Ms. Kimberly Ball is the Director of the Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Agency for International Development (USAID). In this role, she provides executive leadership and advocates for U.S. small business inclusion in USAID development programs domestically and overseas.
Prior to joining OSDBU in January 2022, Ms. Ball served as a Senior Advisor in the USAID Bureau for Management. As a senior advisor, she led the Workforce Pillar of USAID’s COVID Task Force focusing on the needs of Agency staff during the transition to remote work. Prior to that, she served as the Bureau for Management Director of the Restructuring Management Unit (RMU) responsible for guiding the agency through its largest restructuring in recent decades.
Ms. Ball joined the RMU following twelve years as the Deputy Director in OSDBU where she led the efforts to increase the role of U.S. Small Businesses and Minority Serving Institutions as USAID implementing partners. During her tenure, small business obligations increased tenfold. Ms. Ball is a procurement professional having served as a Contracting Officer with both USAID and as a civilian employee with the Department of the Air Force.
Ms. Ball was appointed to the Senior Executive Service in January 2022. She holds a Bachelor of Arts degree in Political Science from Hampton University.
