The location of the cultural complex is critical to the youths’ learning and participation. In
choosing the most appropriate and economical site for the cultural complex, certain
considerations must be looked into. Each property was assessed based on the key factors
affecting site, in combination with the program, and potential for long term growth. The
criteria is applied against each site, in combination with information from several sources,
including: Provincial Development & Physical Framework Plan (PDPF) 2015, City Planning &
Cultural. The location must be readily accessible to Tagbilaran City and Baclayon,
for the reason that these areas are near the ancestral lands of the Cultural
School of Living Tradition, the SLT may be held in a place/venue most convenient
Accessibility. Locate the site where transportation will not be difficult to access by
the youth, teachers and staffs (living master/culture bearer or culture specialist),
and tourist/visitors. This will be helpful for the promotion of heritage and arts, and
view. This will assist in creating a stimulating learning environment such as gardens
and national historical landmarks which adds potential of the proposed project as a
