After MLB is enabled, eNodeBs check the load status of cells, select
L900 appropriate target cells and UEs based on the load information
layer(5MHz) Trigger MLB when user
number >15 exchanged between cells, and then transfer UEs from the heavily-loaded
(priority 3)
cell to the lightly-loaded cell.
Resource Balancing | Trigger by User Number
Execution Sequence Load Monitoring Using Ue Number
The load of the serving cell is measured in every measurement
period (1s). If the load is higher than the threshold for triggering Number of synchronized UEs in a cell (regardless of service types)
MLB for a period specified by Pdelay (5s), the MLB is triggered. The MLB triggering basis is the number of synchronized UEs.
MlbTriggerMode = UE_NUMBER_ONLY
After the MLB is triggered, the cell load information exchange is InterFreqMlbUeNumThd = 65 for TDD20
performed in every exchange period (5s), and the eNodeB selects InterFreqMlbUeNumThd = 20 for TDD10
target cells and UEs in each execution period (5s to 30s) and InterFreqMlbUeNumThd = 35 for L1800
executes the MLB. Note: In the first execution period, the eNodeB InterFreqMlbUeNumThd = 10 for L2100
does not execute MLB. InterFreqMlbUeNumThd = 10 for L900
When the eNodeB determines that the load in the serving cell is MlbUeNumOffset = 5
low, that is, the load is lower than the threshold for a period UeNumDiffThd = 5% for TDD10, L2100 & L900
specified by Pdelay (5s), the eNodeB stops MLB. Then, the UeNumDiffThd = 15% for TDD20 & L1800
eNodeB continues to measure and determine the load in real time.

Dedicated Priority Management Cell Selection Strategy
Feature Uplink traffic based MLB to LTE FDD works as follow : UE with heavy UL TDD
Util
UL Traffic
20MHz TDD
• eNb will periodically evaluate load uplink status every 5s
• Status uplink is high if :
i. ul snyc ue >= UlTrafficMlbUeNumThd + UL FDD
Util
• Strategy to choose neighboring cell candidate based on Triggering user = 20 + 5 (offset) Searching From NRT
priority. (set all L1800 to 7) Stop (user) = 20 Priority Based (L1800 = 7 ; L900 =3)
That means every 1 second TDD can move the 10 ue’s Cell choosing ue every 0.1s (execution per
1s)
maximum. A4 = -103
