3. Introduction

The National Trust is an autonomous body constituted by an Act of Parliament namely “The National

National Trust
Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple
Disabilities Act, 1999”.
The objectives of the National Trust are as follows:-
i. To enable and empower persons with disability to live as independently and as fully as possible
within and as close to the community to which they belong;
ii. To strengthen facilities to provide support to persons with disability to live within their own
families;
iii. To extend support to registered organizations to provide need based services during period of
crisis in the family of persons with disability;
iv. To deal with problems of persons with disability who do not have family support;
v. To promote measures for the care and protection of persons with disability in the event of
death of their parent or guardian;
vi. To evolve procedures for the appointment of guardians and trustees for persons with disability
requiring such protection;
vii. To facilitate the realization of equal opportunities, protection of rights and full participation of
persons with disability; and
viii. To do any other act which is incidental to the aforesaid objects.
The National Trust has been set up to discharge two basic duties- legal and welfare. Legal duties are
discharged through Local Level Committees (LLC) and providing Legal Guardianship. Welfare duty
is discharged through the Schemes. The activities of the National Trust inter-alia include training,
awareness and capacity building programmes and shelter, care giving and empowerment. The
National Trust is committed to facilitate equal opportunities, protection of rights and full participation
of persons with disabilities (Divyangjan), covered under the Act.

4. Local Level Committee (LLC)

Under Section 13 of the National Trust Act 1999, a Local Level Committee is required to be constituted
in every district of the country for a period of three years or till it is reconstituted by the Board
consisting of following members:-
• An officer of the Civil Service of the Union or of the State not below the rank of District Magistrate
or a District Commissioner of a District;
• A representative of an organization registered with the National Trust; and
• A person with disability as defined in Clause (t) of Section 2 of the Persons with Disabilities Act,
1995(1 of 1996)
The function of Local Level Committee is to screen, appoint, monitor and remove legal guardians. LLCs

also promote activities such as Awareness generation, convergence and mainstreaming of persons
with disabilities.
754 LLCs have been constituted in the country with DC/DM as Chairperson of the LLC.

5. Appointment of Legal Guardians

a) Section 14-17 of The National Trust Act, 1999 elaborate on Guardianship for persons with
Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities, to be dealt by the Local
Level Committee. Guardianship is a need based enabling provision.
b) Under section 14 of the National Trust Act, the Local Level Committee headed by the District
Collector is empowered to receive application in Form A under Rule 16(1) and appoint guardians
in Form B under Rule 16(2) for persons with Autism, Cerebral Palsy, Mental Retardation and
Multiple Disabilities. It also provides mechanism for monitoring and protecting their interests
including their properties. All these forms are built in the online Legal Guardianship Module.
c) A guardian is a person, who is appointed to look after another person or his property, or both.
He or she assumes the care and protection of the person for whom he/she is appointed the
guardian. The guardian takes all legal decisions on behalf of the person and the property of the
ward.
d) Persons with Autism, Cerebral Palsy, Intellectual Disability and Multiple Disabilities are in a
special situation as even after they have acquired 18 years of age, they may not always be
capable of managing their own lives or taking legal decisions for their own betterment.
Therefore, they may require someone to represent their interests in the legal areas throughout
their lives. However, in cases of Cerebral Palsy and multiple disabilities, there may be a need for
only limited guardianship because of the availability of enabling mechanisms and/ or scientific
facilitations, which enable such persons to function with varying degrees of independence.
Before 2016, 30304 Guardians were appointed in the offline mode. Thereafter, through the new
Scheme Management System (SMS), 38246 Guardians have been appointed, i.e., a total of 68550

Guardians till 31.3.2024, which includes 6743 Legal Guardianship applications approved from
01.04.2023 to 31.3.2024.

6. Registration of Organizations

As per section 12(1) of the National Trust Act, any Voluntary Organization, the Association of Parents
of Persons with Disabilities or the Association of Persons with Disabilities, working in the field of
Autism, Cerebral Palsy, Intellectual Disabilities and Multiple Disabilities”, already registered under
the Societies Registration Act, 1860(21 of 1860), or section 25 of the Companies Act, 1956(1 of 1956),
or Public Charitable Trust Act and under Persons With Disability Act, 1995 or Rights of Persons with
Disabilities Act, 2016 in the concerned state and on NGO Darpan Portal of NITI Aayog, can apply for
registration in the National Trust. Proposal for Registration can be submitted by filling up an online
form along with Form ’E’ (to be generated through the online system while filling up the online
registration form), duly stamped and signed by the Head of the organization. The registration of such
organization with the Trust shall be necessary for availing benefits under the schemes of the Trust.

The validity of the registration of NGOs is 5 years. For renewal of registration, NGOs need to apply 6
months before the expiry of registration.
The total number of Registered Organizations of the National Trust is 612. The number of NGOs

registered from 01.04.2023 to 31.3.2024 is 128. The list of ROs can be seen State-wise and District-
wise, on the website of the National Trust (www.thenationaltrust.gov.in).

7. The Schemes highlights and the projects sanctioned under


the schemes during the year 2023-24 are as under

7.1 Disha (Early Intervention and School Readiness Scheme)


This is an early intervention and school readiness scheme for children in the age group of 0-10 years
with the four disabilities covered under the National Trust Act and aims at setting up Disha Centres
for early intervention for Persons with Disabilities (Divyangjan) through therapies, trainings and
providing support to family members. The project holders should provide day-care facilities to PwDs
(Divyangjan) for at least 4 hours in a day (between 8 am and 6 pm) along with age specific activities.
There should be a Special Educator or Early Intervention Therapist, Physiotherapist or Occupational
Therapist and Counsellor for PwDs (Divyangjan) along with Caregiver and Ayas in the centre.
The scheme was launched in the year 2015-16. During the last 9 years, an amount of Rs.17.36 Crore
has been spent under the scheme benefitting around 660 beneficiaries every year. This includes
release of Rs.1.99 Crore for 440 Divyangjan getting benefit through 22 Disha Centres from 01-04-
2023 to 31-3.2024.

7.2 VIKAAS (Day Care Scheme)


This is a Day care scheme, launched in the year 2015-16, for Divyangjan attaining the age of 10
years and above, primarily to expand the range of opportunities available to a person with disability
for enhancing interpersonal and vocational skills as they are on a transition to higher age groups.
The centre offers care giving support to Persons with Disabilities (Divyangjan) during the time the

Divyangjan are in the Vikaas centre. In addition, it also helps in supporting family members of the
Persons with disabilities covered under the National Trust Act to get some time during the day to fulfil
other responsibilities. Project Holders should provide day-care facilities to Divyangjan for at least 6
hours in a day (between 8 am and 6 pm) along with age specific activities. Day care should be opened
for at least 21 days in a month.
The scheme was launched in the year 2015-16. During the last 9 years, an amount of Rs.30.53 Crore
has been spent under the scheme benefitting around 1020 beneficiaries every year. This includes
release of Rs.3.61 Crore for 930 Divyangjan getting benefit through 31 Vikaas Centres from 01-04-
2023 to 31-3.2024.

7.3 Disha-cum Vikaas Scheme (Day Care)


For the Registered Organizations, who were implementing multiple schemes, an option for
implementing merged scheme was given. The Disha-cum-Vikaas Scheme (Day Care) is being
implemented w.e.f. 01.04.2018.

During the last 6 years, an amount of Rs.32.00 Crore has been spent under the scheme benefitting
around 1350 beneficiaries every year. This includes release of Rs.6.06 Crore for 1170 Divyangjan
getting benefit through 39 Disha-cum-Vikaas Centres from 01-04-2023 to 31-3.2024.

7.4 Samarth (Respite Care Residential Scheme)


The objective of Samarth scheme is to provide respite care home for orphans or abandoned, families
in crisis and also for Persons with Disabilities (Divyangjan) from BPL & LIG families including destitute
with at least one of the four disabilities covered under the National Trust Act. The scheme provides for
creating opportunities for family members to get respite time in order to fulfil other responsibilities.
Under the Scheme Samarth Centres are set up for providing group home facility for all age groups
with adequate and quality care service with acceptable living standards including provision of basic
medical care from professional doctors.
The scheme was launched in the year 2015-16. During the last 9 years, an amount of Rs.14.39 Crore
has been spent under the scheme benefitting around 390 beneficiaries every year. This includes
release of Rs.1.85 Crore for 246 Divyangjan getting benefit through 11 Samarth Centres from 01-
04-2023 to 31-3.2024.

7.5 Gharaunda (Group Home for Adults)


The objective of Gharaunda scheme, which was launched in 2015-16, is to provide an assured home
and minimum quality of care services throughout the life of the persons with Autism, Cerebral Palsy,
Intellectual Disability and Multiple Disabilities. The scheme also facilitates the establishment of
requisite infrastructure for the assured care system throughout the country, encourage assisted living
with independence and dignity and provide care services on a sustainable basis.
The scheme was launched in the year 2015-16. During the last 9 years, an amount of Rs.26.12 Crore
has been spent under the scheme benefitting around 480 beneficiaries every year. This includes
release of Rs.4.08 Crore for 370 Divyangjan getting benefit through 22 Gharaunda Centres from
01-04-2023 to 31-3.2024.

7.6 Samarth-cum-Gharaunda Scheme (Residential care)


For the Registered Organisations, who were implementing multiple schemes, an option for
implementing merged scheme was given. The Samarth-cum-Gharaunda Scheme (Residential) is
being implemented w.e.f.01.04.2018.
During the last 6 years, an amount of Rs.14.38 Crore has been spent under the scheme benefitting
around 390 beneficiaries every year. This includes release of Rs.3.55 Crore for 346 Divyangjan
getting benefit through 12 Samarth-cum-Gharaunda Centres from 01-04-2023 to 31-3.2024.

7.7 ‘Niramaya’ Health Insurance Scheme


The National Trust is implementing Niramaya Health Insurance Scheme for persons with Autism,
Cerebral Palsy, Intellectual Disabilities and Multiple Disabilities. Under the Scheme, there is an
insurance cover of Rs.1 lakh, which covers OPD, Diagnostic Test, Therapies, Corrective Surgeries,
Alternative Medicine and Transportation. There is no age bar for enrolment under the scheme
and the treatment can be taken from any authorized medical practitioner/health care center. It is

on reimbursement basis. The scheme is operational in the entire country through more than 612
Registered Organisations who facilitate Divyangjan in filling the online application. Any person with
aforesaid conditions can avail benefit by paying a nominal fee. The enrolment/renewal fee is not

charged for Divyangjan who have Legal Guardian other than natural parents.
From policy year 2023-24, apart from Registered Organisations of National Trust, National Institutes
under DEPwD and Composite Regional Centers (CRCs) under National Institutes have also been
allowed to enrol/ renew under the scheme expanding the reach. The beneficiaries or their parents/
caretakers can also do direct enrolment under Niramaya Insurance Scheme through National Trust
website from the year 2023-24 after providing the UDID Card no. or UDID Enrolment no. (with
Disability certificate issued by competent authority).
During the year 2023-24, a total of 87,746 Divyangjan were enrolled. The expenditure during the
year was Rs.13.86 crore. At present, the scheme is being implemented through M/s. Oriental
Insurance Co. Ltd.
Note- Linking of beneficiaries of Niramaya Health Insurance Scheme, Day Care and Residential
Care schemes with the Unique Disability Identification (UDID) card/Enrollment No. under
UDID (with PwD Certificate) has been made mandatory w.e.f 1.4.2023.

8. Annual General Meeting (AGM)


Annual General Meeting (AGM) – The 23rdAnnual General Meeting (AGM) of the National Trust was
organized under the Chairmanship of Sh. Rajesh Aggarwal, Secretary, DEPwD and Chairperson, National
Trust on 4th November, 2023 in Hybrid mode. The JS&CEO, National Trust welcomed the Chairperson,
National Trust, the Board Members, Registered Organizations (ROs) and the Stakeholders, who were
present in person as well as virtual mode. JS&CEO, National Trust gave a detailed presentation on
the activities undertaken by the National Trust during the year 2022-23. During discussion, various
suggestions/ views received from the Board Members and other participants related to preparation
of standard guidelines on Niramaya- Health Insurance Scheme to resolve various issues, vacancies in
scheme centres for the general public on the website of the National Trust and other. All the queries

of the stakeholders were addressed by the officials of the National Trust. The participants expressed
their satisfaction and assured that they would extend their cooperation in all manners for the benefit
of the sector.

9. Other Activities of National Trust:


(i) World Autism Awareness Day is being observed on 2nd April every year by organizing meeting/
seminar/ workshop. During the current financial year, National Trust organized ‘Autism Conclave’
at National Institute of Social Defence (NISD), Dwarka, New Delhi on 30th May 2023 in which
various experts, professionals, role models and parents of persons with Autism participated.
The conclave was inaugurated by Sh. Rajesh Aggarwal, Secretary, Department of Empowerment
of Persons with Disabilities (Divyangjan) and persons in the field like Dr. Sheffali Gulati, Head,
Child Neurology Department, AIIMS, Delhi, Dr. Nimesh Desai, Senior Consultant Psychiatrist
and Former Head IHBAS, Delhi, Ms. Merry Barua, Action for Autism etc. participated.

(ii) Meeting on Employment/Self Employment of Persons with Intellectual and Developmental


Disabilities (PwIDDs) under Azadi Ka Amrit Mahotsav (AKAM) – As part of observing Azadi
Ka Amrit Mahotsav (AKAM) to commemorate 75 years of India’s Independence, the National
Trust identified 5 key areas of the theme “Inclusive Development” namely- Early Intervention,
Unique Disability ID (UDID) Card/ Disability certificate, Skill Development/ Vocational Training,
Employment/ Self- Employment and Govt. schemes/ activities.

Accordingly, the National Trust organized a virtual meeting on Employment/ Self Employment of
PwIDDs under Azadi ka Amrit Mahotsav (AKAM) on 16.06.2023. Mr.Mallikarjun, President, Indian
Academy of Cerebral Palsy, Dr. Tulsi, Deva International, Varanasi, Ms. Seema Chadha, Muskaan,

National Trust
Delhi were Resource Persons in the meeting. During the meeting, Muskaan, Delhi, a Registered
Organization of National Trust presented 3 models for creating Employment/ Self Employment of
PwIDDs. Apart from this, various opportunities in Employment/ Self Employment for PwIDDs were
shared by other Resource Persons. The meeting was attended by Board Members of National Trust,
Registered Organizations (ROs) and Parents.
(iii) Observance of Hindi Pakhwada –
The National Trust observed Hindi Pakhwada from 14th September 2023 to 29th September
2023. On 29th September 2023, National Trust organized ‘Hindi Pratiyogita’ in which all staff of
National Trust participated. Prizes were distributed among the winners.

Bharat Mission – The National Trust
celebrated Swachh Bharat Mission
from 15th September, 2023 to 2nd
October, 2023. The theme of the event
was “Garbage Free India”. On ground
activities on the theme, National
Trust officials took oath on Swacchta.
Swachh Bharat Abhiyan drive was
also conducted by National Trust
at Handicapped Childrens Parents
Association (HCPA), Sec-5, Dwarka, a
Registered Organization of National
Trust. All Staff of the National Trust
participated in cleanliness drive.

(v) World Cerebral Palsy Day-The National Trust organized a Workshop on World Cerebral Palsy
Day on 6th October 2023 at National Institute of Social Defence (NISD), Auditorium, Dwarka,
New Delhi. There were panel discussions, experience sharing and talks on challenges, needs
and facilities for Persons with Cerebral Palsy. The workshop was conducted under the
National Trust

Chairmanship of Sh. Rajesh Aggarwal, Secretary, Department of Empowerment of Persons with


Disabilities (Divyangjan) and Chairperson, National Trust. The workshop was attended by over
100 participants in both physical and virtual modes which include NGOs, Professionals, Parents
and persons with Cerebral Palsy.

possible (Assistive Devices for Persons with Cerebral Palsy) with Disabilities

(vi) Mentors Training Program on Self Advocacy -The National Trust is conducting Mentors Training
Program on Self Advocacy for Divyangjan covered under the National Trust Act. The objective
of program is to make attitudinal change, both in the society and in the mind of Self Advocates
(Divyangjan) and their families.

The National Trust has prepared an Action Plan for conducting this program in the country
for the current financial year. In each of these training programs 15 Mentors (Professional/
Annual Report 2023-24

Parents) and 15 Self Advocates (Divyangjan) are trained. So far, 18 training programs have
been conducted. These programs are being conducted in Residential Scheme centres namely-
Gharaunda and Samarth-cum-Gharaunda of the National Trust. Details of these training

(vii) Workshop on progressive usage of Hindi Language in Government offices


Workshop on progressive usage of Hindi Language in Government offices was organized in
National Trust office on 29th December 2023. Mr. Rajesh Kumar Meena, Senior Translation
Officer, DEPwD, Ministry of SJ&E was the keynote speaker and expert. The workshop was
attended by all Staff of National Trust. During the workshop, detailed information about the
methods, preparation of quarterly reports and use of Hindi in Day-to-Day work was presented.

10. Grievance Redressal
The grievances received in the PG Portal of Government of India as well as those received
through other modes were addressed and responded to promptly.

11. Right to Information Act, 2005
The various provisions under Right to Information Act 2005 were followed by the National Trust.
As per direction of DEPwD, National Trust has conducted Third Party Transparency Audit under
RTI Act, 2005 through Institute of Secretariat Training & Management (ISTM), DOPT, GOI. The

SCHEDULE 24 – SIGNIFICANT ACCOUNTING POLICIES :

1. ACCOUNTING CONVENTION:

The financial statements are prepared on the basis of historical cost convention, unless otherwise stated
and on theaccrual method ofaccounting.

2. INVENTORY VALUATION

2.1 Stores and Spares, if any, are valued at cost.

2.2 Raw materials, semi-finished goods and finished goods are valued at lower of cost and net realizable
value. The costs are based on weighted average cost. Cost of finished goods and semi-finished goods is
determined by considering material, labour and related overheads.

3. INVESTMENTS

3.1 Investments classified as “long term investments” are carried at cost. Provision for decline, other than
temporary, is made in carrying cost of such investments, if any.

3.2 Investments classified as “Current” are carried at lower of cost and fair value. Provision for shortfall on
the value of such investments is made for each investment considered individually and not on a global
basis, if any.

3.3 Cost includes acquisition expenses like brokerage, transfer stamps.

4. EXCISE DUTY

4.1 Liability for excise duty in respect of goods produced by the entity, other than for exports, is accounted
upon completion of manufacture and provision is made for excisable manufactured goods as at the year
end, if any.

5. FIXED ASSETS

5.1 Fixed Assets are stated at cost of acquisition inclusive of inward freight, duties and taxes and incidental
and direct expenses related to acquisition. In respect of projects involving construction, if any, the related
pre-operational expenses (including interest on loans for specific project prior to its completion), form
part of the value of the assets capitalized.

5.2 Fixed Assets received by way of non-monetary grants (other than towards the Corpus Fund), are
capitalized at values stated, by corresponding credit to Capital Fund/ Reserve.

6. DEPRECIATION:

6.1 Depreciation on the assets has been provided at the rates prescribed by the Income Tax Act, at the close of
financial earlier.During the year, a sum of Rs.10,63,913/- (Schedule-8) has been written off to Income&

Expenditure on this account.

7. MISCELLANEOUS EXPENDITURE:

Deferred revenue expenditure, if any, is written off over a period of 5 years from the year it is incurred.

8. ACCOUNTING FOR NIRAMAYA-HEALTH INSURANCE SCHEME :

Accounting for expenditure incurred on “Niramaya” and revenue recovered on account of fee etc. is
recorded in common ledger account namely “Health Insurance Scheme” under the head Programme and
Projects. However, the total expenditure incurred on the scheme is shown under Programme & Projects
vide Schedule-22 and the fee recovered during the year is shown as income under “Income from Fees/
Subscriptions” vide Schedule-14.

9. GOVERNMENT GRANTS/SUBSIDIES :

9.1 Government grants of the nature of contribution towards capital cost of setting up projects, if any, are
treated as Capital Reserve and Grants in respect of specific fixed assets acquired are shown as a deduction
from the cost of the related assets.

9.2 Other Government grants are accounted for as Income under the head Grants/Subsidies/Sponsorships as
per Schedule-13.

10. FOREIGN CURRENCY TRANSACTIONS :

Transactions denominated in foreign currency are accounted at the exchange rate prevailing at the date
of transaction.

Current assets, foreign currency loans and current liabilities are converted at the exchange rate prevailing

as at the year end and the resultant gain/loss is adjusted to cost of fixed assets, if the foreign currency
liability relates to fixed assets, and in other cases is considered to revenue.

LEASE :

Lease rentals are expensed with reference to lease terms.

RETIREMENT BENEFITS :

12.1 Additional provision on account of Gratuity payable to employees on their retirement/cessation of service
has been provided for in accounts for the year ending on 31.3.2024. In addition, the provision for Leave
Encashment is also made in accounts for the year ending on 31.3.2024.

12.2 Consequent upon introduction of new Contributory Pension Scheme, the provision for pensionary
benefits is being made regularly and is being deposited with P.F.R.D.A. accordingly.
