READY STORE DIVISION OF THE NAVAL LOGISTICS CENTER

CHAPTER 1

THE PROBLEM AND ITS SETTING

Background of the Study

“Civilian authority is, at all times, supreme over the military. The Armed Forces of

the Philippines is the protector of the people and the State. Its goal is to secure the

sovereignty of the State and the integrity of the national territory.” This is the mandate

that the Armed Forces of the Philippines governing its function to protect and secure the

sovereignty of the State and its people (Article 2 Section 3, Philippine Constitution

1987).

Logistics is a vital part of an organization that ensures the efficiency and

effectiveness in achievement of organizations’ goals. It can be compared to the

backbone of the body that provides the necessary support for the organization in the

fulfillment of its mission. As defined in the Merriam-Webster Dictionary (2018), it is the

aspect of the military science dealing with the procurement, maintenance and

transportation of military materiel, facilities and personnel. In the North Atlantic Treaty

Organization (NATO) Logistics Handbook (2012), it is defined as the science of

planning and carrying out the movement and maintenance of forces. In its most

comprehensive sense, the aspects of military operations which deal with: (a) design and

development, acquisition, storage, movement, distribution, maintenance, evacuation

and disposal of materiel; (b) transport of personnel; (c) acquisition or construction,

maintenance, operation and disposition of facilities; (d) acquisition or furnishing of


services; and (e) medical and health service support. A logistics function in the military

is not a simple function rather a complex one that requires careful and deliberate

planning, organization and implementation.

The Armed Forces of the Philippines just like any other organization has various

elements to fulfill its function. As stated in the AFP Manual 4-00 for Logistics (2013), it

was described as a necessary aspect of defense system under any situation. It is a

system established to effectively discharge and dispense supplies and, materiel

essential in the delivery of the Armed Forces of the Philippines.

The Philippine Navy is the branch of the Armed Forces of the Philippines that

deals with the naval warfare. Currently, it has an estimated strength of around 25,000

active service personnel including the Philippine Marine Corps and estimated of 15,000

Reserve Force personnel. The Logistics function of the Philippine Navy is being handled

by the Assistant Chief of Naval Staff for Logistics, N4. Stipulated in the AFPM 4-00 for

Logistics, the Assistant Chief of Naval Staff for Logistics, N4 has the primary

responsibility to assist and advise the Flag Officer In Command, PN in the planning,

organization, supervision, direction, control, evaluation and study and implementation of

concepts and policies to ensure sustained logistics to all Philippine Navy units.

Pursuant to Headquarters Philippine Navy (HPN) General Orders

Number 107 dated 14 April 1994, the Naval Logistics Center (NLC) is a logistics support

unit under the administrative and control of the Flag Officer – In - Command (FOIC) PN

and under the functional control and supervision of the Assistant Chief of the Naval Staff

for Logistics, N-4 which will provide the Philippine Navy-wide logistics support. The

mission of the Naval Logistics Center is to provide the delivery of supply and other
related support services that would satisfy the logistics requirements of the Philippine

Navy. In addition, the Naval Logistics Center aids the Assistant Chief of Naval Staff for

Logistics, N4 in the conduct of training activities necessary for the enhancement of the

knowledge and skills of Philippine Navy personnel on logistics operations.

One of the supplies that is being catered or distributed by the Naval Logistics

Center are the 72-100 Revolving Fund items. Management of the receipts, storage,

issuance and accounting of supplies employing the 72-100 revolving fund concept of

operation are the basic responsibilities of the Ready Store Division (RSD). The mission

of the Ready Store Division (RSD) is to provide the timely delivery of 72-100 revolving

fund supplies necessary to satisfy the logistics requirements of the Philippine Navy units

for the accomplishment of the respective missions.

Hence, the efficiency level should be assessed to evaluate if the Ready Store

Division is fulfilling its primary mission that would satisfy the logistics requirement of the

Philippine Navy units that will augment in the accomplishment of the units’ respective

missions.

Statement of the Problem

This study aims to determine the efficiency of the Ready Store Division in

achieving its mission through the evaluation of its functions. Further, the researcher will

seek to answer the following questions:

1. What is the level of performance of the Ready Store Division in terms of:

a. Personnel

b. Facilities and Equipment


2. What are the challenges encountered by the Ready Store Division in performing

its mandated mission and functions?

3. What are the possible solutions for the challenges encountered by the Ready

Store Division to improve it services being rendered to the Philippine Navy Units?

Objectives of the Study

The objectives of this study are as follows:

1. To determine the level of performance of Ready Store Division in the

receipt, storage and distribution of the 72-100 revolving funds of the Philippine Navy

Units.

2. To identify the challenges encountered by the Ready Store Division in

performing its mandated mission and functions.

3. To enumerate possible solutions for the improvement of the services

provided by the Ready Store Division to the Philippine Navy Units.

Significance of the Study

The Ready Store Division has a major functionality to ensure the timely delivery

of the 72-100 Revolving fund supplies to different Philippine Navy units. The findings of

this study may become significant to the following:

GENERAL HEADQUARTERS, ARMED FORCES OF THE PHILIPPINES. They

may craft policies that may upgrade and uplift the logistics functions of the Philippine

Navy.
PHILIPPINE NAVY. Be able to implement and localize policies that will

completely assess the functionality and efficiency of the logistics in the organization to

ensure the satisfaction of the fulfillment of the mission of the Philippine Navy units.

NAVAL LOGISTICS CENTER. Evaluate and assess the improvement of the

logistics functionality that will aid in the mission of the Philippine Navy.

READY STORE DIVISION. Evaluate and assess the efficiency and effectivity of

the division in fulfilling its mission to ensure the timely delivery of 72-100 Revolving fund

supplies necessary for the achievement of the mission of the Philippine Navy units.

Scope and Limitation

This study was conducted at the Ready Store Division of the Naval Logistics

Center in the Naval Station Pascual Ledesma Fort San Felipe Cavite City. (also state
