C1. International Harmonization (1/2)


US initiative at APEC: Establishing a new harmonization forum. Waiting for more details Revision of the 1958 Agreement: Good progress at IWVTA. EU announced they are open to review voting system

India: amending regulation on component type-approval (AIS-037)- Recognition of tests and audits made for UNECE approvals and markings. More standards in line with UNECE
Brazil: new regulation on aftermarket parts ignoring UNECE. CLEPA asked acceptance of tests, audits and marks for parts covered by UNECE approvals.

C3. EC General Safety Regulation


Decision mandating 61 UNECE Regulations adopted at TCMV of 13th December 2010. Technical specifications for new safety systems (TPMS, AEBS, LDWS) to be established at UNECE Implementing measures adopted at TCMV: Towing devices, wheel guards, rear car registration plate, spray suppression systems, manufacturers statutory plate, defrost/demist.

EU Commission preparing Communication to Council and EP. Then to draft action plan

Recycling - Some industry sectors lobbying for improving recycling by fixing targets, by mandating dismantling etc. - ACEA against: *already regulated with efficient recycling chain
*Substitution (e.g. for rare earths) can be an alternative.

CLEPA supports ACEA. Meeting with DG ENVI- 15 December 2010. EU scope setting paper expected March 2011
