The Shamong Township Committee introduced the 2015 tentative municipal budget at last
weeks meeting. The budget, totaling $2.75 million, saw an increase
of nearly $153,000 from 2014.
There was an increase in salaries
and wages of $19,866 and a decrease in capital improvements of
$48,000.
The anticipated revenue for the
township is $2.3 million, leaving
$426,045.61 to be raised by local
taxation. This will mean an increased tax rate of 1.6 cents per
$100 of assessed valuation, resulting in an annual municipal tax
increase for residents of $50 on a
house assessed at the township
average of $308,000.
The reserve for uncollected
taxes totaled $361,553.06. The balance of the townships outstanding debt is $349,556.60, reflecting a

Hello, and I apologize for taking four months this year to

speak to you. The subject I have
been wanting to communicate is
about the condition of our roads
and what your Township Committee is going to do about it. But
first, a huge shout out to our guys
in the DPW for plowing the roads
beautifully this winter. Once
again, we all knew when we were
back in Shamong due to our
roads being dry and safe. Thank
you Snookie and Gary and crew!
Its been a rough and cold winter, and now that spring is here, so
are the potholes I am sure most of
you have encountered doing a serpentine on Stokes Road near Oak
Shade or on Oak Shade near
Stokes. These are county-owned
roads and they are the ones responsible for maintaining them,
thankfully for our budget. However, it does nothing to help us avoid
losing tires in the meantime. Sue
Onorato has been told by the
county they are budgeting to have
these roads repaved in the spring
of 2016. So, we are going to fill the
potholes the best we can with asphalt patch and other materials to
make the driving safer.
The Township Committee has
elected to do a roadway micro
sealant on a bunch of roads in
town that are not in bad shape,
but with this very cost-effective

solution,
we
can keep these
roads in good
condition for
an extra five to
10 years. Additionally, we are
currently looking at the list of
roads that need
work and are
developing a Kenneth Long

The Committee is looking at different ways to get as many roads
repaired or repaved as possible in
the shortest amount of time, utilizing the revenue we normally
receive, creative loans and other
means. Nothing has been determined or approved as yet. However, there will be a program developed this year, and our residents
will be invited to a meeting to
learn more about it.
We are applying to the NJDOT
for funding for specific road
repaving issues again this year.
We applied last year and received
funding for Tuckerton Road in
conjunction with Tabernacle. I
am hopeful we will get more funding this year for other road projects.
Please be patient and be safe on
those roads that can swallow your
car.

State Police still searching for suspect

involved in two local child luring incidents

still searching for a suspect wanted for attempted child luring.
Two separate incidents are
being investigated in which a
male approached and initiated
conversation with two minors,

he spoke to one of the girls, asking her about the breed of dog she
was walking. He reappeared on
March 22 as the two girls observed the same man and vehicle
drive by them and then circle
around, making the girls feel uncomfortable.

concerns were valid after questioning the two students, who attend Olson Middle School.

But now its time to move to the next phase reducing property taxes

Christie won a political battle,
enacting a 2 percent cap on municipal tax levies. The law limited
property-taxing budget increases to a
maximum of 2 percent with some exceptions down from 4 percent, lest
they be subject to public vote.
While some argued at the time
whether the cap would work, or
whether it was another political ploy,
the data says it has had a positive effect.
Since the cap was enacted, property
taxes rose 2.4 percent on average in
2011, 1.6 percent in 2012, 1.3 percent in
2013 and 2.2 percent in 2014. From 2004
to 2006, property taxes increased at
least 7 percent each year.
Thats data we can stand behind, but
now, five years after the caps enaction,
more needs to be done. Its not simply
good enough that property tax increases have leveled off; we need to find a

way to reduce the property tax burden

on our residents.
While the increase last year was
only 2.2 percent, New Jerseys average
property tax bill rose to the highest its
ever been to $8,161 on average, according to Department of Community
Affairs data. The average property taxpayer paid an additional $173 in property taxes last year, up from an average
total of $7,988 in 2013.
Heres some more ugly data...
Only 0.2 percent of homeowners in
the U.S. paid more than $8,000 last year
in property taxes which is lower
than our state average.
New Jersey collects $3,000 per capi-

ta in property taxes. Seventy-nine percent of American homeowners paid

less than $1,750 last year, and only 3
percent paid more than $4,000.
Christies property-tax cap was
never going to fix the problem of New
Jerseys high property taxes; it wasnt
designed to do so. It has helped keep
local taxing entities in check, but thats
only a start.
Step 2 of property tax reform should
be initiatives to lower property taxes.
Some of these are in place, such as incentives to bring new business to the
states barren wastelands such as
Trenton and Camden.
But that is not enough. We need to
bring more business and more jobs to
this state, more ratables for our towns
and school districts to offset the taxes
these entities need to operate. Taxes
arent going up too much, and thats
good, but now they need to start going
down.

A resolution that was discussed in detail at the meeting
was the road micro-surfacing
project. The township is exploring various alternatives to address improving and repairing
road conditions within the municipality.
This is phase one of the deal
that we plan to have done by the
end of the year, Mayor Kenneth
Long said.
The township wants to pursue
micro-surfacing as a long-term
cost-saving measure after reviewing information on the benefits of
micro-surfacing to extend the life
of certain roads of adequate condition.
We are looking to stop the
bleeding before these roads get
away from us and cost two to four

times as much, Township Administrator Susan Onorato said.

The Rabies Clinic for March
21 has been rescheduled to April
25 due to a problem with the rabies vaccine.
There was a report of mercury in the well on Grassy Lake
Road that could very well be natural occurring mercury but will be
tested. The two properties on
each side of the house and three
additional properties behind it
will be tested, and the results of
these tests will be examined.
Baker Field lights are back
running after being inspected
and approved. A timer has been
set for 11 p.m. to provide ample
time for teams to finish their

A hearing on the budget and
tax resolution will be held at the
Municipal Building on May 5 at
