The TFI is active in assessing and refining these estimation methodologies in response to the development of new technologies or with the emergence of new science or techniques for the measurement, estimation or verification of net emissions.
The methodologies are made available in a series of Methodology Reports produced by the TFI.
For the IPCC’s Seventh Assessment cycle the TFI has been tasked with the production of two new Methodology Reports:
Other activities include Expert Meetings to assess and review important estimation concepts and methodologies.
The TFI also encourages the widespread use of the IPCC methodologies through workshops, information materials and the production of the IPCC inventory software that facilitates easy and accurate use of the methodologies.
The IPCC inventory software can be used to support reporting by countries and Parties to the Paris Agreement. The TFI is active in supporting the use of this software in order to promote the aim of a wide dissemination of IPCC methodologies.
The TFI also supports estimation of greenhouse gas emissions and removals through the Emission Factor Database, which is a recognized library of emission factors and other parameters that supplement IPCC default factors that are made available in the Methodology Reports.
The work of the TFI is undertaken at the request of IPCC member governments and is managed by two elected Co-Chairs and an elected Bureau with twelve members supported by a Technical Support Unit based in Japan.
The TFI methodologies for the estimation and reporting of GHG emissions and removals are available in a series of Methodology Reports produced by the TFI.
These reports include the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the 2019 Refinement to the 2006 IPCC Guidelines.

TFI activities in the seventh assessment cycle include the production of two new Methodology Reports:
These two Methodology Reports will be prepared by experts through a series of four Lead Author Meetings with the final report considered by IPCC member countries in 2027.
The scope of the Report on carbon dioxide removal technologies and carbon capture utilisation and storage must also be considered by experts at a Scoping Meeting in late 2024 and by IPCC member countries at a subsequent IPCC Plenary.
The TFI is also active in assessing and reviewing existing estimation methodologies, including through an Expert Meeting on carbon dioxide removal technologies and another Expert Meeting on reconciling modelling estimates of net emissions from the land with IPCC Methodologies.

The IPCC inventory software makes the preparation of national greenhouse gas inventories using IPCC methodologies and default EF and parameters easy. The use of country-specific EF and parameters, as well as, more complex IPCC tier 2 and tier 3 estimation methods can also be applied using the software.
The IPCC inventory software also links to the UNFCCC ETF Reporting Tool through an interoperability function. This facilitates the use of the IPCC inventory software for reporting by national governments their national GHG inventory under the Paris Agreement.
