INTRODUCTION
Bharat Sanchar Nigam Ltd formed in October, 2000, is World's 4th largest
Telecommunications Company providing comprehensive range of telecom
services in India.

Today, it has about 46 million line basic telephone capacity, 8 million WLL
capacity, 52 Million GSM Capacity, more than 38302 fixed exchanges, 287
Satellite Stations, 614755 km of OFC Cable, 50430 km of Microwave Network
connecting 602 Districts, 7330 cities/towns and 5.6 Lakhs villages.

BSNL has more than 2.5 million WLL subscribers and 2.5 million Internet
Customers who access Internet through various modes viz. Dial-up, Leased
Line, DIAS, Account Less Internet. BSNL has been adjudged as the number
one ISP in the country.

The turnover, nationwide coverage, reach, comprehensive range of telecom


services and the desire to excel has made BSNL the No. 1 Telecom Company of
India.

Presently it is one of the largest & leading public service sector unit in India.
BSNL is the only service provider, making focused efforts and planned initiatives
to bridge the Rural-Urban Digital Divide ICT sector. In fact there is no telecom
operator in the country to beat its reach with its wide network giving services in
every nook & corner of country and operates across India except Delhi &
Mumbai. Whether it is inaccessible areas of Siachen glacier and North-eastern
region of the country. BSNL serves its customers with its wide bouquet of
telecom services.

BSNL is numero uno operator of India in all services in its license area. The
company offers wide ranging & most transparent tariff schemes designed
to suite every customer.

BSNL cellular service, CellOne, has 55,140,282 2G cellular customers and


88,493 3G customers as on 30.11.2009. In basic services, BSNL is miles
ahead of its rivals, with 35.1 million Basic Phone subscribers i.e. 85 per
cent share of the subscriber base and 92 percent share in revenue terms.
Corporate structure of BSNL Board consists of CMD & Five full time Directors,
Human Resource (HR), Consumer Mobility, Consumer Fixed Access, Finance,
Enterprise, who manage the entire gamut of BSNL operations. There are five
other Directors in the full Board of BSNL.

HR Practices/Initiatives

After corporatisation, fresh recruitments from the Indian Telecom Service UPSC, have
stopped.
• Proposal for a new recruitment policy.
• Surely strengthen the recruitment policy at the entry level within the organisation.

 Policy with an intensive professional touch


Set up a recruitment cell to identify suitable candidates, either MBAs or chartered
accountants (CAs) or engineers at the entry level.

Another proposal to provide uniforms to all its 50,000 linesmen across the
country

Starting recognition awards for its sales and marketing staff.

 BSNL coming up with a slew of recognition awards


for customer acquisitions.
HR Philosophy of BSNL
With a corporate philosophy that considers Human Resource as the most prized assets
of  the  organization, it's natural for BSNL to continually update employee skills, enhance
their knowledge and their expertise.

Bharat Sanchar Nigam Limited has a vast reservoir of highly skilled and experienced work
force of about 3,57,000 personnel.

 “Our staff, which is one of the best trained manpower in the telecom sector, is our
biggest asset”
To meet the technological challenges, employees are trained for technology up-
gradation, modernization, computerization etc in BSNL's training Centers spread across
Country. These centers are properly equipped with the requisite infrastructure facilities
such as Lecture rooms, modern audio-visual aids, libraries, hostels etc.
Training and Development
Two apex training centers of BSNL i.e. Advance level Telecom Training Center
(ALTTC) at Ghaziabad and Bharat Ratna Bhimrao Telecom Training Center at
Jabalpur are comparable to any world class Telecom Training Center. Moreover,
43 zonal training centers and a National Academy of Telecom Finance and
Management have been running for several years now. 

Different curriculum run in these centers to impart technology based training,


training for Attitudinal change, basic educational and skill development
program etc.

In Jammu BSNL has one Training Center which is at Ban-Talab.


Inside Story
BSNL's HR policies are below the average HR policies. Its dominated Management is
playing game with old aged matriculates and simple graduates and undermining its
strength i.e. Engineers and MBAs qualified executives. I am post graduate in
Engineering and about to completing my MBA and it is very much depressing that i
have to report to a matriculate boss and my boss report to Simple graduate Manager .
Once my boss had worked under me i.e. under my cadre and now he is my boss. In
spite having great qualifications and performance i never get any promotion in my 7
years service. Who says BSNL is following good HR practices is WRONG.I have wasted
my golden seven years in BSNL.

For engineering graduates like me and many like me, BSNL provides less scope
for career growth. young engineers are not given any opportunity and their full
potential is not utilized.

Nowhere in the world can you find an organization asking an


engineer to report to matriculate if it happens it is only BSNL.

Look At This
BSNL is having 60% of its work force as matriculates, out of 54000 executives in BSNL.

Only 12000+ academically qualified executives as engineers and accounts officers.


Remaining is having education qualification ranging from 10th standard to BA literature,
B.Com etc.

The recently formulated Management recruitment rule does not emphasis any
educational qualification requirement for the management posts.

Even a Matriculate can become an AGM, DGM and GM level officer against the DoPT
guidelines and rules.

As a matter of fact Reliance Info Comm one of leading telecom service provider laid
down a policy that one has to be an engineer or MBA to become a regular employee in
R Com.
