Independence
• One university and forty colleges in 4 Provinces
NEP, 1947
• Establishment of UGC & Quaid’s focus on Quality Higher Education.
1956
• Focus on socio-economic development in the country.
1959
• UGC powers expanded and appointed as federal commission.
1960s
• ₨. 912 million spent annually for (1960–65).
• Colleges into full-scale research universities with establishment of
special research institutes
• Around 430,000 students enrolled in HEI in period of 1960–65.
1965 to 1971
• ₨. 173.8 million expenditure instead allocations of ₨. 278.6 million.

NEP 1972
• Implementation of Nationalization program
• 2-year colleges were transformed to University status
• Private universities were Nationalized
• Spent of 70% of natural resources on Higher Education efforts
• Enrollment in the universities increased to 56%
• Integration was sought for social change and economic progress
through Nationalization.
NEP 1979
• Harmonization with Islamic concepts and the national ideology.
2002
• Devolution of UGC into Higher Education Commission
NEP 2009
• Developed Minimum Quality Standards for organizations for
certification and accreditation.

2017-2025
• Enrollment increased
(from 0.276 million during 2001-02 to 1.298 million by 2014-15)
• Gross Enrolment Ratio (GER)
(Was just 10% during 2015-16)
• Enrolment of females increased from 36.8% in 2001 to 47.2% by 2014.
• Increase of Public sector universities from existing 99 (2015) to 195 by
establishing 96 new universities by 2025.
• Projected Private universities from existing 76 to 105 by 2025. 300 in
the country.
• Plan to set up 72 new smart sub-campuses.
• Existing (2015) enrollment of 1.298 million (in public, private, distance
universities and in affiliated colleges) shall be increased to 7.172 million
by 2025.
Challenges of Higher Education in
Pakistan

• Low participation rate; GER10%. Only 8% enrollment


• Urban campuses (65/120) districts with no university
• Quality education
• Only 27% Faculty PhDs
• Lack of Research Culture
• No appropriate Budget
• Governing issues (Politics interference)
• No attention on Research and Development (R & D).
