BSBWHS401 Implement and Monitor WHS

policies, procedures and programs to meet


legislative requirements
BSB 41015 Certificate IV in Human Resources
This unit describes the performance outcomes, skills and
knowledge required to implement and monitor the
organisation’s workplace health and safety (WHS) policies,
procedures and programs in the relevant work area to meet
legislative requirements.

This unit applies to individuals with a broad knowledge of WHS policies


who contribute well developed skills in creating solutions to
unpredictable problems through analysis and evaluation of information
from a variety of sources. They provide supervision and guidance to
others and have limited responsibility for the output of others.
Objective Applications of the Unit
This unit describes the skills and knowledge required to implement
and monitor an organisation’s work health and safety (WHS)
policies, procedures and programs in the relevant work area in
order to meet legislative requirements in terms of:
• Provide information to the work team about WHS policies and procedures
• Implement and monitor participation arrangements for managing WHS
• Implement and monitor organisational procedures for providing WHS training
• Implement and monitor organisational procedures and legal requirements for
identifying hazards and assessing and controlling risks
• Implement and monitor organisational procedures for maintaining WHS
records for the team
WHS
• Fire exits
• Fire extinguishers
• First aid
• In a case of emergency, follow evacuation guide
and remain calm
• Taking breaks

Accurately explain to the work team relevant provisions of WHS Acts,
regulations and codes of practice.

In 2011, Safe Work Australia developed a single set of WHS laws to be implemented


across Australia. These are known as ‘model’ laws. For the model WHS laws to
become legally binding, the Commonwealth, states and territories must separately
implement them as their own laws

The model WHS laws include:

•the model WHS Act


•the model WHS Regulations
•model Codes of Practice.
The model WHS Act forms the basis of the WHS Acts that have been implemented in
most jurisdictions across Australia.
The main object of the Act is to provide for a balanced and nationally consistent
framework to secure the health and safety of workers and workplaces. It does this by:
•protecting workers and other persons from harm by requiring duty holders to eliminate
or minimise risk
•providing for fair and effective representation, consultation and cooperation
•encouraging unions and employer organisations to take a constructive role in
promoting improvements in WHS practices
•promoting the provision of advice, information, education and training for WHS
•securing compliance with the Act through effective and appropriate compliance and
enforcement measures
•ensuring appropriate scrutiny and review of actions taken by persons with powers or
functions under the Act
•providing a framework for continuous improvement
•maintaining and strengthening national harmonisation of WHS laws and facilitating a
consistent national approach to WHS.
WHS legislation
Under WHS legislation PCBUs are
obliged to provide:
• Safe premises
• Safe machinery and materials
• Safe systems of work
• Information, instruction, training and
supervision
• A suitable working environment and
facilities
• Opportunity for consultation.
Importance of WHS

WHS is important to:


• Reduced risk to health
and safety
• Reduced risk to the
business or undertaking
• Reduced costs.

Safety management system
• Set up elements of our WHS safety management
system

• Organise ‘work safety teams’

• Do a safety inspection.
Provide information about the organisation’s WHS
policies, procedures and programs, and ensure it is
readily accessible to, and understandable by the
work team

 Accurately explain relevant provisions of WHS


legislation and codes of practice to the workgroup .
 Provide information to the workgroup on the
organisation's WHS policies, procedures and
programs, ensuring it is readily accessible by the
workgroup .
 Regularly provide, and clearly explain,
information about identified hazards and the
outcomes of risk assessment and control to the
workgroup .
Work safety teams
• Throughout this program, you will be working with a work
safety team.
• Work safety teams:
• Do project work together
• Do activities together
• Comprise four to six learners
• Are responsible for identifying hazards, reporting
incidents, devising controls, monitoring effectiveness of
system.
Regularly provide and clearly explain to the work team
information about identified hazards and the outcomes of risk
assessment and control

To eliminate or control the potential risk of a


hazard, it must first be identified. The aim of the
hazard identification process is to determine all
possible situations where workers may be
exposed to harm or sustain an injury in the
workplace.
What is an accident?
• An accident is an event that:
• Causes an injury to a person

• And/or damage to property

• And/or equipment.
What is an incident?
• An incident is an event that:

• Causes injury
• And/or damage to property
• And/or equipment.
• Incidents can include accidents,
‘near misses’ or hazards.
• All incidents should be investigated and corrective
action taken.
Incident reporting procedure

The incident reporting procedure for this course is:


• Report the incident immediately (verbally) to your facilitator.

• Complete an incident report form.

• Put the form in incident report folder.

• Investigate the incident.


Incident reports

• If you notice a accident,


hazard or incident, you must
report it immediately.
• Incident reports can be
obtained from your student
workbook in the appendices,
or from your facilitator.
Sign-in book
• A sign-in book is available and kept in the
room at all times.

• You must record all comings and goings in


the sign-in book.

• Failure to sign in is considered an incident


and will result in an
incident report.
What is a hazard?
• A hazard is any situation that has the
potential to impact on the safety and health
of employees, contractors, members of the
public, and the environment.

• A hazard is an accident waiting to happen!


Types of hazards
General hazard categories include:
• Physical hazards

• Psychosocial hazards

• Mechanical hazards

• Chemical hazards

• Sources of energy

• Environmental hazards.
Activities that may initiate hazard identification
• Examining Commonwealth and state or territory WHS Acts, regulations and
codes of practice
• Checking equipment before and during work
• Consulting team members through daily informal worker consultation and
regular formal meetings
• Housekeeping
• Reviewing health and safety records, including hazard reports, hazardous
substances and dangerous goods registers, and injury records
• Undertaking WHS audits and review of audit reports
• Undertaking workplace inspections
