 What is LCPC?
 Basically, it is an institutional mechanism in the LGU
that facilitates and implements children’s programs.
 It is a council organized in all levels (Province, City,
Municipality and Barangay) that serves as the umbrella
organization for children’s concerns.
 It is a council fully harnessed to be an efficient and
effective advocate of child rights, and implementer of
all children’s programs in the LGU
All levels of local government shall have Local Councils for the
Protection of Children (LCPCs).
The LCPC in each level of local government unit (LGU) are:

Responsibilities of BCPC Members

1. To take custody of the child in conflict with the
law who is found to be fifteen (15) years of age
or below if the parents, guardians or nearest
relatives of the child cannot be located, or if
they refuse to take custody as provided in
Section 20 of the Act and Rule 31.b below.

Responsibilities of BCPC Members

2. To present in the initial investigation of the child in
conflict with the law in the absence of the child’s parents,
guardian, or nearest relative, and the LSWDO as
provided in Section 22 of the Act and Rule 23.b below.
The presence of the member of the BCPC, or the
alternative, the representative of an NGO or a faith-
based group, may be required in the initial investigation
to ensure that the rights of the child are protected
during that stage.
