The UK Bike Voucher Program began in 2015 and is one of several transportation incentive programs available to the UK community. The program offers qualified applicants $500 in vouchers (valid at any participating local bike shop), in exchange for agreeing not to purchase a vehicle parking permit for two consecutive years.

The purpose of the program is to reduce the number of people who drive alone for trips to, from and around campus, as well as to help participants and the University save money, foster healthier lifestyles and have lower environmental impacts.

How it Works

This provides each qualified student or employee five $100 vouchers to spend at participating local bicycle shops. The vouchers may be used toward the purchase of a bicycle or toward gear and accessories to outfit a bike that the employee or student already owns. Program participants will also receive 10 single-day parking permits that may be used when participants need to drive to campus, plus the opportunity to purchase up to 40 additional single-day permits per fiscal year. (Single-day permits are intended to be used on days when bicycling is not a feasible option and are not intended to take the place of a regular vehicle parking permit.)

Those who accept a voucher must return any current parking permit to Transportation Services and sign a two-year car-free commitment, making them ineligible to purchase a new motor vehicle parking permit for two full fiscal years. This program is not for you if you cannot make this long-term commitment and think you may want a motor vehicle parking permit due to a change in circumstances. Emergency appeals will be reviewed on an individual basis and will require full repayment of the portion of the voucher used by the recipient.

The vouchers and complimentary single-day permits are considered a taxable fringe benefit under the Tax Cuts and Jobs Act of 2017. Taxes will be withheld from participating employees' paychecks upon redemption of the vouchers and acceptance of the single-day permits.

The Bike Voucher Program is limited to two years, and previous participants may not reapply.

Employee Eligibility

  • Only employees who purchased a vehicle parking permit for the past fiscal year (July 1 - June 30), (OR) those with a start date of September 2023 or later are eligible to apply.
  • Participants must sign a car-free commitment that will prevent them from purchasing a vehicle parking permit for two consecutive years.
  • Employees must work full-time on main campus, with weekday, daytime shifts.
  • Employees applying for this program must work primarily in-person on campus. Remote workers are not eligible.
  • Employees with temporary work assignments must have a work assignment end date of at least two (2) years later than the date of voucher issue.
  • Prior to receiving the bike vouchers, prospective participants must attend a short program orientation covering basic bicycle safety and regulations, as well as campus and community resources for bicyclists.
  • Participants suspected of engaging in fraudulent behavior may be subject to removal from the program, repayment of the vouchers, and disqualification from other transportation incentive programs.
  • Participants in the Bike Voucher Program may not participate in the Cash Out Program or vice versa. 

Student Eligibility

  • Only students who purchased a vehicle parking permit for the past fiscal year (July 1 - June 30), (OR) those with a start date of September 2023 or later are eligible to apply.
  • Participants must sign a two-consecutive year car-free commitment.
  • Students who live on campus are not eligible but are encouraged to sign up for use of a bicycle through the Big Blue Cycles fleet.
  • Students must have an expected graduation date of at least two (2) academic years later than the date of voucher issue.
  • Prior to receiving the bike vouchers, prospective participants must attend a short program orientation covering basic bicycle safety and regulations, as well as campus and community resources for bicyclists.
  • Participants suspected of engaging in fraudulent behavior may be subject to removal from the program, repayment of the vouchers, and disqualification from other transportation incentive programs.
