1.0 EXECUTIVE SUMMARY

This report is a record of the Asset Life Extension Study carried out on the
mechanical and piping assets in PCSB SKG MLNG-2 Field. The assessment
was performed for the M1 platforms within MLNG-2 Field namely M1PQ-A,
M1DR-A, during the period of Jan 2016 to March 2016.

Scope of study includes all static equipment, top side piping, Lifting
Equipment (Pedestal Cranes, Overhead Monorails, Jib Cranes) and HVAC
equipment. A total of 127 tag items have been reviewed.

Findings and photographs reported were obtained from historical database,


operations information. Additional data were obtained to support the
findings including SKG regional SAP data, previous Asset Integrity audits,
studies and SA finding reports.

From the study, it is observed that:

• Total recommendations for the Static equipment other than piping in M1


Fields (M1PQA, M1DRA) are classified as Category A-8%, Category B-92%
, Category C-None, Category D-None and Category E none.

• Total recommendations for piping in M1 Fields (M1PQA, M1DRA) are


classified as Category A-52%, Category B-10% , Category C-38%,
Category D-None and Category E none

• Deterioration mechanisms for Static Equipment assets in M1 Field are


identified as Galvanic Corrosion, Internal erosion & corrosion, Localized
corrosion & Corrosion under insulation (CUI).

• The total requirement of investment needed to sustain M1 Field


(discipline) assets over the next 15 years is estimated to be RM 7.1 million.
Implementation is expected to be carried out starting from 2016 to
20205 based on criticality and feasibility.

• It is recommended that further improvements with respect to corrective,


preventive and predictive maintenance, such as thickness monitoring for
heat exchanger tubes, application of anticorrosion painting to be done to
further improve the platform reliability and integrity for the next 15 years.

2.0 INTRODUCTION

This Asset Life Study includes an assessment of the condition of Static


equipment (Pressure Vessels, Storage Tanks), Lifting Equipment, HVAC
Equipment & Piping in the M1 Field. The study aims to identify the
recommendations and actions as well as estimated costs necessary to
maintain the assets for a further 15 years operation from 2016 until 2031.

Basis of Study:

• No Further Action (NFA) which means there are no plans for


enhancement, change in design or operating envelope for each of
the fields
• Current operation and maintenance philosophy will continue for next
15 years

A total of 127 equipment, have been included in the study from M1 Fields
(M1PQA, M1DRA) respectively. Breakdown of equipment in respective facility

The study focused on the condition of the assets by assessing potential


deterioration mechanisms such as obsolescence, ageing, wear and tear and
corrosion through design and operational data records, personnel
interviews, discussion and physical inspection where possible. The study
also considered the role of asset care in sustaining the asset life. This
includes predictive measures, preventive and improvement actions to
ensure the platform will remain sustainable in future.

Where the condition of the equipment is not clear, and in the absence of
inspection or other information, the likely condition was assessed based on
inspection reports, experience of similar facilities and the team’s
engineering judgement.

3.0 METHODOLOGY

3.1 Focused ALES Process Steps

ALES of the Static equipment in M1 Field was carried out in a series of steps
as outlined below:

1. Definition and agreement on work scope including preparation of


necessary materials. Identification of suitable qualified and experienced
SKG Team members to be part of the integrated ALES team.
2. Review of documentation relating to design parameters.
3. Definition and identification of safety and business critical equipment.
4. Safety and business critical equipment sampling jointly by the integrated
ALES team.
5. Review deterioration and other life-limiting mechanisms.
6. Review of historical inspection / maintenance / records and reports.
7. Discussions with SKG and M1 Field personnel:
• On the approach to the operation of the plant within design
parameters and potential for excursions (transients)
• Inspection, testing and maintenance system
• Information recording system for the equipment
• Detailed aspects of the equipment, deterioration mechanisms and
age-related issues.
8. Overview visual inspection and site verification where applicable
9. Preparation of recommendations for remedial or replacement measures
to improve the facilities’ potential to realise a further fifteen years future
operation.
10. Categorisation of the findings and recommendations as follows:

A Replacement needed in stated period (until year 2031).


B Major work required within the stated period
C Minor (but significant) work required within the stated period
D Routine maintenance only required within the stated period
E Extensive/specialist study required to ascertain status of item –
beyond the scope of the asset life study

11. Preparation of cost estimates and timing for remedial or replacement


works, taking into account achieved cost data from the plant and the
database from QUESTOR Cost Estimating Software. The cost for
Category D is not covered / produced in the study.
12. Reporting of results and conclusions including supporting materials.

4.0 DETERIORATION MECHANISMS REVIEW

4.1 Static Equipment


4.1.a. Galvanic Corrosion
Bolts and nuts on dissimilar flanges shows galvanic corrosion due to
absence of insulation kits. Insulation kits on fasteners for dissimilar
metal flanges to be installed where missing or damaged. Refer
Appendix-C for detailed work sheet.

4.1.b. External / Internal Corrosion/ CUI of Equipment


Scattered paint and severe corrosion noted on shell and head,
measured thickness on corroded area on shell was 4.1mm as against
5.8mm at adjacent area. Minimum thickness for the vessel at the
current design conditions is 5.8mm without corrosion allowance and
provided thickness was 6mm without corrosion allowance. Since the
remaining thickness 4.1mm after thinning is less than the required
minimum thickness of 5.8mm the vessel is recommended to be
replaced on priority.

There are some shell and tube heat exchangers constructed in carbon
steel materials, whose tubes were observed with severe thinning. For
example Lean Glycol Rich Glycol Exchanger tubes in A179 CS material
experienced wall loss of more than 50% for one tube 30 to 40% wall
loss for six tubes. Tubes which shows 40% wall loss either to be
plugged or changed in the next shutdown window.

4.2 Piping

4.2.a. Localized Corrosion


Localized corrosion with heavy scaling noted at 6 “O” clock position,
flanges, U bolts & nuts, supports in line to piston header P-9570A.
Corrosion size approx. 230mm x 100mm with metal loss between 2-
3mm on line 100-GL-9514-11440-PP.

4.2.b. Galvanic Corrosion


Piping in direct contact with supports without Teflon pads leading to
Galvanic Corrosion.

4.2.c. Atmospheric Corrosion


General rusting ASTM D610-01 4G, 10% with scale to light corrosion
found scattered along line pipes and elbows on line 25-NT-5912-
11440.

5.0 GENERAL OBSERVATIONS

5.1 Asset Care – Inspection and Maintenance

There are evidences of good inspection and maintenance practices. There


exists program to monitor external corrosion on equipment. Reports on
selected equipment, documented inspection record and Scheme of
Examination (SOE) for some equipment are also available.

Inspection Data Management System (IDAMS) is also being maintained to


provide extensive information pertaining to design, equipment construction,
inspection and maintenance data. Provision of inspection windows for
corrosion monitoring with probes and coupons is one other example of
good practices currently being implemented.

On the other hand, there are still some areas for improvement that require
action and consideration from the asset owner. These may include the
followings:

1) Inspection Reports and Records are not comprehensive such that


design information (i.e. design data & drawings) are not readily available
in the Inspection Reports and Records dossiers.
2) Some deterioration mechanisms are not sufficiently included in
inspection activities e.g. Corrosion Under Fireproofing (CUF) on support
skirts. This is to be included in the SOE.
3) Critical deterioration mechanisms identified in inspection records such
as erosion, corrosion and corrosion under insulation (CUI) are to be
verified and monitored.

6.0 FINDINGS, RECOMMENDATIONS AND COST ESTIMATION

6.1 Category A – Replacement needed in stated period (until year 2031)

6.1.1 Equipment:

i. VAT-2920 Air Volume tank:

Finding:
Scattered paint and severe corrosion noted on shell and head,
measured thickness on corroded area on shell was 4.1mm as
against 5.8mm at adjacent area. Minimum thickness for the
vessel at the current design conditions is 5.8mm without
corrosion allowance and provided thickness was 6mm
without corrosion allowance.

Recommendation:
Since the remaining thickness 4.1mm after thinning is less
than the required minimum thickness of 5.8mm the vessel is
recommended to be replaced on priority.

6.1.2 Piping:

i. Finding:
Localized corrosion with heavy scaling noted with heavy scaling
noted on 6 “O” clock position, flange joints, bolts & nuts, U-Clamps
and in line 100-GL-9514-11440 to piston header of P-6970B.
Corrosion size approx. 240mm x 60mm metal loss up to depth
4.5mm.

Recommendation:
Not fit for service. The remaining wall thickness is 1.5mm. Line to be
wrapped for temporary mitigation. To be replaced on priority.

ii Finding:
Localized corrosion with scale found at two (2) sections of line 80-
GL-9532-11440 pipe flanges, flange necks, flange connection bolting
and weld joint. Corrosion size approx. 280mm x 120mm with metal
loss 1-1.5mm. Spot UTWT 5.3-5.4mmm.

Recommendation:
Remaining life is three (3) years, Recommended for 1 year Preventive
maintenance with anti-corrosion paint. To be replaced within a year.

6.2 Category B - Major work required within the stated period

6.2.1 Equipment:

E-9660 :Lean Glycol –Rich Glycol Cooler

Finding:
Referring to inspection report OC-BS2B-M1-AAR-004-13, it was
noticed a total of 269 tubes in A179 material in the shell & tube heat
exchanger have been inspected by RFEC technique and the following
have been recorded. One (1) tube was detected with wall loss of more
than 50%. Six (6) tubes were detected with wall loss ranging from 30
to 40 %, remaining two hundred and sixty two tubes (262) were
detected with wall loss less than 20%.

Recommendation:
To either plug or replace tubes with 40% to 50% wall loss. To conduct
tube thickness measurement for the tubes on five yearly basis.

6.2.2 Piping:

Finding:
Found Line Pipe 80-GL-9625-11440-IH-30 T-Plate support with
support missing.

Recommendation:
To install missing T-support plate and Teflon pads.

6.3 Category C - Minor (but significant) work required within the stated
period

6.3.1 Equipment

None.

6.3.2 Piping:

Finding:
Localized corrosion with scale at three (3) sections of the line 25-NT-
5910-11440 at full weld circumference of the elbow and Tee joint,
corrosion size approx. 150mm x 60mm.

Recommendation:
Anti-corrosion paint to be applied on the affected areas and condition
shall be monitored on regular basis.

6.3.2.2

Finding:
Localized corrosion with scale found at one section of the flange,
flange neck, weld joints to light surface corrosion at the flange
connection bolting. Corrosion size approx.. 80mm x 30mm with
metal loss 0.5-1mm.

Recommendation:
Anti-corrosion paint to be applied on the affected areas and
condition shall be monitored on regular basis

6.4 Category D - Routine maintenance only required within the stated period

Condition of insulation and insulation jackets on Vessels and piping have to


check for integrity as part of regular inspection and maintenance activities,
This is critical for stainless steel vessels with insulation where Corrosion under
insulation (CUI) could become serious issue if left unnoticed.

Insulation kits integrity installed on dissimilar metal flanges to be checked and


shall be part of regular inspection and maintenance activities.

6.5 Category E - Extensive/specialist study required to ascertain status of item

In general, the categorization of the equipment is presented below. Where


there is a known mechanism that may result in the need for an expensive
refurbishment or replacement, we have identified the need for advance
budgeting. The time-scale is, of necessity, approximate and needs refinement
based on future inspection information. In most cases the spending is shown
to be phased over a number of years.

6.7 Cost Summary and Expenditure Profile

The total cost to sustain equipment over the period of study is estimated at
RM 6,150,000.00. The time-scale is approximate and needs refinement
based on future inspection information especially related to the storage tanks
planned shutdown schedule or plant turnaround. The costs for individual
items of equipment are given within the Item Report.

The cost profile for each phase (5 year interval) is shown in the graph below:

7.0 CONCLUSION

The Asset Life Extension Study reviewed all information made available, and
provided summaries where trends or conclusions could be drawn. However,
it did not aim to record all such data in detail or duplicate what is already
contained elsewhere. The equipment data included in this and the detail
reports have been included as guidance to the assessment of the item, and it
is not intended to provide validation of the accuracy of the information, or
statement of integrity of the item against the conditions noted.
Although design and construction data have been reviewed, the approach
has assumed that adequate quality controls on original design, construction
and subsequent modifications have been carried out.
Generally pressure vessels are expected to be fit for service for another 15
years with routine inspection and maintenance except for few insulated
vessels as highlighted in the report where UTWT measurement has not been
carried out in the past which should be carried out on every two years to
monitor the condition.
Top sides piping will be good for another 15 years with good fabric
maintenance routines, comprehensive inspection and require piping and
fittings replacement as highlighted in the report. Several piping system were
found to be experiencing severe metal loss due to internal and external
deterioration which needs immediate attention.
For Shell & tube heat exchangers and Air cooled heat exchangers it is
recommended to conduct visual boroscope inspection every 10 years to
monitor tube thickness and to ensure they are fit for service.
The carbon steel and stainless steel tanks are found to be in good condition
and fit for service for another 15 years with a routine inspection and
maintenance program in place. No severe corrosion or loss in wall thickness
noticed on these tanks. It is recommended UTWT on these tanks are
conducted every five years to monitor the condition.
Detailed inspection reports have not been made available for study but there
are routine inspection and maintenance records available based on which it
can be said that HVAC equipment are in good condition.

ALES SCOPE
1. The study current condition of equipment and piping at MLNG-2 facilities to assess any
potential deterioration mechanisms of equipment.

2. To assess the condition of MLNG2 fields and recommend actions to meet technical
standards in order to achieve safe and reliable operations during the PSC period of 15
years (until 2030) based on current operating conditions

3. To develop an optimum investment plan to keep the plant functioning efficiently and
economically for the next 15 years (Category A,B,C, D and E)

4. Site visits to Verify the findings / observations on sampling basis

5. Sample B11 complex (B11PA, B11DRA & B11KA)

1. Inspection reports for HVAC Equipment for B11, M1 & M3 are not available and hence
the condition of HVAC Equipment could not be assessed.

conducted on annual basis and records are maintained for verification

 Establish permanent Thickness Measurement Location (TML) for all
Equipment ( Pressure Vessels, Heat Exchangers and Storage Tanks) for
accurate re-inspection and analysis of wall thickness measurement and
trending
 Ensure installation of insulation kits on dissimilar metal flange bolted
connections to avoid galvanic corrosion.
 All progressive inspection and repair history including equipment
drawings shall be filed for future reference and trending per API 510.
 All PSV’s shall be subjected to removal, cleaning, overhaul and re-
calibration at a 3 years interval and tracked by inventory list. PSV’s that
popped at higher/lower pressure should be analyzed including review of
previous records to assess whether to reduce inspection interval or
replace spring / PSV. Records should be maintained for trending.
 Tag No’s, SWL, Last Inspection Date and Next inspection date to be
stenciled on all Lifting Equipment ( Pedestal Cranes, Monorail Beams etc)
