Introduction
This Development Kit is for volunteers, partner agencies, and NGOs to guide you through the development process of converting Instructor Led Courseware into effective eLearning. This guide was created for the following reasons:
Ensure we build courses with a good user experience Building courses that can be shared across NGOs Providing volunteers with a good experience Gaining efficiencies in building content faster Ensuring courses can be modified in future versions
Because each development project is different, we decided against labeling the responsibilities of the NGO vs. the volunteers. The important part is that all processes are completed, not who does them. We have made every attempt to create as complete of development kit as possible but we recognize that there is always room for improvements. Required tools
For eLearning course development using this guide the following tools will be required. Microsoft Word Microsoft PowerPoint Articulate Presenter 5 Articulate Quiz Maker 2 (optional) PC microphone or microphone headset Flash?

Phase 1 Analyze
Create the Scope Document to answer the following questions: a. Who is the target audience? b. What is the job they perform today? c. How many people will this training impact? d. What will they be able to do differently as a result of this training? e. What would you assume they know today? f. What percentage of your audience is literate, computer literate, and has access to a computer? g. If they cannot perform this skill, then whats the risk to the agency? h. What are you doing today to solve this problem? (And what format are these materials in?) i. If you are teaching this course today, how many people have attended it? And what feedback have you received on the course? j. How are you going to deliver the content to the participant? (CDROM, classroom, Learning Management system, virtual live meeting?) k. How will you measure the success or failure of the course? l. When do you need this training complete? And why? m. How are you going to motivate people to complete the training? n. Licensing and liabilities: who owns the existing content? o. What languages do you need this localized into?

project? Note: If you cant answer all these questions, then you need to address them with your Learning Development Team. 2. Send this information to Linda English. LINGOs will then review the document for the following criteria: a. Shareability with other NGOs b. Priority against other projects c. Availability of volunteers to work on the project. You should receive a response back within 2 weeks of the status of your project. At this point, we need to assign the project manager and start to recruit the Learning Development Team who works on the project. Host the pre-Kick Off Meeting to set expectations of both the process and to help educate stakeholders in the lead agency on blended learning:

6. Obtain a Sharepoint workspace from LINGOs and post the following information on your workspace: a. Scope document b. Instructor materials c. Link to your agency website
d. Course evaluations or student feedback that you have obtained on the existing solution e. Branding guidelines or information from your branding group that will help the team f. Phone number and email of key contacts g. Any samples of training either from your organization or other organizations that you think would promote good ideas on what you are looking for Host the kick off meeting with the Learning Development Team (which make take several meetings!). If this is your first project using Articulate or you have not used it in some time it is recommended that you take the time to review the brief tutorial. This will give you a high-level overview of the capabilities and basic functionality. The tutorial can be found at: http://www.articulate.com

Phase 2 Design
During this phase, the instructional designer flushes out the content and defines the different approaches or instructional strategies used to meet the learning objectives. For example, using case studies to illustrate a specific point, creating a test that helps verify knowledge, etc. The instructional designer does this through creating a design document. The key questions that get answered during this phase: How should the content be divided into logical units? How long will it take a student to complete each unit? What are the objectives for each of these units? What instructional strategies can be used to reach these objectives? After the design document has been approved, then the instructional designer defines how the content will be divided, screen by screen, including how to make the training engaging through interacting with the participant. Note: If you have well proven and developed content, then consider if you need a design phase. If you are making major changes to the structure or the approach of the training, then you will want to create a design document and ask the Subject Matter Experts, stakeholders, and sample participants to review this.

??? Are we confusing people with the idea of a script and a storyboard? Articulate is designed to allow you to develop a storyboard in PowerPoint, using the notes section then generate directly a storyboard document in MS-Word. Begin by using the notes section in PowerPoint to develop your script.
The script will later be used to record the audio option for the course. Once you have completed adding the script to all slides, you can generate the storyboard.

To generate a storyboard directly from Articulate by the following steps: 1. Open your PowerPoint course content (must have already installed Articulate). 2. From the menu bar select: Articulate > Publish

When publishing process is completed Articulate will open Word with your storyboard document created. Once you have your storyboard created you can send this off to your sponsors for approval. Checkpoint: Storyboard lead agency sign-off Build a Rapid Prototype To insure that the final course is going to meets your sponsors expectations it is recommended that you develop a small prototype. Developing

a prototype will allow you to validate the following with your sponsor: User Interface Finished course look and feel Test LMS integration
Note: You should create your prototype as soon as you have defined all the major elements of your training. You can create and test the prototype while writing the storyboard. To create a rapid prototype in Articulate open your PowerPoint content file and select a representative sub-section of the content (6-10 slides). Using your storyboard as a guide, record the narration. For additional information on recording narration please see pages 15 -25, in the Articulate Presenter 5 Documentation.
After you have completed recording narration save and publish the file. If you are planning on publishing to multiple format (Web, SCORM, AICC, CD) generate a prototype in each format for testing purposes. For additional information on recording publishing your course please see pages 93 - 112, in the Articulate Presenter 5 Documentation.

Step 3 Develop
Develop Course Materials using Articulate Now that the base course has been developed and storyboard approved, you can now enhance the course content by adding in more interactive elements including: Animations (pages 27-34, in Articulate Presenter 5 Documentation) Attachments (pages 71-72, in Articulate Presenter 5 Documentation) Inline quizzes and learning games (pages 35-45, in Articulate Presenter 5 Documentation) Flash movies (pages 47-57, in Articulate Presenter 5 Documentation) Web objects (pages 61-69, in Articulate Presenter 5 Documentation)
Once you have enhanced the course content. Record the audio, using your storyboard script as a guide. For additional information on recording narration please see pages 15 -25, in the Articulate Presenter 5 Documentation.
Develop Quizzes in Quiz Maker If you need to develop online pre/post tests or online surveys, Articulate Quiz Maker should be used. For instructions in the use of this tool please review the Articulate Quiz Maker 2 Documentation To import a Quiz Maker 2 quiz into a course created in Articulate presenter,

please see instructions on pages 35-37 in Articulate Presenter 5 Documentation. Publishing Alpha Course You are now ready to publish your Alpha course for final review by your sponsor. Follow the publishing instructions on pages 93 112 in Articulate Presenter 5 Documentation.
Finalizing course and creating final output Make the final edits agreed with your sponsor and publish the final course in the required formats.

Step 4 - Implement
LMS Deployment Articulate will support both AICC and SCORM output which should allow integration with most LMSs Follow instructions on publishing to an LMS see pages 98 103 in Articulate Presenter 5 Documentation.

CD-ROM Deployment Articulate will support publishing to CD or a network shared drive. Follow instructions on publishing to CD see pages 105 107 in Articulate Presenter 5 Documentation.
Rollout Plan With any eLearning project it is important that a rollout plan is developed, this is especially critical if this will be the first exposure to eLearning for all or part of your audience. For audiences where this is the first exposure to eLearning, it is recommended that the initial courses are held in a instructor facilitated environment whenever possible. This allows the instructor to explain the navigation, assess basic computer skills and provide direct assistance to the learners as needed. In addition it insures that the learner has a good first experience with eLearning.

Step 5 - Evaluate
Course Evaluations Articulate Quiz Marker provides options for developing on-line surveys and course evaluations. For instructions in the use of this tool please review the Articulate Quiz Maker 2 Documentation
The data collected from these evaluations should be used as input into future course updates and enhancements. Course Maintenance An agreed course review and maintenance cycle and process should be agreed and documented with your course sponsor. For all courses developed for LINGOs and LINGOs members the following files must be provided to LINGOs upon completion of the course.
