CHAPTER I. BACKGROUND
A. Introduction
In the rich tapestry of Tiaong National High School's history, resilience and adaptability
have been constant threads, weaving a story of growth and accomplishment. Established
in 1982 to address the educational needs of the remote areas in Guiguinto, Bulacan, our
school has undergone transformative phases under various leaderships.
From its humble beginnings with 50 first-year high school students utilizing an
elementary high school library, Tiaong National High School has evolved into a beacon of
educational excellence. Over the years, leaders like Mrs. Fedeliza B. Narciso, Mrs.
Adoracion C. Tacardon, Mr. Ronaldo S.L. Castro, and others have contributed to its
development, resulting in physical improvements, increased faculty, and noteworthy
achievements.
The school's journey continued with significant enhancements during Mr. Lamberto
Dionisio's tenure, marked by infrastructure upgrades, technological advancements, and
income-generating projects. Under Mr. Jaypee DS. Armenion's leadership, the school
experienced a remarkable transformation, including the construction of new buildings, a
covered basketball court, and other facilities.
Presently, under the capable management of Eduardo T. Mañ as, Tiaong National High
School is navigating unprecedented challenges posed by the global pandemic. Despite
these difficulties, our school community remains united, showcasing resilience,
determination, and a commitment to excellence.
As we embark on this chapter, our contingency plan reflects the spirit of adaptability
ingrained in our school's history. Recognizing the need for flexibility in the face of
uncertainties, we are prepared to ensure the safety and well-being of our students and
staff. This plan incorporates lessons learned from our past, emphasizing collaboration,
community spirit, and a dedication to providing a conducive learning environment.
This introduction sets the stage for a contingency plan that aligns with our school's ethos,
ensuring continuity in education and a steadfast commitment to the success and well-
being of every member of the Tiaong National High School community.

CHAPTER II. GOALS AND OBJECTIVES
A. Goal
The goal of the contingency plan is to provide effective, efficient, timely and well- coordinated
response mechanisms that will protect lives, properties, and the environment, and provide immediate
attention to victims in the event of the occurrence of a road accident at San Jose Elementary
School.
B. General Objective(s)
● To establish a clear and coherent system of procedures when road accidents occur;
● To ensure the protection of lives and properties in the event of road accidents in Tiaong National
School;
● To determine the immediate needs and the resources that will meet the needs in the event of road
accidents; and
● To establish coordination and linkages between and among the stakeholders of the Municipality of
Guiguinto in the event of road accidents.

CHAPTER IV. ACTIVATION
The contingency measures in this document align with the 2019 NDRRMC Harmonized National Contingency Plan
(HNCP). This will enable to have better coordination horizontally, i.e., DepEd with other NDRRMC agencies, and vertically, i.e.
DepEd Central Office down to the schools.
A. Activation - The initiation of the contingency plan will be determined by the risk assessment of the ROAD ACCIDENT at
Tiaong National High School. Subsequently, the SDRRM will notify the CDRRM, who will then mobilize and execute required
responses and mitigation measures to address the circumstances.
B. Deactivation Process - Once the situation of the Road Hazard at Tiaong National High School returns to normalcy, the
contingency plan will be deactivated.
Non-Activation
Non-activation – In the absence of the ROAD Hazard, the contingency plan shall not be activated. The contingency plan will
still take place as part of the overall SDRRM plan regardless of the non-activation.

Working Group
Purpose:
The Working Group will be responsible for the refinement, finalization, testing, evaluation, packaging,
updating and improvement of the CP.
1. Facilitate the refinement and finalization of the CP to include testing, evaluation, packaging, updating
and improvement.
2. Develop work plan for the completion and updating of the CP.
3. Organize consultation meetings with the planners and relevant technical experts regarding the
development of the CP; and
4. Facilitate the presentation and endorsement of the CP to the authorities for comments and approval.
