“A RESOLUTION CREATING THE BARANGAY TASK FORCE TO END LOCAL COMMUNIST ARMED
CONFLICT (BTF-ELCAC) IN BARANGAY BALOGO, PASACAO, CAMARINES SUR AND DEFINING ITS
COMPOSITION AND FUNCTIONS”

WHEREAS, Executive Order No. 70, series of 2018, issued by President Rodrigo Roa Duterte,
institutionalized the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC) and
created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC);

WHEREAS, the Barangay, as the basic political unit, plays a vital role in ensuring peace, security, and
development by preventing the influence and activities of Communists Terrorists Groups (CTGs) within
its jurisdiction;

WHEREAS, there is a need to establish a Barangay Task Force to End Local Communists Armed Conflict
(BTF-ELCAC) in Barangay Balogo to align with the national and local efforts in addressing insurgency and
promoting inclusive development;

NOW THEREFORE, with the motion of Barangay Kagawad JUNAR E. REMO, Committee on Peace and
Order, duly seconded and concurred in by all members of the Sangguniang Barangay, hereby resolves
to;

1. Create the Barangay Task Force to End Local Communist Armed Conflict (BTF-ELCAC) in
Barangay Balogo which shall be composed of the following:

Chairperson: Hon. Rodel O. Delos Santos, Punong Barangay

Vice Chairperson: Hon. Junar E. Remo, Barangay Kagawad


(Committee on Peace and Order)

Members: Hon. Arnel F. Ama, Barangay Council Member

Mr. Jone Renzo C. Callada, Barangay Secretary


Mrs. Honey Grace M. Salvatierra, Barangay Treasurer
Hon. Ralph Lauren B. Olitoquit, SK Chairperson

Mr. Arturo Alcibor, Chief Tanod

2. Mandate the BTF-ELCAC to perform the following functions:


a. Support and implement programs and initiatives aligned with the objectives of E.O. No.
70 Series of 2018, to end local communist armed conflict.

b. Coordinate with government agencies, law enforcement, and other stakeholders in


peace and development efforts.

c. Conduct information drives and awareness campaigns to educate residents about the
threats posed by communist terrorist groups.

d. Encurage community participation in peacebuilding and livelihood programs.

e. Report and monitor insurgency-related threats and incidents within the barangay.

f. Recommend policies and initiatives that will help sustain peace, security, and
development.

3. Enjoin active participation of all barangay residents in the initiatives of the BTF-ELCAC to ensure
a peaceful and progressive community.

RESOLVED, AS IT IS HEREBY RESOLVED the creation of the barangay task force to end local communist
armed conflict (BTF-ELCAC) in Barangay Balogo, Pasacao, Camarines Sur and defining its composition
and functions.

RESOLVED FURTHER, that the copies of this resolution be furnished to the Municipal Government of
Pasacao, the Department of Interior and Local Government (DILG), the Philippine National Police (PNP),
the Armed Forces of the Philippines (AFP), the office of the Punong Barangay, its members, other
concerned agencies for their information and appropriate action and concerned citizens of this
barangay.

UNANIMOUSLY APPROVED: this 11th day of April 2025, at the Barangay Hall of Barangay Balogo and that
remain effective and subsisting unless amended, revoked or suspended
