II. Rationale:
A. Introduction

When COVID-19 lockdowns were imposed in March across the country,


classes in most schools were already ending. Thus, the disruption caused
by pandemic to the learning of most students was minimal.

It’s no secret that remote learning poses a lot of challenges for many
Filipino Learners. Buying a laptop, computer, or even a tablet or mobile
phone plus securing an internet connection are not something that all
Filipino parents can easily do for their children no matter how much they
would like to. Many lost their livelihoods due to pandemic.

The education sector understands that. So, they are taking this
opportunity to reshape the way we teach our children. The pandemic is far
from over and who knows what other crises we might still be facing so
though it is a laborious task, this is a way for the Philippines to build the
schools of the future.

One of the most important ways they are doing that is by promoting
flexible learning. This means that there are learning programs created
based on the capacity of the students, schools, or the community.

Hence, face-to-face is prohibited in this new normal. Teachers shift the


way they deliver education to remote learning. There are many
adjustments to make just not to compromise the pedagogies in the LDM
their schools have adapted.

It is through the above premise that Cabaluay Vida Vista Elementary


School is proposing 12 days of School-Based Learning Action Cell (SLAC)
which will be held from September 9 to December 16, 2022. The topics
included in the training were based on the teachers’ needs.

B. Objectives
This SLAC sessions aims to:
1. initiate ways of improvement in School and its staff especially in
adapting the learning modality.

2. improve the teaching delivery instruction in the new normal that will
lead to improve learning among learners.

Development

A. Course/Program Title:

14-Day School-Based Learning Action Cell (SLAC)

B. Course/Program Brief Description:

School -Based Learning Action Cell (SLAC) has been the driving
force behind much changes that have occured in the area of teaching and
learning. Thus, it is vital that teachers must equip themselves with the
most current concepts, knowledge and skills. This, in turn supports in their
“lifelong learning” as educators, as professionals, and as individuals who
are responsible for the education of the next generation.

Further, the Department of Education (DepEd) designed the Basic


Education Learning Continuity Plan (LCP) to ensure that learning
continues while guaranteeing the health, safety, and well-being of all
learners, teachers, and other DepEd employees.

Furthermore, the LCP recognizes that DepEd must adopt alternative


modes of delivering learning if it is to reach all learners regardless of who
and where they are. Where school-based, Face-to-Face Learning is not
possible, the LCP identifies three learning delivery modalities (LDMs) that
schools may implement: Distance Learning, Blended Learning, and
Homeschooling.

Thus, this course is designed for teachers and its goal is to improve
teachers profesional growth when it comes to teaching delivery
instruction.

C. Personal Growth and Professional Development

Learning is a continuous process. There are still a lot of things that


teachers can improve on in their jobs, even as they go through this
present situation. In this course, they will advance their professional
development (PD) based on the Philippine Professional Standards for
Teachers (PPST).

In education, professional development may be used in reference to


a wide variety of specialized trainings, formal education, or advanced
professional learning intended to help administrators, teachers, and other
educators improve their professional knowledge, competence, skills, and
effectiveness.

As stated in the Philippine Constitution specifically Article XIV,


Section 5.4, the state shall enhance the right of teacher to professional
advancement. Non-teaching academic and non-academic personnel shall
enjoy the protection of the state.

While Article IV Section 3 of the Code of Ethics for teachers states


that “Every teacher shall participate in the Continuing Professional
Education (CPE) Program of the PRC, and shall pursue such other studies
as well as improve his efficiency, enhance the prestige of the profession
and strengthen his competence, virtues, productivity in order to be
national and international competitive.

In addition, Republic Act No. 10912 otherwise known as Continuing


Professional Development Act of 2016 mandates and strengthens the
continuing professional development program for all regulated
professions, creating the continuing professional development council and
appropriate funds, therefor, and for other related purposes.

Continuing Professional Development is an integral part of teacher


education because only a continuing learning and training assures a high
level of expertise and enables the teachers to keep their professional
skills and knowledge up-to-date.
