PART 2: EXECUTIVE SUMMARY


Arab Tank Terminals Limited (ATTL) provides bulk liquid storage and handling (loading/ discharging to and
from sea going vessels and through road tankers & pipelines) and is responsible for the protection of the
high valued products stored in terms of quality and containment.

Tanks are considered critical assets and to provide a view of the condition and anticipated service life of the
respective tanks, regular tank inspections need to be performed. This ensures business continuity whilst
maintaining a safe and reliable operation. It has been identified that Tank 107 required out-of-service
inspection as per API653 and TCR Arabia was engaged in March 2025 to conduct the inspection.

The inspection of tank 107 included visual inspection of the tank, tank appurtenances and tank foundation.
NDT data was gathered for the areas accessible and have been included in the report.

The outcome of the thickness measurement of the floor plates (outside the critical zone) indicated that
significant corrosion has prevailed, and a severe limited remaining life of 5.4 years was calculated.

Based on long term wall loss perceived for the bottom plates (outside of the critical zone) the next
inspection date was determined as March 2030 (an interval of 5 Years) provided the condition and wall loss
rate of the shell plates do not require inspection at an earlier date. The latter is believed to be highly unlikely
given the exceptionally low corrosion rate reported for the 2012 shell strakes and significant remaining life
calculated at that stage. Nevertheless, additional measurements for strake 5 and 6 and other vertical scan
positions are recommended to quantify the short-term corrosion rate and to ensure compliance with the
inspection requirements of API 653.

No excessive bottom plate wall loses were observed within the critical zone of the tank.

The suitability of service for the tank bottom is deemed acceptable. However, in order to prolong the service
life four patch plate repairs are recommended that will improve the tank service life (as well as inspection
interval). Furthermore, proper sealing of the bottom plate and foundation is highly recommended to mitigate
the corrosion degradation of the soil-side of the bottom plate of the tank. Recommendations for other
remedial actions steps to be taken on this tank has been provided in this report.

No settlement or plumbness measurement were undertaken during this assessment. it is recommended to include
such assessment during the next inspection of the tank.

The tank has an internal vacuum breaker and two external vacuum breakers.

Part 4: ENGINEERING HISTORY

4.1 Date and Scope of Previous Inspections

Previous inspection was reportedly carried out on 15 April 2020 with comprehensive scope as defined in
API 653.
During May 2020, out of service inspection comprising of internal and external visual inspection as well as
non-destructive assessment of the tank in accordance with API 653 was undertaken. The inspection
included Magnetic Flux Leakage (MFL), and Ultrasonic Testing (UT) of the bottom plates and sump.
Thickness assessments were also performed for the nozzles. Furthermore, shell thickness measurements
and roof assessments were performed via UT and found satisfactory.

4.2 Previous Defects

A maximum of 4.66% wall loss was observed for courses 1 and 5. No significant wall loss was observed for
the remainder courses. The UT thickness results for the 24”, 12”, 16”, 4”, 1” and 1,5” nozzles indicated no
wall loss. Only the outlet nozzle measuring 4” and at a single quadrant experienced 12.6% wall loss. The
floor plates were characterized with varying degree of wall loss. The highest single spot recorded having
72% wall loss and multiple locations ranging from 39% to 51% of wall loss were recorded. All roof plates
were found to be intact. Reportedly the bottom plate life span was calculated as 9 years and inspection
interval was reduced to 5 years given that a minimum thickness of 4.88 mm was anticipated following the
patch repair work.

4.3 Previous Major Repairs and Modifications

Details of any repair procedures or undertakings were not disclosed to the inspector. Recommendations
were made following the 2012 inspection for the installation of repair patch plates for the bottom plate
regions with excessive wall loss and through thickness holes. A total of 4 repair recommendations were
made.

7.2 Tank Shell Nozzles

The nozzles attached to the shell plates have been visually inspected from

7.4 Tank Foundation

No sign of bottom leaks was observed from the foundation.
Outcome Minor cracks were observed, traveling from the top to the bottom around the
tank foundation. Small gap between the concrete foundation and
surrounding ground surface was present at few locations. Foundation ladder
and foundation damaged at some locations.
Seal the gap between the foundation and the surrounding ground surface.
Kindly monitor corrosion of projection plate.
Recommendations Closely monitor foundation cracks during routine inspections. In case these
cracks widen, it is advised to refill the affected areas by applying

inspection. The support bracket of a pipe was attached to the roof plate showed
evidence of corrosion damage (See figure 7.1). The roof handrail supports to

The tank bottom has been scanned by a floor scanner using MFL. As per
the MFL report the thickness was found to be low and the corrosion
degradation was predominately attributed to soil side corrosion of the

For Four plates the thickness loss was determined to be 54 and 45%
respectively. That is the available thickness was 4.35 mm to 4.73mm
when compared to the nominal original thickness of 8mm.
Remaining calculations (see part 8) show that the tank in its current state will
have a remaining floor plate life of less than 5 years.
For thickness loss location repair of welded patch plate of size (300mm*300mm)
Recommendations as per the specification.

8.1 Minimum Thickness Calculation for Welded Tank Shell
The minimum acceptable shell plate thickness for continued service will be determined by the 1-foot method
as per API 653 Section 4.3.3, which is applicable for tanks with diameters equal to 200 ft or less.
When determining the minimum acceptable thickness for an entire shell course, tmin is calculated as

Shell thickness calculation indicates that the tank can be used for continued operation. The maximum liquid
level (62. ft) can be utilized with product specific gravities up to 1.0.

8.2 Tank Shell Corrosion Rate and Remaining Life

In order to calculate corrosion rates, since no previous inspection and UTG survey was carried out on Tank-
200 and no previous thickness is available hence corrosion rate is calculated by considering design
thickness and actual thickness.

All corrosion rates shall be calculated based on the design thickness and current minimum thickness
readings. Following equations shall be used to calculate the corrosion rate and remaining life.

The readings taken of the shell courses are not considered conclusive to determine the significance of
degradation, wall loss or remaining life of the shell. The preliminary long term corrosion rate based on the
limited information and measurement constraints was determined to be less than 0.005 mm per annum and
considered benign. The low corrosion rate and significant remaining life calculated in the 2012 assessment
(more than 111 years) provides confidence that the suitability of the tank in terms of the shell integrity is not
of concern. It is however recommended that additional thickness measurements be obtained for

PART 9 RECOMMENDATION
Seal the gap between the foundation and the surrounding ground surface to prevent the ingress of water
underneath. Closely monitor foundation cracks during routine inspections. In case these cracks widen, it is
advised to refill the affected areas by applying concrete material or a cement layer

9.1 API out of Service Inspection

As per API 653 guidelines, an internal inspection is mandated for storage tanks that have been in service
for over 10 years. The initial detailed internal inspection required within the first 10 years of service was due
by 2020. The current inspection encompasses an assessment of the overall external condition of the shell,
roof, nozzles and foundations etc. To reveal satisfactory findings. Based on the inspection and test
conducted, it is noted that the tank is in good condition however few corrosion defects has been identified in
tank. As no historical data of repair was available prior to this external/internal inspection.

Based on the inspection and test conducted, it is noted that the tank is in good condition, suggested to
follow repairs to extend the tank life span. As no historical data of repair was available prior to this external
inspection. We recommend the wall thickness recorded for Bottom plate during MFL Scanning to be
considered for repair with patch plate of 300 x 300 mm.

9.2 API External Inspection

Inspections must align with API 653 requirements, with a Visual Inspection scheduled no later than March
2030 and a UT Inspection of the shell no later than February 2032. The intervals may be advanced if there
is a change in the tank's condition.
