Typhoon Yolanda (Haiyan)

• Landfall: November 8, 2013 (Western Visayas Region)


• Category 5 Storm (315kph)
• Aftermath: 6,190 dead, 1,785 missing, 28,626 injured
• Total Cost of Damage: Php 95.48 billion
• Total number of damaged houses: 1,140,332
• Housing units targeted for construction by NHA: 205,128

Substandard houses
OBJECTIVES:

• To determine the reasons behind substandard houses

• To determine the cause of delay of housing projects

• To determine where the missing funds go


Bunk houses
Yolanda Housing Project Fund
• Originally Php 75.67 billion allocated for resettlement
• As of late 2018, less than 50% only of total number of units are completed
• 8mm diameter of steel bars is used instead of 10mm that a contractor had
declared in their costing
• Concrete mixture found in the housing units did not passed the standards
• COA found irregularities in 18 housing projects worth some Php 1.508billion
• NHA violated procurement law: Splitting the contract
• Unnamed contractors was supposed to take projects worth Php 100million or
lower but was awarded a total of Php 654.594million instead
• Causes of delay in project:
1. Inadequate supplies
2. Manpower
3. Issuance of permits, licenses, clearances and other documentary
requirements
4. Limited Lands

Transparency of Budget records, transaction
Reasons:
 To act in any manner or engage in any practice which
will tend to bring discredit on the honor or dignity of
engineering profession
 Being honest and impartial and serving with fidelity the
public, their employers/employees, and clients
 Civil engineers shall act in such a manner as to uphold
and enhance the honor, integrity,and dignity of the
civil engineering profession

PROPOSED SOLUTIONS
Proper implementation of proposed projects
Reasons:
 To act in any manner or engage in any practice
which will tend to bring discredit on the honor or
dignity of engineering profession
 Being honest and impartial and serving with
fidelity the public, their employers/employees, and
clients
 Civil engineers shall act in such a manner as to
uphold and enhance the honor, integrity,and
dignity of the civil engineering profession

doing the right things"
