Task #3 Historical Foundation of Education

A. DepEd’s mission is “to protect and promote the right of every Filipino to quality,
equitable, culture-based, and complete basic education.” Has the Philippine educational
system from pre-colonial to the present given equal access to quality-culture-based and
complete basic education? Or was it a privilege of a few? Explain your answer.
Yes and no, with the pre-colonial to the present period of the Philippine educational system only
partially achieving equal access to high-quality, culturally based, and comprehensive basic education,
particularly during the colonization period, given the presence of numerous foreign conquerors in the
nation, according to history. But as time goes on, we are finally making progress. Today, receiving a
high-quality education is seen as a basic human right of every Filipino, not merely a privilege for a
select few. To ensure that every Filipino has the right to a high-quality education, the 1987
Constitution provides the sector with the greatest financial allocation. Along with this, laws were
created to ensure that everyone could receive a high-quality education. Among these is the
Governance of Basic Education Act of 2001 (RA 9155) the Free Secondary Education Act (RA
6655), and the latest, Universal Access to Quality Tertiary Education Act (RA 10931). Subsequently,
we are now freer to exercise our educational rights. Indeed, the Philippines has provided a quality,
equitable, culture-based, and complete basic education. However, it is not clear at first glance. The
Philippines continues to have a high dropout rate, and surveys have shown that the country performs
poorly in the subjects of mathematics, science, and reading comprehension. As a result, teachers are
unable to genuinely deliver high-quality instruction because of their never-ending paperwork and low
pay. A sad truth. But perhaps this is the right time for the administration to investigate this issue and
implement effective educational changes .

B. Read the article at the side. What does job-skills mismatch imply about the relevance
of schools to present society? Are schools effective agents of socialization in preparing
Filipino graduates for their job roles?

According to the article, occupations and skills are not relevant to today's schools
and society. It is said that for a society to function successfully, schools must be
established as a social institutions where education is valued. Society must endure, be
stable, and be convenient for it to prosper and attain development. Education is the key
to achieving this. Schools offer careers that can improve and assist students in honing
their abilities, knowledge, and values while instilling traits that may help them realize how
they correspond with the industries that exist in society. These are professional
possibilities that contribute to the best growth of society, enabling graduates to
understand their place in society. According to John Dewey, schools introduce and
prepare pupils to join an organization and work on behalf of the business or group they
are a member of. According to John Dewey, if the school is successful in achieving its
goals, it will be able to provide the strongest and greatest guarantee for a greater society
that is deserving, peaceful, and beautiful.

the 21st Century society:

•State the educational goals that 21st-century schools should pursue.

The goal of education in 21st-century schools is the mastery of information,
embedded with knowledge and understanding, and the advanced use of technology in
society. Students have the chance to share their understandings with others through
collaboration, and others can do the same. In the schools of the twenty-first century.

•Describe the ideal 21st century graduates;

A student with flexibility, mastery of critical thinking abilities, and the capacity to
adapt to change in his or her environment is the ideal 21st-century graduate. A student
who can learn how to learn is the ideal graduate for the twenty-first century. The student
demonstrates creativity, promotes teamwork, and demands and rewards students who

C. Education is a function of society. Considering the positive and negative elements of

the 21st Century society:
•Describe the education delivery mode.
The education delivery mode that we have in the 21st century is that we integrate the
asynchronous and synchronous approach and delivery using technology. Technology plays a
vital role in achieving education nowadays. Technology becomes an agent of the deliverer of
learning knowledge, and skills through the delivery of basic lessons creatively, accurately and
clearly. For example, in the advent of COVID-19 causing a major shift on the education of face-
to-face learning to distance learning. The teacher uses varied forms of applications such as
google meet, Edmodo and MS teams to portray learning among students. This way the advent
of technology helps the students able to recall back the lesson easily portraying mastery and
achievement. While on the other hand, the asynchronous approach uses the printed modular
distance learning. This way it applies a traditional approach to learning using printed modular.
However, this approach needed a lot of financial resources specially those areas which cannot
be reach by technology or internet. The asynchronous approach is a solution to this aspect. It
also helps the students easily recall information because as we see, learner’s in 21st century
are usual visual and audio learners. It became faster for us to gather information’s that we
needed because of the help of the technologies.

C. Education is a function of society. Considering the positive and negative elements of

the 21st Century society:
•Will the survival skills taught in primitive societies suffuce for the citizens of a 21st century
world?
For me, I believe that survival skills taught in the primitive societies able to surpassed the
21s century world. In our everyday life, we continue to struggle in order to survive from various
environments. However, we can still associate our actions based on how we look ways to
survive for the day to day life. Today we able to have a lot of resources which can be compared
in the past. The advent of technology such as internet as internet of things as compared in the
past that uses books. Survival skills that are taught in the society is the most essential
component of socialization process that is enough to teach along 21st century students to
enjoy regardless of attained literacy that is consequent with educational process.

D. In the Philippines, was education a privilege enjoyed by all FIlipinos since the pre-
colonial period? Why or why not?

Education in the pre-colonial period is a privilege and enjoyed by the Filipinos. It is

believed that education is informal and unstructured and decentralized. During the pre-colonial
times the great contributor and factor in the education is subsequent based on the mode of
production they provide which is plain and simple. During that time the mode of instruction is
baybayin the native alphabet. Education was valued by the early Filipinos. The fathers teach

E. Was the National College Entrance Examination (NCEE) in support of equal access to
quality education. Why was it abolished when it did exactly what Filipinos then
wanted?

The NCEE was been the only assessment that provides national measure of achievement.
It was designed to address the rising problems of graduates with underemployment and
unemployment and the imbalance between mismatch with the needed by the industry as
compared with what is being produced in the schools. The NCEE was then abolished in 1994 to
which all high schools students are needed to enter college and have a chance of better career
in the future. However sometime in 2006, DepEd has implemented NCAE and its importance as
assessment to check whether the students in the basic education are ready to enter college
based on their achievement on the NCAE.
