Comments on BHEL’s offer No.IS-1-06-999014 for Package SE-21

Power Distribution Equipment

The party shall note and confirm the following:

1. 1.3 System voltage for LT system shall be 440 V and not 415 V.
2. 3.1.1 Separate control and relay panel for the one no. additional VCB
(extension panel) shall be provided for the coke oven substation
(non essential) only. For the extension panel at 11 kV BF-2
substation, integral type VCB panel shall be provided. Separate
control and relay panel for this VCB is not required. However,
only a separate control switch along with associated cabling
shall be included by the tenderer in their scope.
3. 3.1.1 The total width of the VCB panel along with the adaptor panel
shall be restricted to 1200 mm.
4. - Wall mounted remote control panel with TNC switches shall be
provided in the switchgear room for 11 kV and 3.3 kV panels.
For 3.3 kV motors, TNC switch shall be provided near the
motors. The local control stations shall also have ammeter and
emergency stop push button.
5. 3.1.1 The busbar of the extension panel shall be of the same material
as of the main switchboard.
6. 3.1.1 The lead acid battery shall be VRLA sealed maintenance free
type.
7. 3.1.1 The 440 V busduct shall be rated for a short circuit current of 50
kA for 1 sec.
8. 3.1.1 The insulation for 1.1 kV LT Power cables shall be XLPE and
not PVC.
9. 3.2 The list of commissioning spares indicated by the party is
minimum only. All spares required during commissioning shall
be in the scope of the tenderer.
10. 3.3 The list of 2 year spares for 11 kV switchboard is incomplete. It
shall be in line with the TS (page 84-85).
11. 4.2 The facilities to be provided at site to the party shall be
discussed during tender discussions.
12. 5.1 Supply and installation of complete earthing system for the
substations shall be in the scope of the tenderer.
13. 5.1 Minor civil works such as grouting of inserts, putting pipe
inserts for cable entry, and minor modifications in foundations
(if necessary) shall be in the scope of the tenderer.
14. 6.1 The specification for the HT switchgear appears to be for 6.6
 kV system. The party shall furnish the parameters for 3.3 kV
and 11 kV switchgear.
15. 6.1 The rated short circuit current for 11 kV and 3.3 kV switchgear
shall be 40 kA and 26.2 kA for 3 sec respectively.
16. 6.1 The spring charging motors for HT switchboard shall be rated
for 240 V AC.
17. 6.1.2 The accuracy class of protection core of the CT of HT
switchboard shall be 10P15.
18. 6.1.2 The accuracy class of PT in the HT switchboard shall be 0.5.
19. 6.1.2 The size of the indicating instrument in the incomer and
buscoupler shall be 144x144.
20. 6.2 Permissible maximum temperature at an ambient of 50 deg.C
shall be limited to 35 deg for oil and 45 deg for windings.
21. 6.2.1 The no load voltage of distribution transformers shall be 460 V
and not 415 V.
22. 6.2.1 The vector group of distribution transformer shall be DYn11
and not DYn1.
23. 6.2.1 The percentage impedance of the transformer shall be as per TS.
24. 6.2.1 Transformers shall be designed to withstand the thermal and
dynamic stresses due to short circuit at its terminals for a
duration of 5 sec.
25. 6.2.1 The enclosure protection class for the marshalling box of the
transformer shall be IP55.
26. 6.3.2 The busbar of the 440V PCC shall be rated for 4000Amps.
27. 6.3.3 Temperature rise of LT busbars shall not exceed 40 deg.C
above an ambient of 50 deg.C.
28. 6.3.4 Microprocessor based direct acting releases shall be provided in
the outgoing ACBs only. Incomer and buscoupler shall be
provided with communicable type numerical relays.
29. 6.3.11 Ammeters in the LT switchboard shall have an accuracy class of
1.0 and not 1.5.
30. List of makes The list of makes for power distribution shall be strictly in line
with clause 9.0 of the TS. However, the following makes shall
be included for capacitor bank:

31. - Supply and installation of Push button station with trip PBs in
the transformer room for tripping of upstream breaker shall be
in the tenderer’s scope.
32. - Items not specifically mentioned but required for successful
completion of the works shall deemed to be included in the
scope of work of the tenderer.
33. - Unit rates for all the major items shall be indicated for any
addition / deletion during the execution of the project.
34. - Transformer losses for all ratings shall be indicated.
Capitalization of losses shall be done in accordance with clause
3.2.19 of the TS.
35. Confirm the complete scope of work as per clause 2.2.2 of TS.
36. Confirm that the specification of equipment shall be as per
clause 3.0 of TS, except for mutually agreed deviations.
37. The cable sizes and number of cables connected in each cubicle,
meter scales, relay and release ranges, CT ratios as shown in the
tender drawings are indicative only and shall be finalized during
detail engineering. No extra claims on this account shall be
acceptable.
38. The tenderer to confirm submission of all drawings as per
clause 2.3.1 and the assignment drawings as per clause 2.2.4 of
the TS after placement of order.
39. The quantity of 11 kV and 3.3 kV cables are indicative only and
shall be as per actual requirements. No claim for extra payment
shall be considered for this.
