2023
road, Package-III B. acquisition of Defence land CALA. & 05.01.2023, out of which 3(G) for 8.545 Ha amounting to Rs. 12.67 Cr has been approved by NHIDCL HQ,

of 3.849 Ha. however, the 3(D) for the balance land of 3.85 Ha was not done until the date of expiry of 3(A) i.e. 21.03.2023
and thus, the 3(A) for the balance land needs to be renotified at the earliest.
Chenani- Submission of compliance 23.09.2023 PMU-Akhnoor
Sudhmahadev Road on the observation on the
EOT proposal upto PMU & AE had recommended the EOT proposal upto 30.05.2023 on which some observations were raised by

30.05.2023 is awaited from this office on 02.08.2023. Compliance was submitted by PMU throgh e-mail on 23.09.2023, wherein PMU had
the end of PMU. submitted that the final EOT shall be submitted as per the decision of Authority on the case of deviation of
ROW as claimed by the Contractor. PMU to submit the compliance towards the observations through letter.
Goha-Khellani, Opening of separate Bank 25.09.2023 PMU-Doda & CALA NHIDCL HQ vide letter dated 25.09.2023 had conveyed the approval of 3 G amounting to Rs. 15.76 Cr for
Package-I Joint account with CALA & additional land part-I. The same was conveyed to PMU-Doda with a direction to open the separate Bank
7 GM (P). account with CALA for the said project as per the guidelines stipulated by NHIDCL HQ so that the funds can be
deposited into the new account for the disbursement of funds by CALA. Account details awaited from the
end of CALA & PMU-Doda.
Expediting the process for 17.03.2023 PMU-Doda & CALA
8 additional land part-II of The indent for the additional land part-II of 2.01 Ha was submitetd to CALA on 17.03.2023. 3 (A) for the same

Opening of separate Bank 25.09.2023 PMU-Doda & CALA NHIDCL HQ vide letter dated 25.09.2023 had conveyed the approval of 3 G amounting to Rs. 11.41 Cr for
Joint account with CALA & additional land part-I. The same was conveyed to PMU-Doda with a direction to open the separate Bank
9 GM (P). account with CALA for the said project as per the guidelines stipulated by NHIDCL HQ so that the funds can be
deposited into the new account for the disbursement of funds by CALA. Account details awaited from the
end of CALA & PMU-Doda.
Submission of compliance 12.10.2023. AE The COS proposal for 4800 m length of Breast wall was sent to NHIDCL HQ. Some observations were raised by

Goha-Khellani, Hindrance at Km 21.00 by 02.12.2022 CALA & PMU-Doda There exists hindrance at Km 21.00 due the dispute in nature of land whether private or state land. The same

10.09.2023. AE Contractor had submitted the design for MNB @ 21+100 Km on 05.08.2023. Some observation were raised
14 on 19.08.2023 by AE & compliance submitted by Contractor on 10.09.2023. Pending with AE since
10.09.2023.
Khellani Bypass Issue of Power Supply. 10.10.2023. PMU-Doda NHIDCL HQ vide letter dated 26.09.2023 had conveyed to take necessary action at RO level w.r.t the issue of
Tunnel providing the power supply of 2.2 MW for Khellani Tunnel. Accordingly the estimate of Rs. 1.69 Cr for the

Package-III) power supply & signing of MoU in this regard to be expedited by PMU-Doda.
Recommendation on Contractor has submitted his representation for waiving off the Liquidated Damages on 28.09.2023. The
16 waivng off damages 29.09.2023 PMU same was sent to PMU for their comments & recommendations on 29.09.2023. The same is awaited as on
Khellani Khanabal date.
Pkg-1 Design Proposal for The proposal for design of unstable portion has not been submitted yet by the Contractor even after
17 unstable portion - Contractor repeated directions of the Authority. PMU to ensure the finalisation of proposal at their end in the presence
of Contractor and AE and submit the same to this office at the earliest.
Khellani Khanabal Revised work programme PMU to prepare revised and realistic Work Programme along with cooperation of Contractor and AE and

Vide this office letter dated 26.08.2023, GM(P), PMU-Kishtwar was requested to submit revised Extension of
Khellani Khanabal Time proposal for the 196 days considered as LD in the approved Extension by NHIDCL HQ and additional
