Medel (2015) mentioned that a manual information system is one that does not rely on any
computerized systems and a computer-based information system does. A manual-based system
will see information recorded and kept in different ways such as in files in paper form. Whereas
a computer based information system will see data stored on various computer programs
including on databases, Word documents, Excel etc.
Algara (2015) in a study on Barangay Resident Record Management and Certificate Issuance
System stated that this study focuses on the records management system of the said Barangay.
The Barangay treasurer/secretary is the one who performs permits, certificates transactions
community tax, business taxes, and other fees. They are also in charge of keeping tracks of the
records, capture and maintain up-to-date records of all issuance transactions and daily,
monthly, yearly reports. They manually handled transactions daily; specially get Barangay
clearance, certification, cedula and permits. Before the accomplishment of the task the
constituents who request must undergo a long process. Same through with storing of files,
updating, accessing of data and recording the expenses, they used folders and log of papers for
its storage. The staff encountered difficulties and long procedure in retrieving and recording
files.

According to Nestor (2016), barangay represent the government at the grass root level. They are
considered the epitome of what the government can offer and are the court of first help of the general
populace.

Henczel (n.d.) calls this as information audit, focusing on the information sources, resources, show and
how information contributes to the objectives of an organization like barangay. This study is the solution
to the problems stated and to enhance the quality of service a barangay office offers to its clients.
Furthermore, this serves as an awakening factor for all government offices, from highest to lowest
levels, to be in line with the government's view of globalization and competitiveness in today's
information age.

Dr. Peter G. Knight (n.d) in his study, The Online Information System, can stored data, that is, its file or
its database, are usually organized in such a way that individual pieces of data can be retrieve and for
modified quickly and without necessarily accessing any other piece of data in the system. The
effectiveness is achieved when management style is moving to mutual participation of employers, and
enhances the organization to achieve efficiently and effectively its services to the people.

Nature of Business

As the basic political unit, the barangay serves as the primary planning and implementing
unit of government policies, plans, programs, projects, and activities in the community, and as a
forum wherein the collective views of the people may be expressed, crystallized and considered,
and where disputes may be amicably settled.

o How do they process (about your title)

Barangay, as the smallest unit and lowest level of government, has its duties and
responsibilities within its jurisdiction. One of these is managing the barangay citizen’s requests
and financial records such as Budget Information, Census, Barangay Cases, Barangay Certificates,
Barangay Clearance, Barangay Indigency, Barangay Permits, etc. But before these could be
released, the data collected from the residents will undergo a process. The Barangay
treasurer/secretary is the one who performs permits, certificates transactions community tax,
business taxes, and other fees. They are also in charge of keeping tracks of the records, capture
and maintain up-to-date records of all issuance transactions and daily, monthly, yearly reports.
These records are sufficient for various purposes that required an appropriate, consistent and
secured storage of files. The system that they are using until now is a manual based process for
all services to its constituents. They manually handled transactions daily; specially get Barangay
clearance, certification, cedula and permits. Before the accomplishment of the task the
constituents who request must undergo a long process .Same through with storing of files,
updating, accessing of data and recording the expenses, they used folders and log of papers for
its storage. The staff encountered difficulties and long procedure in retrieving, recording,
computing and processing of financial and accounting data.

PROCESS OF DOCUMENT RELEASE

Data collection: Before processing any documents requested by the resident of Brgy. 662, data
has to be collected through personal interaction (verbal communication) with them. It is then
recorded in the log book to secure a copy of those information. Afterwards, these will be encoded
in their database which will serve as the profile of the resident.

Preparation: To obtain the data needed for certain requests, they will base on the profiles of the
residents in their database. They will just note the type and purpose of document requested. The
residents will then have to pay certain amount and will be advised when the document will be
ready for release, especially when the signatories are not around.

Input: After the data has been gathered, this will be encoded in the ready-made formats of the
barangay depending on the document requested.
Processing: Once encoded in the ready-made formats, the document will be ready for printing.
After printing, the signatories has to be completed. The document shall also have the official dry-
seal of the barangay.

Output: Once the document has undergone those process mentioned above, it is then ready for
release.

Storage: After the release, it is then recorded in their record book and MS Access that a certain
document was requested by a certain resident and has paid a certain amount for it.

OBJECTIVE OF THE STUDY

General Objective
 Organize barangay records, request and projects for accessible look up
 Reduce paper dependency
 Produce forms on each request
 Client request transaction are prioritized
 Input resident’s profile electronically
