The OCFO provides significant value to society through careful budgeting, robust internal controls and financial management as well as strong accountability for our performance and “return on investment” to the American people. NOAA’s budget reflects a thoughtful balance of priorities that are thoroughly justified to advance the Administration’s vision for the Nation. Once enacted, the OCFO ensures the budget is executed in accordance with congressional direction, taxpayer dollars are appropriately and lawfully spent, and waste, fraud and abuse are eliminated. The OCFO is also a good steward of taxpayer funds through accurate financial systems. Due in no small measure to these effective management practices, NOAA is able to detail in the reports below the enormous benefit the agency contributes to the economy and in keeping Americans out of harm’s way.
Investing in America
NOAA conducted a preliminary economic impact evaluation of 173 of its coastal and fisheries management funding opportunities from 2022 and 2023 totaling $717 million in federal funding. Direct grant spending is expected to generate at least $1.4 billion in economic output based upon a preliminary assessment of economic activities during the project implementation and create more than 7,800 jobs in coastal communities. Ecosystem improvements are expected to result in at least $725 million in annualized benefits. (November, 2024)

These entities depend on NOAA’s climate predictions, weather forecasts and warnings, navigational information, Earth observations, and other data to plan and inform their activities and to make critical decisions.
