1 INTRODUCTION
Chilime Engineering and Services Company Limited (ChesCo) submits this Field visit Report
based on the field visit conducted by representatives from both the client and the consultant for
the Detailed Study Works of the Gandak - Nepalgunj Transmission Line Project. This Report
summarizes the output of the field visit and selection of the transmission line route and
Substation for Package A.
2 BACKGROUND
As part of the Detailed Engineering Study of the Gandak-Nepalgunj Transmission Line Project,
a comprehensive field visit was conducted by representatives from both the client and the
consultant. The visit, focusing on Package A, included an assessment of the following
Substations: Gandak, Parasi, New Butwal, Hakui, Shivapur, Kapilvastu, Lumbini, and
Kalakate, as well as the critical transmission line sections connecting these substations except
for Kalakate-Shivapur Section which is included in package B. The objective of the visit was
to evaluate existing site conditions, identify potential challenges, and finalize decisions
regarding new Substation locations, bay extensions, and route alignments. The team was led
by Director of High Voltage Grid Development Department Mr. Thark Bahadur Thapa, who
provided essential recommendations on the Substation site plans and discussed the critical
sections of the transmission line. This collaborative effort was instrumental in aligning project
goals for successful implementation of the project.
3 PROJECT INFORMATION
The proposed 220 kV Transmission Line Project is located at Nawalparasi West, Rupandehi,
Kapilvastu, Dang, and Banke districts of Lumbini province of Nepal. The transmission line
project starts from the existing Gandak S/S, Nawalparasi West to Bhawaniyapur(Nepalgunj)
S/S, Banke, which will improve the quality and reliability of electricity in Nawalparasi West,
Rupandehi, Kapilvastu, Dang and Banke districts of Lumbini province. The total length of the
transmission line is approx. 296 km and passes through Municipalities as detailed in Error! R

The Gandak-Nepalgunj project is divided in four packages and includes the following
Substation as shown in Table 3-1 List of Substations for Gandak-Nepalgunj 220kV

Package-A
Supply and installation of (Gandak-Parasi) 220 kV Transmission Line on double circuit towers.
Supply and installation of 220kV Multi-Circuit Transmission Line (New Butwal-Parasi-Hakui-
Lumbini-Kapilvastu-Shivapur LILO-Shivapur).
Package-B
Supply and installation of (Shivapur LILO-Kalakate-New Lamahi) 220 kV Transmission Line
on multi-circuit Towers.
Package-C
Supply and installation of (New Lamahi-New Nepalgunj) 220 kV Transmission Line on double
circuit towers.

The field visit was conducted on the 21st and 22nd of January 2025. This visit aims to finalize
the selected route alignment and substation presented on the Desk study report. The Selected
route alignment was jointly verified by both parties during the field visit.
Substation layout and route alignment have been adjusted accordingly to the new proposed
location.
The Substation boundary is adjusted to avoid interference with the existing irrigation canal,
ensuring that agricultural irrigation systems remain unaffected and operations continue
without disruption.
In the previously proposed bay extension area, during the field visit it was found that one line
bay has been acquired by MCA to construct a new 400/220kV Transformer Bay. The area for
bay extension with four-line bay was insufficient and to accommodate this adjustment it was
required to expand the Substation boundary by another 6m.
During the field visit, it was found that that previous location of four-line bay had insufficient
space. The bay extension will be relocated from the east side to the west side of the existing
Substation which will simplify the 132kV line-in arrangement with the current Substation
layout. As part of this adjustment, the Substation layout and transmission route alignment has
been updated.
During the field visit, it was found that that previous location of two-line Bay had insufficient
space due to the presence of existing capacitors banks. The capacitor bank will be relocated
to make room for two 132kV line bay extensions. Also, Additional space will be reserved for
future 132kV line bay extensions. The new location for capacitors bank is also available in
the Substation and is shown in the figure below.
The route alignment selected in the desk study has been finalized. However, the Parasi
Substation has been relocated and the alignment of the route will be updated based on the
revised location of the Parasi Substation. A new survey and route optimization study will be
conducted to ensure the most effective and efficient path.

tower's height at the crossing of Siddhartha Highway, it was decided to use special monopole
towers with two phases on a single cross arm to meet airport clearance requirements.

7 CONCLUSION
During this joint visit by both parties, routes alignment and Substation included in Package-A
which consists of New Butwal, Parasi, Gandak, Lumbini, Kapilvastu, Shivapur Substation, and
transmission line between these sections has been finalized. Following the joint field visit the
conclusions are as mentioned below:
• Gandak Substation shall include space for 220kV GIS and 132kV AIS system for bay
extension.
• New Butwal Substation requires expansion of the boundary wall by another 6m.
• Hakui Substation Bay extension will be relocated from the east side to the west side of
the existing substation.
• Shivapur Substation requires the relocation of the capacitor bank to make space for two
132kV line bay extensions.
• To maintain the airport clearance along with the tower's height at the crossing of
Siddhartha Highway, it was decided to use special monopole towers with two phases
on a single cross arm to meet airport clearance requirements.
Based on the above conclusion between both parties, the Consultant will conduct a detailed
study of the project and expedite further work.
