1 Target Audience
This is the first version of the User Manual / SoP for National PAI 2.0 Portal being developed by NIC. The target
audience is as under:
1. State PAI Nodal Officer.
2. Development Block PAI Nodal Officer.
3. Secretary, Gram Panchayat.

2.1 Localized Sustainable Development Goals (LSDG)
LSDG refers to the process of aligning and implementing the United Nations Sustainable Development Goals
(SDGs) at the Gram Panchayat level. This initiative is part of the Government of India’s effort to make
Panchayati Raj Institutions (PRIs) vibrant centers of local self-governance and economic growth.
The Ministry of Panchayati Raj has adopted a 9-theme approach to localize SDGs, making them more
relatable and actionable for Panchayats and rural communities. Preparation of Gram Panchayat
Development Plan (GPDP) that includes planning for development works and activities to be carried out in
Gram Panchayats must be aligned with the following 9 LSDG Themes:
1. Poverty-free and enhanced livelihood Panchayat.
2. Healthy Panchayat.
3. Child-friendly Panchayat.
4. Water-sufficient Panchayat.
5. Clean and green Panchayat.
6. Self-sufficient infrastructure Panchayat.
7. Socially secured Panchayats.
8. Panchayats with good governance
9. Women-friendly Panchayat.
This thematic framework helps Panchayats plan and implement development initiatives that are aligned with
the global SDG agenda but tailored to local needs.
The Panchayat Advancement Index takes into account various socio-economic indicators and parameters to
gauge the well-being and development status of the local communities within the jurisdiction of a panchayat.
The index typically considers factors such as:
• Infrastructure: Availability of basic amenities like roads, electricity, water supply, sanitation facilities,
etc.
• Health and Education: Access to healthcare services, educational institutions, literacy rates, and
enrollment in schools.
• Economic Indicators: Income levels, employment opportunities, agricultural productivity, and
economic activities.
• Social Indicators: Poverty rates, gender equality, social inclusion, and overall quality of life.
• Governance and Administration: Efficiency and transparency of local governance, delivery of public
services, and citizen participation.
• Environmental Sustainability: Measures related to ecological balance, conservation, and sustainable
practices.

The Panchayat Advancement Index shall provide public representatives, policy makers,
government agencies, and local authorities with valuable insights into the areas that require
attention for improvement within the rural areas under the jurisdiction of the panchayats. It
helps in identifying disparities, achievement of development goals, and formulating targeted
policies and interventions to enhance the overall well-being and quality of life of rural
communities. The specific indicators and weights used in calculating the Panchayat
Advancement Index can vary based on the goals and priorities of the governing body or
organization that develops and utilizes the index.

5 How to log in: User Authentication System
i. State PAI Nodal officer shall use the in eGramSwaraj portal username and password for
logging in. (PR-xxxx-ADM) where xxxx is State Name
ii. District Admin Credentials are same as in eGramSwaraj portal (PR-xxxx-Dadmin) where
xxxx is District Name
iii. Block Admin Credentials are same as in eGramSwaraj portal (PR-xxxx-Badmin) where
xxxx is BLock Name
iv. Gram Panchayat Credentials are same as in eGramSwaraj portal (PR-xxxx-V-ADM)
where xxxx is Gram Panchayat Name
v. Block level line department Nodal Officer: Block PAI Nodal Officer shall register Nodal
Officer of Block level line departments of his/her block and generate their username
and passwords to enable them log on to PAI portal.

7 State PAI Nodal Officer- Configuration & State-specific
localization of PAI 2.0 Portal
The system allows the State PAI Nodal Officers to configure and localize the National PAI Portal
as per their State-specific requirements. The State officer has to follow the following steps for
configuring the National PAI Portal as per their State-specific requirements.
7.1 Preparatory Work required for configuration
1. Download the Theme, Indicator & Data Points Configuration sheet containing the
theme-wise list of Indicator & Data Points being used for PAI 2.0 and blank spaces
required for filling in the details and other information required for configuring and
localizing the PAI Portal for the State.
2. Study the Theme, Indicator & Data Points and information required for Configuration
as mentioned in the sheet.
3. Organize Formal Consultation workshop with State and field level officials of partner
line departments and State NIC officials. They shall discuss the data points, their source
and draft instructions for collecting the data points. These instructions shall be followed
by all gram panchayats across the State and shall result in high-quality and reliable data.
a) Examine Indicators (All Mandatory).
b) Identity Block-level offices of partner line departments that shall verify and approve
the data of their sector/domain as submitted by Panchayats and
c) Identify the owner and source of each data point i.e., Field Office, Source Registers
that maintain the data. This source shall be used for collecting and verifying the
data.
4. Update the configuration sheet by filling in all required information. This sheet shall be
referred to and used for updating configuration-related information on portal.
7.2 Configuration of Block-level offices of line departments
1. Register Block-level offices of the line departments, who shall verify and validate the
data that is submitted by Gram Panchayats.
7.3 Configuration of GP-level Field offices of line departments.
1. Register the GP level/field offices of line departments under each block level office that own and
maintains the data in their records/ registers and shall provide the data to the gram panchayats.

7.4 Configuration of Data Source Registers being maintained by GP level Field
offices.
1. Register the list of records/ registers maintained by GP-level offices of line departments. These
registers shall be used as a source for obtaining data required for PAI. Field offices shall refer to this
register and shall provide the data to the gram panchayats.
7.9 Caution
7. Caution: Blocks shall be able to use PAI Portal only after the State has configured it.

10 BDO / Block PAI Nodal officer - Functions and SoP
Block Panchayat Nodal Officer shall be able to start the work on the PAI portal only when
the State PAI nodal officer has completed the following tasks on PAI portal
1) Configure Data points and other State-specific configuration and localization.
2) Completed the orientation program of master trainers.
3) Localized/configured all block offices, field offices and Data Points as per State-specific
government machinery hierarchy and practices.
Block Panchayat Nodal Officer shall be able to perform the following functions:
a) Registration and Management of block-level nodal officers of Line departments who
shall be responsible for verifying the data submitted by the gram panchayats.
d) Progress Review and Monitoring.
e) Register details of training programs, meetings and other important activities/ events
related to PAI.
f) Register other instructions issued for the effective implementation of PAI.

Use this option to print all DCF of Gram Panchayat; Distribute to Field Officers of GP; Collect duly filled and signed
DCF from Field Office; Use this DCF to enter data on PAI Portal.

11.4.1 Validate before submission by GP
Any data updates done by GP need to be validated before submission; validation rules have been applied
for Zero Value Check, Cross checking of data point values etc.
If GP Data does not pass Validation Check a Summary of Validation Check violations is displayed which
needs to be corrected; For Eg. Screenshot as shown below shows Total Population as 1500, Male Population
as 1100, Female Population as 100 so 1500 <> 1100+100 hence not validated and needs to be corrected.
Typing 1118 in search window will take user to respective Data Point for correction.
