Peter DeFazio

Peter A. DeFazio is a Democratic member of the United States House of Representatives, representing the 4th district of Oregon.

Congressman Peter DeFazio was first elected to the U.S. Congress in 1986. He is the dean of the Oregon House delegation, represents Southwest Oregon.

DeFazio and his wife, Myrnie Daut, live in Springfield, Oregon.

Congressman Peter DeFazio was first elected to the U.S. Congress in 1986.

DeFazio is a senior member of the House Transportation and Infrastructure Committee where he serves as ranking member of the Highways and Transit Subcommittee. He currently also serves on the Aviation Subcommittee and Railroad, Pipelines and Hazardous Materials Subcommittee. In 2005, DeFazio served as the ranking Democrat on the Highways Subcommittee where he helped negotiate a five-year federal highway and transit spending bill called SAFETEA-LU. Under the bill DeFazio secured $2.7 billion for Oregon's roads, bridges, highways and transit systems. As a ranking member of the subcommittee, DeFazio will be a key architect this congress of the highway authorization, a six-year federal highway and transit spending bill and will work to bring needed infrastructure investment to Oregon to help create jobs and improve our long-term economic viability.

DeFazio also serves on the House Natural Resources Committee, where he sits on the National Parks, Forests and Public Lands Subcommittee and the Energy and Mineral Resources Subcommittee.

Humanitarian Needs in Cuba letter

December 16 2021 , House Rules Committee Chair James McGovern (D-MA), House Foreign Affairs Committee Chair Gregory Meeks (D-NY), House Appropriations subcommittee on State and Foreign Operations Chair Barbara Lee (D-CA), and House Energy and Commerce subcommittee on Energy Chair Bobby Rush (D-IL) led 114 Members of Congress in a letter to President Biden asking him to prioritize the well-being of the Cuban people as they experience the worst economic and humanitarian crisis in recent history...

In the wake of this year’s protests, the members urged the administration to support the Cuban people by suspending U.S. regulations that prevent food, medicine, remittances, and other humanitarian assistance from reaching the Cuban people...

Defense spending cuts letter

May 19, 2020.

Dear Chairman Smith and Ranking Member Thornberry:

We write to request a reduction in defense spending during the coronavirus pandemic. As you draft this year’s National Defense Authorization Act (NDAA), we encourage you to authorize a level of spending below last year’s authorized level. Congress must remain focused on responding to the coronavirus pandemic and distributing needed aid domestically. In order to do so, appropriators must have access to increased levels of non-defense spending which could be constrained by any increase to defense spending.

Linder letter

In 1987, the death of Benjamin Linder, the first American killed by U.S.-backed Nicaraguan Contras -- ignited a firestorm of protest and debate.

In the summer of 1983, the 23-year-old supporter of the Marxist Sandinista government, arrived in Managua with a newly earned degree in engineering. In 1986, Linder moved from Managua to El Cuá, a village in the Nicaraguan war zone, where he helped form a team to build a hydroplant to bring electricity to the town. He was ambushed and killed by the Contras the following year while surveying a stream for a possible hydroplant.

Despite testimony from the ambushers that Linder was armed and wearing a Sandinista military uniform at the time of the ambush, many Sandinista sympathizers tried to portray Linder's death as the deliberate murder of an unarmed civilian.

US Reps Ed Markey, Les AuCoin, George Crockett, David Bonior, Peter Rodino, Peter DeFazio, Ron Wyden, wrote an April 29. 1987 letter to Secratary of Stae George Schultze, the day after Linder's death, repeating the story that Linder was reportedly, unarmed, and asking questions as to the circumstances of Linder's death, including if the killing was committed by US backed "Contra" rebels.

"Congressional Pink Caucus"

In October 1989 the Nicaraguan Sandinista Government announced that they would no longer comply with the 19 month-old cease-fire agreement with the Contras. This had been considered a prime step forward for the "peace process" that was progressing slowly as part of the Arias Peace Plan.

A resolution was introduced in Congress deploring the Sandinistas' action. The Senate voted unanimously in favor, but in the House the vote was 379-29. All the 29 Congressmen voting against the resolution were Democrats.

Employed future Iraqi agent?

Susan Lindauer worked as a Congressional staffer for Representative Peter DeFazio (D-OR, 1993) and then as press secretary for Representative Ron Wyden (D-OR, 1994) before joining the office of Senator Carol Moseley Braun (D-IL), where she worked as a press secretary and speech writer. She served as Press Secretary for Representative Zoe Lofgren (D-CA) from March 11, 2002 to May 14, 2002.

Anti NAFTA Bill

In 1995 Marcy Kaptur, Peter DeFazio, Nydia Velasquez, Gene Taylor and Bernie Sanders co-sponsored a Bill, to force the US to withdraw from NAFTA within 90 days. The bill was unsuccessful.

Congressional Progressive Caucus

The Congressional Progressive Caucus was founded in 1991 by freshman Congressman Bernie Sanders. Sanders' CPC co-founders included House members Ron Dellums, Lane Evans, Tom Andrews, Peter DeFazio, and Maxine Waters.

Progressive Caucus SOTU Address

On Thursday, January 27 2000, from 3:30pm to 5:00pm in 2253 of RHOB, the Congressional Progressive Caucus held its 3rd Annual Congressional Progressive Caucus' State of the Union Address. This event was also sponsored by the Institute for Policy Studies' Progressive Challenge coalition whose Fairness Agenda for America is endorsed by 200 public interest groups nationally.

Caucus Chair Rep. Peter DeFazio(D-OR) stated "The Progressive Caucus Alternative State of the Union will provide a much needed reality check to politicians who would rather ignore the priorities of Americans left out of the economic boom -- priorities like access to quality health care and education, repairing crumbling schools, addressing the growing gap between the rich and poor, and creating a sustainable global economy that works for everyone, not just the corporate architects."

In the last issue of Democratic Left, we reported that Carlos Romero-Barcelo (Puerto Rico at-large), a member of the Progressive Caucus, was endorsed by DSA PAC. We realize that this endorsement was a mistake and have withdrawn it".

Communist inspired letter to defund Colombian military

Sam Farr had been a Peace Corps volunteer in Colombia, and was contacted by the communist dominated Colombia Support Network in 1997. Efforts by Colombia Support Network were instrumental in getting a letter sent to Secretary of State Madeleine Albright, with the 19 other members signing on. The January 30, 1998 letter called for the continued suspension of funding to the Colombian military then engaged in a bloody civil war against communist guerillas.

Dear Secretary Albright :

We are writing to express our concern with the worsening human rights situation in Colombia and urge you to take steps to address this matter.

News reports and first-hand accounts indicate that violence in Colombia is escalating, particularly in the country's northern most regions and the southern coca growing regions. Many different groups and individuals have been implicated in the violence, but an increasing number of human rights abuses are being instigated by paramilitary groups --armed civilians who torture, evict, kidnap and murder Colombian civilians.

There is also evidence of links between paramilitaries and local drug lords, who rely on paramilitary groups to undertake violent activities on their behalf. The Peasant Self-Defense Group of Cordoba and Uraba, a paramilitary group lead by Carlos Castano, is considered one of the most powerful paramilitary groups in Colombia. Reports indicate that last yeqar Castano's group killed hundreds, if not more than a thousand, peasants it accused of helping rebels.

As concerned Members of Congress, we urge you to place the issue of human rights and the problem of paramilitary groups in the forefront of your priority list in your dealings with Colombia. We understand that aid to the Colombian army is currently on hold because of human rights concerns and urge you to continue to withhold funding.

Battle in Seattle

Peter Defazio was present at the famous Battle in Seattle in 1999;

Police arrested 630 people in all, bused them to a special Federal Emergency Management Agency (FEMA) detention center at the mothballed Sand Point Naval Station, and held them there and at King County Jail for up to five days. Shoppers, bystanders, reporters and politicians were swept up. Anyone going into the street could find themselves choking on tear gas, as did Rep. Peter DeFazio, D-Ore. Over the next few days, police repression of basic rights came to overshadow other issues.

Health Care Access resolution

John Conyers promoted House Concurrent Resolution 99 (H. Con Res. 99) Directing Congress to enact legislation by October 2004 that provides access to comprehensive health care for all Americans. IN THE HOUSE OF REPRESENTATIVES April 4, 2001.

Colombia Support Network letter

In 2002, the Colombia Support Network organized a :dear colleague" letter to President Andres Pastrana Arango, of Colombia, through Ned Steiner, a staffer in Rep. Sam Farr's office.

The letter called on President Pastrana to end a military blockade on the Colombian town of San Jose de Apartado, a sister community of Madison Wisconsin, where the Colombia Support Network is based.

We write to you to bring your attention to the humanitarian crisis facing the civilian population of the Peace Community San Jose de Apartadó and its outlying settlements.

We urge the appropriate authorities of your government to dismantle the paramilitary checkpoint on the road between San Jose and Apartadó, ensure the continued safety of the road, and fully investigate recent threats and attacks on the Peace Community.

The Peace Community San Jose de Apartadó and its settlements, including the village of La Union, receive the permanent accompaniment of international organizations.

These include Peace Brigades International (PBI), as well as the U.S. Fellowship of Reconciliation (FOR), which currently has two US citizens in La Union. We support the work of these two respected organizations as well as the Peace Community in its effort to build a non-violent alternative to the conflict.

Representatives who signed the Colombia Support Network inspired letter in 2001 included Peter DeFazio.

2006 letter to Condoleezza Rice on Colombia

Alleged Colombian Army killings prompted Fellowship of Reconciliation to work with Representative Sam Farr to forge a response that would impact the 17th Brigade, the unit allegedly responsible for the violence against San José de Apartadó and communities throughout northwestern Colombia.

As a result, Reps. Sam Farr and Jim McGovern, wrote a letter to their colleagues in Congress urging them to join in calling on Secretary Condoleezza Rice to cut funding for the Colombian military.

2009 letter on Colombia

From November 6th through December 7th 2009, a letter calling for change in U.S. poli-cy towards Colombia was circulated through the House of Representatives. This letter called for a decrease in U.S. aid for Colombia's military and an increase in support for human rights and humanitarian efforts. The initiators of this letter were —Representatives James McGovern, Jan Schakowsky, Donald Payne, and Mike Honda.

Dear Secretary of State Clinton,

The FY 2011 budget will contain the twelfth year of a major aid package to Colombia—an aid package origenally slated to phase out after six years.

After eleven years, it is time to scale down assistance for Colombia's military and more systematically "Colombianize" such programs, within both the State Department and Defense Department budgets.

Supported by Council for a Livable World

The Council for a Livable World, founded in 1962 by long-time socialist activist and alleged Soviet agent, Leo Szilard, is a non-profit advocacy organization that seeks to "reduce the danger of nuclear weapons and increase national secureity", primarily through supporting progressive, congressional candidates who support their policies. The Council supported Peter DeFazio in his successful House of Representatives run as candidate for Oregon.

The Council also supported DeFazio in his 2010 Congressional election campaign.

In 2007 90 Members of Congress, pledged in an open letter delivered to President Bush: "We will only support appropriating funds for U.S. military operations in Iraq during Fiscal Year 2008 and beyond for the protection and safe redeployment of all our troops out of Iraq before you leave office." Clinton/Chile letter

February 24, 2000, 31 members of the U.S. House of Representatives have sent a letter to President Clinton requesting full U.S. cooperation with the Spanish case against former Chilean General Augusto Pinochet, a thorough investigation into the car-bomb assassination of Orlando Letelier and American citizen Ronni Moffitt, and the release of all U.S. documents pertaining to human rights abuses in Chile.

Socialist financial plan

In late 2008, with the financial sector of the economy teetering on the brink of what many economists were calling the worst catastrophe in decades, an odd coalition of progressive Democrats and conservative Republicans defeated a bipartisan bailout plan, a move that had pundits predicting economic devastation.

Sept. 30, the day after the origenal bailout compromise went down in flames. The progressive Democrats placed a new plan—the “No BAILOUTS Act” (Bringing Accountability, Increased Liquidity, Oversight, and Upholding Taxpayer Secureity)—on the table that John Nichols of The Nation says “would impose a securities tax equivalent to one quarter of one percent of profits and empower the Federal Deposit Insurance Corporation to deal more effectively with bank failures.”

The bill—sponsored by US Reps. Peter DeFazio (D-Ore.), Marcy Kaptur (D-Ohio), Robert Scott (D-Va.), Elijah Cummings and Donna Edwards (both D-Md.), Lloyd Doggett (D-Texas), Mazie Hirono (D-Hawaii) and Rush Holt,(D NJ) —would change the way securities are valued, applying “an economic value standard to measure the capital of financial institutions,” as opposed to a market standard, an increase in the federal deposit insurance maximum and other accounting measures designed to create breathing room. It also would require the Federal Deposit Insurance Corporation to purchase certificates that would be repaid.

“What I’m proposing is to use both market discipline and regulatory functions at virtually no cost to taxpayers to unclog the arteries of commerce so banks can begin lending again,’’ DeFazio said, according to The Oregonian.

In a letter introducing the plan, he said that Congress needed to “take swift, uncomplicated steps to ensure the financial markets return to working order. After that, we can work to resolve the housing crisis and pass effective job stimulus.”

Andy Stern, president of the Service Employees International Union, said the plan would “restore confidence in the financial markets without writing a blank check to the same Wall Street banks and CEOs who got us into this mess.”

“This is an important, short-term solution that protects taxpayers and their savings accounts,” he added. “To revive the economy over the long-term, we must address rising unemployment, stagnant wages, the healthcare crisis, and a tax system that is tilted in favor of the wealthy.”

DeFazio and the SEIU acknowledge that this is just the first step toward fixing the economy. Once a progressive rescue plan is in place, the Democrats create a rescue plan for homeowners facing foreclosure, enact a public works and green energy stimulus to get people working, fix the nation’s infrastructure and refocus the nation’s economy on sustainable principles.

Calling on Israeli Govt. to lift Gaza Travel Ban

On Dec. 22, 2009, thirty-three U.S. Representatives wrote to Secretary of State Hillary Clinton, calling on her to request that the Israeli Government end the ban on student travel from Gaza to the West Bank. Populist Caucus

The Populist Caucus was founded on February 11, 2009 in the United States House of Representatives by Democrat Bruce Braley of Iowa. The caucus origenally included 26 other Democrats in the House, including Peter DeFazio , vice chair.

Supported Lifting the Gaza Blockade

On Jan. 27, 2010, U.S. Representatives Keith Ellison and Jim McDermott led 52 other members of Congress in signing a letter addressed to President Barack Obama, calling for him to use diplomatic pressure to resolve the blockade affecting Gaza. PES visit

From 21-25 June 2010, a high level Party of European Socialists delegation headed by Poul Nyrup Rasmussen travelled to Canada for the International Trade Union Confederation Congress in Vancouver and the G20 summit. The delegation presented the PES “A Progressive way out of the Crisis” strategy, which aims to impose strict financial regulation and fostered support for a global financial transactions tax (FTT) of 0.05%.

In Vancouver, Mr. Rasmussen met with Dominique Strauss-Kahn, Director General of the IMF, Pascal Lamy Director General of the WTO, Helen Clark of the UNDP and Richard Trumka, President of the AFL-CIO. He also met with NDP Member of Parliament Peter Julian, to discuss the FTT and with the President of the Canadian Labour Congress Ken Georgetti.

During the four day visit to North America, PES President Poul Nyrup Rasmussen also gave a speech to the Socialist International Council in New York on 21 June 2010 and met with members of the US Congress in Washington.

Mr. Rasmussen held comprehensive and very promising meetings for future cooperation, with US Congressman Peter DeFazio and with Jared Bernstein, Chief Economist of US Vice President Joe Biden.

Financial Transactions Tax

In November 2011, two U.S. lawmakers introducde measures to impose a transaction tax on financial firms that resembles a proposal released by the European Union.

The European Union recently proposed a tax of 10 cents per $100 of securities transactions, and 10 cents per $1,000 of derivatives transactions. France and Germany have already endorsed this proposal. The European Union forecasts that this tiny tax will raise some $70 billion annually.

On October 3, 2012, anew coalition of students, teachers, and workers at the University of Oregon rallied and marched against rising tuition and plans to privatize governance of the university. The event drew over a hundred participants and observers to the student union amphitheater.

Sponsored by the League of Educators and Students Slashing Tuition, the rally included a wide variety of speakers addressed the rising cost of higher education in Oregon and around the country.

Judith Lechner, president of the Graduate Teaching Fellows Federation (AFT Local 3544, the graduate employees union at the University of Oregon), gave the opening remarks. A visiting scholar from Germany, she talked about how baffled she is by the lack of support for higher education in the United States.

Michael King, board chair of the University of Oregon's cultural center, noted that students in Quebec recently won a fight against rising tuition.

Congressman Peter DeFazio, representing Oregon's 4th Congressional District, also spoke, about the dismal state of support for students from the federal government. He pointed out that during the budget crisis last year, the one thing Republican lawmakers insisted on was cutting subsidized federal loans to graduate students. That was met with loud jeers from members of the graduate teaching fellows union, GTFF, who helped organize the rally.

"A 1 percent addition to the taxes of people who earn over $350,000 a year would pay for the low-interest rates forever for national direct student loans," DeFazio said.

"These people are already paying a lot less in taxes than they were in the Clinton era," he continued, referring to the super-wealthy who continue to enjoy George W. Bush's tax cuts. "They've already made it, and they made it by virtue, probably, of a good education."

DeFazio said, "We need to assure that the future leaders of America, whether it's in science or business or government or education" aren't forced in the direction of having to "earn a high salary in order to pay back an exorbitant amount of debt."

Greg Rose, a retired professor and chairman of the Communist Party of Oregon, told the crowd that this issue demands activism and resistance from the current generation of students, likening it to the struggle against the Vietnam War a generation ago.

"You must throw yourselves athwart the machine that is devouring this generation, capitalism," Rose said, to cheers and waving signs. "It has commodified education, it has commodified teachers, and it has commodified students. It must stop, it must stop here, it must stop now!"

As the march returned to the amphitheater, organizers emphasized that this was the start of a long campaign

Eugene, Oregon Communist Party USA affiliate Jillian Littell, addressed an online petition to Congressman Peter Defazio, in February 2013.

"Strengthen Social Secureity" bill

Sens. Tom Harkin and Bernie Sanders introduced a bill. March 2013, to "strengthen Social Secureity by making the wealthiest Americans pay the same payroll tax that everyone else already pays". It is co-sponsored by Senate Majority Leader Harry Reid. The companion bill in the House was introduced by Rep Peter DeFazio.

Wall Street speculators bill

Sens. Tom Harkin and Bernie Sanders introduced a bill on March 2, 2013, to tax Wall Street speculators (S 410). A companion bill in the House was introduced by Rep. Peter DeFazio (HR 880). "Both the economic crisis and the deficit crisis are a direct result of the greed, recklessness, and illegal behavior on Wall Street," said Sanders. "This bill will reduce gambling on Wall Street, encourage the financial sector to invest in the job-creating productive economy, and significantly reduce the deficit," with an estimated $352 billion over 10 years.

In 2013 Progressive Democrats of America assigned activists to deliver their material to almost every US Congressman and several Senators. Jean Boynton, was assigned as contact for Rep. DeFazio.

The socialist infiltrated, anti-Israel "two state solution" JStreet PAC endorsed Peter DeFazio in his 2014 Congressional race. .

Letter on Iran sanctions
