State Department of Trans-
portation grant money designat-
ed for the paving of Fairview
Road was discussed at the Sept. 4
township council meeting.
The DOT had awarded the
township money to complete a
paving project with a $150,000
grant. The township began the
Fairview project, and it stalled
around the location of Jackson
St. The township applied for an-
other round of grants to continue
funding the project. In 2011, the
state denied the project any addi-
tional funding, and the road is
currently only two-thirds of the
way finished.
The township paved a portion
of Fairview a few years ago with
NJDOT grant funds. The town-
ship was awarded another grant
to continue paving Fairview, but
due to budget and transition of
council and its professionals, it
was decided to request an exten-

project, said township manager
Chris Schultz. We requested a
year [extension] but were granted
6 months, which puts us into
early 2013 for award of the proj-
ect.
If the township does not decide
to use the grant money awarded
for the project the funds will ex-
pire within two years and the
money would no longer be avail-
able for use. The township then
would not be encumbered for an-
other five years.
The application was originally
for $362,000. In most cases, town-
ships match the grant money,
however Medford Township can-
not currently afford to match
those funds, officials said.
Stay at Fairview road, get that
done. Just finish Fairview road
with just the $150,000 and apply
for what that doesnt cover,
Mayor Randy Pace said.
An additional road project put
in place by the Homeowners As-
sociation was discussed at length
due to the funding sitting without
use. The funding was put in place
for road improvements for Bret-
shire Court in Taunton Trace.
The infrastructure is such
that the parking lots and roadway
are basically one. As the town-
ship is responsible for the road
and the HOA the parking, the

Work on task force
report has begun
cost share with the township so
that everything was done at one
time. I do not know why the town-
ship did not complete this project.
Funding has been in place since
that time, said Schultz.
The project cost is $400,000 and
will be going to bid this fall. Previ-
ously, the money had been sitting
for three years.
The work to improve what the
task force found has begun.
Schultz is working on a compre-
hensive purchasing manual for
emergency procurement to create
an improved method of procur-
ing contracts in emergency situa-
tions. The manual will itemize
written policy to avoid any confu-
sion.
The procedure for an emer-
gency procurement, according to
Schultz, would require a depart-
ment head or, in their absence,
his or her designee.
As soon as reasonably possi-
ble, they would need to notify the
township manager of the need for
awarding of a contract or pur-
chase order, the nature of the
emergency, the time of its occur-
rence and the need for invoking
the emergency provisions of the
law. If the township manager is
satisfied that an emergency ex-
ists, he or she shall be authorized
to award a contract or contracts
for such purposes as may be nec-
essary to respond to the emergent
needs, Schultz said.
The emergency procurement is
an effort to avoid any contract
conflicts.

will be held on Sept. 18
Once council passes the reso-
lution, it will become the policy of
the township now and into the fu-
ture but does not prohibit future
councils or managers from
changing it. But the law is fairly
straight forward on this process,
Schultz said.
The Local Government Insti-
tute began Tuesday, Sept. 11.
Schultz noted the class was one
seat short of being full.
I am looking forward to work-
ing with our residents who have
shown an interest in understand-
ing local government and how it
operates, Schultz said.

meeting will be held Sept. 18
at 7:30 p.m. at the Public
Safety Building located at 91
Union St.

he news from July wasnt great
for Atlantic City: another big
loss in casino win money from
the same month last year.
But, all is not lost, and August prom-
ised to be a bit better because we avoid-
ed a tropical storm, unlike last year.
The state reported that casino rev-
enue was down 9.5 percent from July
2011. That includes a lost weekend
(2011 had five weekends).
But comparing year-over-year data
might not be all that relevant to At-
lantic Citys future. Big wins or loss-
es on the part of high-rolling gam-
blers can make a difference. And the
citys fate really doesnt lie in the
hands of a hot weekend here and
there.
Atlantic Citys future depends on be-
coming a vacation destination for peo-
ple who not only like to gamble, but
also enjoy fine dining, entertainment,
nightlife and more.
The days of relying on busloads of
gamblers from surrounding states to
pay the bills are over. Those buses now
stop at casinos that are located much
closer to the gambers homes. Atlantic
City casinos have registered losses
ever since Pennsylvania opened its
casinos almost six years ago. Pennsyl-
vania gamblers, quite naturally, are
staying closer to home. At least those
who just want to spend a few hours in
front of a slot machine.
Atlantic Citys future is more closely
tied to new ventures, such as the Revel,
which is touting itself as something
much more than just a gambling hall.
That casino is seeing revenue growth.
Maybe not as much or as quickly as all
would like, but, nonetheless, it is grow-
ing.
Atlantic City has to reinvent itself
and thats not an impossible task. It
has to become the East Coast version
off Las Vegas something so grand, so
spectacular that people bypass their
local gambling establishment to expe-
rience something special.
Its on its way. But it wont get there
overnight.

Sure the July casino revenue numbers
were down. But a new marketing cam-
paign and other efforts seem to indi-
cate that Atlantic City finally realizes it
has to be something other than a col-
lection of gambling halls.
Rec department to support soccer program

The Medford Recreation Department
will be supporting the U.S. Soccer Founda-
tions Passback program benefitting needy
soccer players at the soccer season opener
Saturday, Sept. 15.
Over time, you accumulate equip-
ment, said Lisa Jones a member of the
recreation board in Medford. People in
Medford often have those possessions [to
donate].
According to Passbacks website, the or-
ganization has donated a total of 794,662
pieces of equipment to needy athletes.
Passbacks goal is to reach 1 million ath-
letes with the program. The organization is
international and assists teams all over the
globe. Despite the needs of international
youth athletes, there is still a demand for
the soccer equipment in our home state, ac-
cording to Jones.
Its for hundreds of kids who have a
need for equipment, said Jones. The idea
is that its a local collection, because theres
a need for it in New Jersey.
The dedication of our Passback Stars
has allowed us to enrich lives through soc-
cer and provide desperately needed equip-
ment to hundreds of people who dont have
the means to get equipment on their own,
the Passback website states.
There are three organizations Jones is
researching that could receive donations
from the Sept. 15 fundraiser.
In Holmdel, St. Parish soccer club
needs 400 pieces of equipment, William
Trippley in Berlin needs 100 pieces and
East Brunswick is looking for 500 pieces,
Jones said.
The Passback program requires gently
used equipment, including cleats, shin
guards and jerseys used by players.
Jones intends on donating 12 pairs of
gently used cleats her children used over
the years, but eventually grew out of as
they grew older. Both her children partici-
pated in soccer programs through their
youth and into college.
As children grow each year, the equip-
ment is grown out of and you can donate it
to the less fortunate in New Jersey, Jones
said.
Those willing to make donations can do
so Saturday, Sept. 15 at the fields located at
Freedom and Bende park soccer fields.
Saturday is the big day for soccer and
the best day for collection during the
games, Jones said.
A possible second collection date has yet
to be determined. Jones is unsure when the
next best date in correlation with the sea-
son.

Jones hopeful for community support

Jones is unsure of what to ex-
pect from the community, but is
hopeful for more than 100 contri-
butions to the cause.

ed first novel, The Last Newspa-
perman.
The Last Newspaperman is a
story about tabloid journalism in
the 1920s and 30s, and how it cre-
ated the crime-saturated and
celebrity-obsessed media we have
today.
The novels fictional protago-
nist is Frederick Haines, a one-
time star tabloid reporter for the
New York Daily Mirror now near-
ing the end of his life. A young re-
porter on assignment listens with
rapt attention as Haines gives
him the back stories on the Lind-
bergh baby kidnapping, the Hin-
denburg disaster, the deadly
Morro Castle cruise ship fire, and
