Action Plan to Reduce Diesel

Consumption
 Basic Data
 As on 01.7.19, IR has holding of 6,320 electric
locomotives and 5,540 Diesel Locomotives.

 As on 01.8.19, total 36, 239 RKM out of 64,298 RKM of

Broad Gauge network has been electrified.

 Target for 100% electrification is 2021-22.

 Diesel traction under wire to be reduced

commensurate to increase in electrification.
Contradictory orders issued from Traffic Dte,
Railway Board
 Traffic Dte, Rly Board has issued letter no.
2019/chg/6/1 dtd. 30.07.19 which is not in the line of IR
policy for reduction in Diesel consumption

 It has been stated that Board(MT) desires that the

existing system of haulage of passenger trains with
mixed traction be discontinued and all passenger
carrying trains should be operated with uni-traction
(i.e Diesel traction) except those where engine
reversal is involved enroute.

 The letter needs to be withdrawn immediately.

Note: One of the reason for diesel under wire is non availability of
adequate operation & maintenance staff with zonal railways.
The proposal for creation of 214 Gazetted & 3895 NG posts is
pending in board for more than a year.
Sanctioned needs to be communicated to Zonal Railways on
priority, so that newly created assets & upcoming sections of
7,000 RKM in 2019-20 can be used for smooth train operation
& maintenance of electric traction assets in ensured.

 Action Plan on Board’s Decisions

 JPOs for shutting down locos have been issued by

all Zonal Railways - copies collected.

 In current financial year, till date reduction in Diesel

fuel consumption for traction purpose is to the tune
of 3.5%.

 While for total Diesel consumption, the reduction is

to the tune of 2.5% only.
 Action Plan on Board’s Decisions
 RCDs wise trend of diesel issuances has been
analyzed & ZRs being advised to:

 Review issuance of 51 RCDs where consumption

has increased steadily (List I)
 Critically examine need of 55 RCDs where
decreasing trend observed (List II).
 ZRs need to review the location wise requirement
of RCDs in view of changing traffic pattern and
also for non traction use – mainly power cars.
(ZRs already advised vide letter no. 2018/fuel/282/4 dated 20.06.19 to
explore possibility of reverse leasing RCDs to oil company. ZRs have
also been asked to forward draft T&C for such an arrangement. No
requirement had been received so far).

 Total 1009 APUs already installed & further sanctions
available for 700 units.
Utilization of these APUs have been about 25%
against the available favorable hour (being monitored
through REMMLOT).
ZRs regularly being asked to improve utilization
through ensuring working APU and crew counselling.
Proposal for retro fitment of APU on HHP freight &
shunting locos which would continue in operation is
under consideration. The decision will be taken after
finalization of the report of committee constituted to
examine diesel to electric loco conversion.
