THE AGENDA OF IAC 2014 WILL FOCUS ON THE UNDER MENTIONED TOPICS:
1. REGIONAL AVIATION SAFETY AND ANALYSIS/ AIR NAVIGATION PLANNING:
This session will focus on the safety policy and standardization initiatives taken by Directorate General of Civil Aviation (DGCA) India in the wake of phenomenal growth in aviation witnessed in the recent past in order to enhance and sustain robust safety oversight system. It also includes the full range of national roles, legislation, processes, initiatives and activities which enable aviation to operate in a safe manner, in accordance with the provisions of the International Conventions. The effective and continuing implementation of ATM, SMS, SSP & PBN provisions.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to analyze India's aviation safety ranking which has been downgrade to Category II by FAA. Guidance for the development of ATM & SMS; India has laid down regulations for providing guidance on the aviation safety-related processes, procedures and activities for the establishment of Safety Management System (SMS) by organizations. To further analyze Regional accident statistics in India. By implementation and adopting the above approach India's aviation safety will enable to run in a safe manner in Indian and international context. 2. ECONOMIC DEVELOPMENT VIA TECHNICAL & REGIONAL CO-OPERATION : This session will focus on bilateral Co-Operations, that targets mutual interests concerning the modernization requirements and help to remove constraints for sustainable economic growth caused by critical bottlenecks and unbalanced development of the rapidly expanding aviation sector. The relationship between a country's (including both developed and developing economies) level of connectivity to the global air transport network and its level of productivity and economic growth. Route Dispersal guidelines, code sharing will play a vital role.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session is to breed Sustainable growth The Development and implementation of an effective preparedness plan requires political will and the support of high level management to facilitate improved multi-sector coordination, cooperation, communication and collaboration. 3. AVIATION AND ENVIRONMENT: Demand for air transport is continually growing and, if this demand is to be met with all the attendant benefits, society must also accept the costs (noise, pollution, climate change, risk, resource use etc). Whilst it is not possible to make aviation sustainable (in its present form) in the very long term, much can be and is being done to improve aviation's sustainability like Sustainable Alternative Fuels, Emission Trading scheme.
SESSION GOALS AND LEARNING OBJECTIVES: The aim for this session are to provide the industry a growth with sustainable development, where the environment is not sacrificed for growth and future generations will be able to continue to benefit from air travel. The aviation industry has already started to tackle this formidable task, but continued and imaginative effort is required to ensure the industry maximizes the use of its "environmental capacity". 4. AVIATION SECURITY AND FACILITATION This session will focus on the development of new and amended Standards and Recommended Practices (SARP's) for the security and facilitation of International Air Transport, New threats to air transport security, Simplifying Arrival/Departure Processes and Strengthening Aviation Security, Enhancing Air Cargo Security and facilitation, Major Issues and Problems with Existing Processes, Balancing Facilitation and Aviation Security in India.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to streamline Arrival/Departure procedures and strengthen airport security through safer yet more expeditious processing. Also to ensure the standardization of mechanically-deciphered travel documents, Expedited immigration & customs procedures through judicious border control systems, procedures and Use of new technologies to strengthen aviation security. 5. INVESTMENT OPPORTUNITIES, FUNDING & ASSET MANAGEMENT: This session will focus on investment trends and the inflow of Foreign Direct Investment. The various Policies as laid down by the Government of India and the bottleneck issues. The Other Issues will be pertaining to Funding /leasing, Public Private Partnerships and the other modes of Investments. This session will also focus on the Cape Town Convention and associated concerns related to the same, to facilitate asset based financing, opportunities, and reduce costs- thereby providing substantial economic benefits.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to recognize the value of Foreign Direct Investment and the other modes of Investments for the enhancement of the Economy. The Conversion of Multi Window System to Single window system taking time as a principal constraint. The growth opportunities in Airports, Navigation Facilities, Aircraft possession, other necessary set ups which require huge monetary infusions, taking into consideration the leasing patterns and with an easy funding by banks
6. AVIATION DEVELOPMENT BY INFRASTRUCTURAL APPROACH This session will focus on the infrastructural layouts pertaining to Airports (Greenfield Airports/ Brownfield Airports), Connectivity to Airports, use of Information Technology & Navigational Aids, Maintenance Repairs & Overhauling. An easy access to connect the remotest of the places via Air Connectivity through Infrastructural Development. Associations of State Government with the Central Government. Restructuring of Abandoned Air fields for Regional Connectivity.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to strengthen the Regional Connectivity through the Infrastructural developmental approach. The roles of Center & State Relations are well taken in accordance. 7. DEVELOPMENT CHALLENGES BEING FACED BY AVIATION INDUSTRY AND REMEDIES TO OVERCOME THESE CHALLENGES This session will focus on the growth of Aviation Sector and the associated challenges on domestic and international platform. Challenges posed by national and state policies, law, regulation and practices. Air carriers face other challenges in the web of national and state regulation and taxation, fuel costs, trading of Aviation Turbine Fuel (ATF) from foreign sources, Airports Development fees, Etc., Aircraft Manufacturing & Certifications, Aircraft Acquisition and Issues related to General Aviation.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are based on the challenges being faced for the up gradation and enhancement of the Aviation domain at par with Global standards pertaining to the policies of government and associated Industry. 8. ENCOURAGEMENT OF UNIFORM CIVIL AVIATION POLICIES: This session will focus on enhancement of uniform Civil Aviation policies pertaining to International Relations. The relations and co-ordination between Indian and other civil aviation agencies. The relationship between regulator and operator to strengthen the safety measures and the Involvement of Operators in the policy making decisions. Passenger related issues and stake holder's grievance redressal mechanisms.
SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are the strategies and Endeavour to promote safe and efficient Air Transportation through regulation and proactive safety oversight system. To overcome Operator issues for enhancing economic development, and to strengthen the laws governing international civil aviation. 9. HELICOPTER CONFERENCE: This session will focus on enhancement of HEMS (Helicopter Emergency Medical Services), Helicopters for Disaster Management, Law Enforcement,Aerial Works, General Tourism Etc. The Regulatory Issues pertaining to Acquisition , Type Certification, STC's, Maintenance & other related issues. Possibilities for Joint Defence & Civil MRO's. SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to develop strategies and objectives to provide safe, secure, and efficient Flight Operations. Adoption of Bilateral Consensus on Certification Issues, Infrastructure set up Etc. 10. AMALGAMATING AVIATION DOMAIN WITH ALLIED DOMAINS: This session will focus on streamlining and combining related Sub- domains and framing of policies pertaining to Regulatory & Operational Mode. The amalgamation of domians like Medical Tourism, Promotion of Adventure Sports, Policies for UAV's under Civil Aviation, Manufacturing of Aircrafts and Related Certification Issues, Training & Employment Issues . SESSION GOALS AND LEARNING OBJECTIVES: The goals for this session are to develop strategies and objectives to utilize the maximum potential of Aviation Domain, to create Employment opportunities, Modernization and Harmonization of rules and regulations. Etc. SPEAKERS The Speakers include eminent personalities from Civil Aviation and other related Sub-Domains Viz.
