Agenda: Problems raised by the discovery of atomic energy
Venezuela seeks to live up to its obligations to the UN by being a diligent and
committed contributor to the fundamental issues at stake. The matters before
the UNGA First Committee relate to the Problems posed by the advent of
nuclear energy.
I. Why should the spread of nuclear weapons be prevented? If yes,
how can the spread of nuclear weapons to non-nuclear states be
prevented?
Since the U.S. dropped two atomic bombs on Hiroshima and Nagasaki
in Japan on 6 and 9 August of 1945, nuclear weapons have been a threat to
the world. Venezuela argues that the proliferation of nuclear weapons
needs to be avoided for variety of reasons.
What would happen if a nuclear weapon were to explode?
A single nuclear weapon is capable of devastating a city, resulting in the
death of the majority of its inhabitants. The effects of the blast are
immediate, with individuals close to ground zero suffering from lung
damage, ear damage, and internal bleeding. In the long term, nuclear
weapons emit ionizing radiation which can cause death or illness to those
exposed, pollute the environment, and have long-term health effects, such
as cancer and genetic alteration. The extensive use of nuclear weapons in
atmospheric testing has resulted in serious long-term effects.
Once a nuclear missile has been launched, there is very limited capabilities
of stopping that missile. No nation has a credible system in place to combat
launched nuclear weapons. However, there are steps we can take to
prevent a nuclear missile from being launched.
Environmental and socio-economic impact of nuclear weapons
Nuclear weapons have a significant environmental impact. The
consequences of a nuclear war would be catastrophic in terms of climate.
The world would face a nuclear winter, a deadly global famine, and an
exacerbation of global warming.
Nuclear weapons would also have a devastating socio-economic impact.
Developing countries and marginalized groups would suffer the most. In
addition, nuclear weapons create a funding gap in terms of development,
and maintenance. This money could be better spent on assets like green
technologies or health facilities.
II. How can countries guarantee the safety of nuclear resources and
technologies to stop theft or unauthorized use?
Honorable chair and fellow delegates, measures to detect and respond to
theft or unauthorized use of nuclear resources are essential elements of a
comprehensive nuclear security program as illicit trafficking and theft of
nuclear material can result in nuclear proliferation and the potential
construction of improvised nuclear devices or radiological dispersal and
exposure devices. Japan experienced the only nuclear explosions ever to
target a human population in 1945. The destruction wrought led the
international community to exert great effort over the ensuing decades to
stop the spread of nuclear explosive capabilities.
Recognizing the seriousness of the issue, Venezuela proposes the formation
of an international agency that reports to the UN Security Council.
Venezuela puts forward a proposal to enforce a system/organization based
on the laws stated below:
- Monitoring the flow all incoming and outgoing transfers in any nuclear
facility.
- Restricting access to nuclear materials.
- Strengthen and build confidence in security of military materials and
building an effective global nuclear security system.

III. How can nations collaborate on peaceful nuclear research and share
the benefits?
The nuclear energy industry is governed by a variety of regulations for
collaboration between public utilities and between government nuclear
agencies, both domestically and internationally. The country of Venezuela
puts forward a few different ways countries around the globe can work
together to research nuclear weapons in a peaceful way.
- Venezuela would like to emphasize the connection between peaceful
uses and growth of atomic energy. Venezuela wants to spread the word
about the advantages of peaceful uses and get more people to use
them, so more of the countries out there can work towards making
them work better.
- Ensuring the highest standards of security, and safeguards is a
fundamental requirement for expanding and maintaining access to
peaceful applications, while simultaneously ensuring that developing
and least-developed nations are able to reap the full benefits of non-
violent applications.
- The objective of this initiative, in Venezuela’s opinion, is to bring on
board additional partners in order to increase and enhance the human
resources and financial resources necessary to utilize peaceful uses to
their fullest potential. This could involve, for instance, engaging with
development agencies and international and regional finance
organizations and institutions, or by strengthening existing partnerships.
- The delegate of Venezuela opines that there has to be an overall rise in
consciousness for peaceful usage to be fully realized. Only the scientists,
engineers, and other professionals who deal with nuclear technology are
aware of the advantages of peaceful usage, particularly of non-power
applications.
Venezuela stands by and is ready to collaborate with other Member States
to ensure the highest level of safety and security to contribute to a better
world.
