Proposed Action Plan to enhance Implementation of School-Based Management

in the Public Secondary Schools in the District of Hinoba-an

Rationale

According to Herman and Herman (1993), the best way to ensure improvement in

education outcome is to focus on individual school building which is managed by the

principal who is the key instructional leader. Likewise, business and industry want

schools to improve in order that workers will be more productive and intuitive which will

in turn improve the competitiveness of the business and ultimately enhance our economy.

On the other hand, in terms of advantages of SBM, Herman and Herman (1993, as

cited by AASA (1998), SBM: a) draws on the expertise and competence of those who

work in schools to make decisions to improve learning; b) gives teachers, staff, and

community increased input into decisions; c) improves moral as staff see they can have

an immediate impact on their environment; d) shifts the emphasis of staff development,

since teachers are directly involved in determining what they need; e) focuses the

accountability for decisions; f) brings both financial and instructional resources in line

with instructional goal; g) provides better services and programs to students; h) nurtures

new leaders at all levels; and i) and increases the quality and quantity of communication,

of which more is likely to be informal such as face to face.

The aforementioned rationale and advantages of SBM necessitate an enhanced

program to make it more effective. This propose enhancement program will be presented

to the respondent schools and the Division of Negros Occidental for their reference and

future basis of improving SBM practices in their respective schools.

Program Description

The program is “A Proposed Action Plan to Enhance SBM implementation in the

public secondary schools in the District of Hinoba-an.” This will involve the teachers and

community stakeholders in the District of Hinoba-an. The focused areas are based on the

results of the study.

General Objectives

a. Teachers and community stakeholders must be reoriented on their role and

involvement in the formulation of the development plan (e.g. SIP);

b. Teachers should endeavour to meet the educational needs of all types of students

for improvement of school learning outcomes that could be benchmarked by other

schools.

c. School community stakeholders continuously and collaboratively review and

enhance the school’s accountability systems’ processes, mechanisms and tools.

d. Deepen stakeholder’s awareness of resource inventory as basis for resource

allocation and mobilization.

Program Content

The program focuses on the least SBM practiced under the four principles

underpinning SBM as assessed by the secondary school teachers in the District of

Hinoba-an. It also specifies the resources needed to meet the desired objectives at the

specified time frame. Various activities and persons responsible are also indicated.

Program Management

The proposed program will be managed and implemented by the public schools in

the District of Hinoba-an as reflected in the proposed action plan.

Implementation will commence on the 1st week of July, when all things related

to the opening of classes are all in placed. Conduct of activities will be monitored

regularly by the identified Monitoring team. They will be in-charge of gathering data and

reports directly to the program management for decision making and plan adjustments.

Final assessment of the proposed program will be done on March 2014 after

the closing of the school year. A committee will be tasked to handle this activity.

Budget Sources

The budget allocated for this program will come from the local funds and/or school

MOOE subject to the regular COA rulings.

Monitoring and Evaluation

A Monitoring and Evaluation team will be created to track implementation of the

proposed program. They are task also to gather & report data, identify problems &

strategies to address gaps.
