I. Project Description
The project involves the design and construction of a 5 MLD bulk water supply system for the Abuyog Water
District, consisting of the following components:
Component “A’: Water treatment plant (WTP) with a capacity of 5 million liters/day ( 5MLD), inclusive of all
its accessories, a diversion weir, intake structure, supply of raw water and dosing pumps, piping, laboratory
and admin building, power house, chlorination pumps and treated water pumps, steel tank as reservoir with a
total capacity of 500 cubic meters (cu.m.), supply of standby generator rated at 250 KVA, guard house, site
development, perimeter fencing with gate and other items in Brgy. Balinsasayao, Abuyog, Leyte.
Component “B”; Transmission facilities capable of transmitting 5 MLD of treated water from a 500 cu.m.
ground tank located in Bgy. Balinsasayao down to a defined service area of the Abuyog Water District via a
series of pumps, transmission and distribution lines and ancillaries, and passing through the existing ground
tank in Abuyog, Leyte. As agreed upon during the 2 nd Coordination Meeting held in Abuyog WD on 21 August
2018, the WD’s desired minimum acceptable water pressure is 7 pounds/square inch (PSI) to 10 PSI.
The project is being implemented under two separate contracts, both between WVI and AKI.

III. Project Status and Progress
- Civil works engineering design and preparation of corresponding construction drawings is 80%
complete. Civil works design plans and construction drawings for the weir, administrative building,
filtration house and Genset/Power house were presented and approved by Mr. Dimatulac of WVI
and GM Merro of AWD. An advance copy of the completed plans and drawings was submitted to
the Abuyog municipal engineer who requested for an update on the bill of materials. The bill of
materials is now being prepared and will be submitted by NIC by mid November 2018. Detailed
civil works design of the intake/sump pit, lagoon, ground tank and the method of statement in
carrying out the geo-technical investigation is work in progress. Equipment brochures and the
process design of the water treatment component as prepared by NIC were submitted by AKI to
WVI. A copy of this submittal was later presented by Engr. Dimatulac and Mr. de Asis to WVI’s Mr.
Leonor for his comments during a luncheon meeting on 26 October 2018 which was also attended
by AKI’s Mr. Daway and NIC’s Mr. Rabulan.
- Administration Building: Erection of formworks and pouring of concrete for roof beams have
been completed.
- Filtration House: Concreting of roof beams has been completed and concrete is in the curing
process.

B. Component “B” (Transmission Pipelines)
- Detailed plans and drawings have been completed. Three sets of the design drawings have
already been approved by WVI and AWD and have been stamped “For Construction”.
- WVI has issued the check required by Nation to cover the Purchase Order for pipes and fittings.
However, the price of materials has increased by 5 million pesos in the meantime. The question
on who will shoulder the price increase is being discussed with WVI. AKI wrote a letter to WVI on
22 October 2018 justifying why the price increase should not be borne by WPC and request a
meeting to resolve the issue. Please refer to Action Item #3 in Section IV.
- Markings/staking at the proposed pipeline route along national and barangay roads have been
completed in all eleven barangays namely: Balinsasayao, Paguite, Balocawehay, Katipunan,
Balocawe, Tabigue, Canmarating, Odiongan, Barayong, Bunga and San Isidro.

IV. Action Items
Description Status
1 Obtain Mayor’s Permit Permit application and advance copy of the
civil works design and drawings as approved
by AWD and WVI have been submitted to the
office of the Municipal Engineer which required
an updated Bill of Materials. Said Bill of
Materials is now being prepared by NIC and
will be submitted by mid November 2018.
2 Obtain DPWH Permit Design plans and drawings together with an
application for Construction permit were
already submitted to DPWH. Additional cross
section requirements by DPWH will be
submitted by mid November 2018.
3 Resolve the fund source for the increase in AKI wrote Chairman Dy requesting that WVI
the cost of pipes and fittings as a result of bear the price increase for reasons stated in
delays in the financial arrangements the letter dated 22 October 2018. Chairman
between WVI and Nation for the Purchase Dy indicated he will talk to Mrs. Chiu of Nation.
Order AKI awaits the advice of Chairman Dy and
WVI’s evaluation of the request.
4 Resolve Right-of-Way (ROW) issues On 19 October 2018, Mayor Lemuel Traya of
Abuyog presided over a meeting with
Barangay Chairmen, WVI, AKI and its
subcontractors, and the Abuyog Water District
to discuss ROW. The Mayor called on the
Barangay Chairmen of the affected areas to
conduct information campaigns with their
respective constituents regarding ROW for the
pipe-laying activities.
