Summary

Adds a Researcher Identification panel to the Progress Report Application.

• In application mode, it allows for users to remove/re-authenticate with RAS/eRA Commons
  • TODO: Need to add form validation to the page to prevent submission if not valid
• In read-only mode, it displays relevant researcher information

Notes

I suggest hiding white space due to the auto-format lint changes.

• Label PR with a Jira ticket number and include a link to the ticket
• Label PR with a security risk modifier [no, low, medium, high]
• PR describes scope of changes
• Get a minimum of one thumbs worth of review, preferably two if enough team members are available

• Verify all tests go green
• Test this change deployed correctly and works on dev environment after deployment
