Time line for Key Events

May ,2004
October,2004
July,2005

Mr Lalu Yadav becomes the railway minister , RB suggest increase in carrying capacity
from CC to CC+2

GM Zonal railway sends proposal seeking permission to pilot run 22.9 tons/axle load in
BOXN
Removal of winter restriction on BOXN wagons to carry CC+4+2

August,2005

Workshop held in order to assess and understand the feasibility for CC+8(22.9 ton) Axle
load

October,2005

Provisional Certificate issued for CC+8+2 loading in BOXN wagons, RB and CCRS raises
concerns

Nov,2005

New MM joins, CC+6 loading approved for coal on selected routes, CC+8 approval for iron
ore , dolomite and other lower density material

Dec,2005

Penalty charges are dropped for overloading, ZRs fails to obtain the permission as per
sanction

May,2006

Extension of provisional circular from May 15,06 to June 30, 07

Additional Requirements for Increased Loading Capacity:

Technical
Enhancements

Mechanical and Civil Department

Identify following defects in rail

head
Gauge face corner defect, Rail
weld
defect
Bolt hole defect, Piping defect
Identify the structural potential
for the bridges as well as the load
beds

Systematic
Enhancement

CCRS(Railway Safety)

Make sure the changes comply

under safe operational limits
Validate the safety limits and do
respective changes in the policy as
well as the define the new standard
operating procedure accordingly

RDSO(research design and standard

organization)

Undertake the design changes

that shall be done in order to
increase the axle load
Identify the procedures to
measure the various technical
variation in order to understand
the safety limit for operation

Directorate of Traffic
New policies avoiding stalling of
freight trains
Updating the existing safety
policies based on new findings
done by RDSO
Defining impacts of running
coupled locomotives and other
problems of running heavier
freight trains

Pros and Cons of Load measurement

If measured in CC
Pros

Cons

Adequate estimation of tare weight

Varying actual weight of material

across the wagons

Standardized gross loading across

wagons

Lower customer value

proposition

Allows tolerance for material specific

loading

Possibility of asymmetric
information while loading
different goods

If measured in tons
Pros

Cons

Ease of loading across wagons

Unstandardized loading across

wagons

Less chances of asymmetric

information while loading

Unequal impact load on the

tracks

Necessary Organizational Enhancement

Need to be changed

Need to be Strengthened

Necessity of Zonal Railways to take

permission for execution once the
decision is passed from Railway Board

Increase in autonomy of Zonal Railways

in order to make changes suitable to
their operating condition

Existing policies in order to allow more

flexibility on behalf of decision maker to
either outsource or do in house
development in the technology required
for smooth execution

Technological infrastructure must be

strengthened in order to improve the
accuracy

(In years 2003,2004 and 2005 , 36 , 56 ,

79 circulars were issued respectively)
Reducing frequent revision in freight
tariff .

New project planning must consider the

expected future changes and shall
comply by the future technical
requirements

Changes that improves inter-functional

coordination in differernt departments in
order to realize synergies across them

Utilizing the eminent educational

institutes competency in order to analyse
the present infrastructural condition and
their suitability

Conclusion
Turnaround
Total revenue increased by a significant percentage in last four years
Net revenue continued robust upward trend
Initiating the change
Require considerable technical reforms in area of instrumentation and
infrastructure
Higher investment required in terms of capital investment as well
developing in house competency
Outsourcing could be seen as a cost effective way to execute the
required changes and models such as build operate and transfer can be
deployed
Axle loading should be allowed along with policy reforms that support
its smooth execution and allows to realize the benefit to the maximum
extent
