. “During national emergencies, the government has the right to mobilize its citizens
and resources, either public or private as may be deemed necessary for national
defense.”
To realize this, the national defense Act was enacted to give existence to
Presidential Decree No. 1706 otherwise known as the National Service Law which
mandates compulsory national service to all Filipino citizens. Students will be
prepared to as future reservists of the AFP after completing the Basic ROTC course
who will be partner of the regular troops against enemy in case of war or national
emergencies. Moreover, the passing of Republic Act No. 7077 otherwise known as
the Citizen Armed Forces of the Philippine Reservist Act No. 7077 further stipulated
that under this law, the citizen armed Force or alternately referred to as the Reserve
Force shall be organized, trained, developed and maintained as to ensure their
readiness to immediately respond to the call of service.
II. OBJECTIVES: At the end of this chapter, the students should be able to:
1. Familiarize with the legal bases for the organization and development of the
Reserve Force.
2. Understand the mission of the reserve force, AFP
3. Know the classification/categorization of the reserve force and reservist
responsibilities.

d. All citizen soldiers belonging to the first category reserve, except those
exempted under RA 7077, shall be required to serve with ready reserve
units and will have assignments and promotions in accordance with
existing policies until transferred to the standby reserve by virtue of their
age.
Units classified as Ready Reserve I:
-are reserve units which maintain a high degree of readiness as to be ready for
operational employment within 7 days after activation.
Units classified As Ready Reserve II:
-are reserve units which will be maintained in a degree of readiness as to be ready for
operational employment within 15 days.
2. The Standby Reserve
- is composed of citizen soldiers belonging mostly to the Second Category Reserve and
the Third Category Reserve. The members of the standby reserve shall be organized
and assigned to specified reserve units and shall be maintained through annual
assembly test to update their records and their present address, among others.
3. The Retired Reserve
- is composed of officers and enlisted personnel who were compulsorily and optionally
retired from the active military service and those honorably separated members of the
PA who upon their voluntary act, will be integrated in the PA Reserve Force; and as
such shall be given reserve unit assignments and designated mobilization centers.
- For this purpose, sixty-five (65) years shall be considered as the retirement age.
However, if qualified and fit for duty, a member of the retired reserve may be
ordered to active duty in times of local or national emergencies if he volunteers for
active duty and when the Secretary of National Defense determines that there are not
enough qualified citizen soldiers with special skills and qualifications in the ready
reserve or the standby reserve in his particular area of residence.
Reserve Force Administration
A. Unit/Office Administering and Managing the PA Reserve Force:
The Office of the Assistant Chief of Staff for Reservists and Retiree Affairs,
G9, PA is the Program Director of the PA Reserve Force while the Army Reserve Command
is the Program Administrator. The Program Administrator shall implement them.
G9 has coordinative authority with the members of the General, Special and
Technical Staffs and government and non-government agencies whose functions are related
in the development of the AFP’s and PA’s Reservist and Retiree Affairs functions.

2. To know and remember at all times his reserve unit assignment and
mobilization/assembly center.
3. To notify the administering unit in case of change of permanent residence.
4. To answer promptly all letters emanating from PA authorities.
5. To register every three (3) years at the Local Civil Registrar pursuant to PD 887.
6. To be ready to assume his post as the country needs him.

F. Wearing of Uniform, Headgear, and Placement of Insignias, Awards,
Decorations and Ribbons:

Directive Nr 28 dated 08 Aug 08; and HPA Letter Directive dated 08 Oct 08)
1. Battle Dress Attire (BDA/Camouflage) – the basic military uniform worn by Field,
Combat Support, and Combat Services Support Units’ personnel while performing
their duties; and at garrison or headquarters personnel during red alert status. This
uniform is worn with an olive drab round neck t-shirt as the standard undershirt and
Ball Cap as headgear.
2. Authority of Reserve Personnel to Wear the Uniform: (References: DND Cir Nr 6
dtd 20027 Aug 2002, RA 4091 dtd 19 Jun 1964, RA 4091 dtd 18 May 1964 and
Presidential Decree Nr 182 dtd 06 May 1973
3. General Office Attire (GOA) – basic office uniform of all AFP personnel
particularly those performing duties at garrison or Division/higher Command
Headquarters. It is worn with an olive drab round neck t-shirt as the standard
undershirt and an oversea cap as the headgear and pershing cap headgear during
special occasions.
4. Wearing BDA or GOA shall be with appropriate namecloth and nameplate
respectively, rank insignias and AFOS/MOS attained in career course attendance and
specialization course in accordance with the AFP Uniform Code.

5. On special occasions, military awards, decorations and ribbons, where the reservists
are recipients, should properly wear his recognitions with the individual awards
placed above the left breast pocket or top of the name plate.
6. Reservists must be appropriately authorized to wear their uniforms through CAD,
ADT or letter orders.
G. Carrying of Firearms by Reservists:
Reservists are authorized to carry their firearms only during the conduct of training (i.e. Filed
`Training Exercises and Familiarization Training while on ADT using government issued
firearms). Individually owned firearms are subject to PNP regulations regarding permit to
own and permit to carry firearms. Likewise, they are entitled for a discounted fee when
applying for license and permit to carry.
H. Local Civil Registrar Duty relative to the Administration of the Reserve Force:
For the purpose of registration as provided for in Sections 15 and 16 of RA 7077, the
city/municipal treasurer of chartered cities and municipalities are designated as registering
officers who shall see to it that the registration is carried in proper manner.
RESERVE MANPOWER DEVELOPMENT
A. Requirements for Commission in the Reserve Force: (Circular 4, HPA dtd 05
July 2010)
The applicant must submit his application for commission under this Circular shall be
supported by the original and three (3) folders (properly tabbed and packaged and green
folders) with the following documents:
1. Application for commission
2. Affidavit of No pending case
3. Post card-size picture (whole body)
4. NSO Birth Certificate of equivalent documents
5. Baccalaureate Degree Diploma (BS, AB, etc) and Transcript of Records (duly

D. Rank given to Key and Technical Employees of Private and Government Entities
who are numbers of Affiliated Reserve Units:
The initial commission rank given to the Key and Technical Employees of private and
government entities which are Affiliated Reserve Unit shall based on their present position in
the organization as pre-determined in the approved Table of Distribution and Allowances
(TDA) which forms part of the MOA.
E. Commission Rank awarded to a Graduate of NDCP:
The initial commission rank awarded to graduates of NDCP is LT COL pursuant to Section 7
of Presidential Decree No. 190 and Section 7 (a) of Presidential Decree No. 452 as amended.
F. Requirements for Enlistment in the Reserve Force (Non-ROTC Graduates or
Out-of-school Youth)
- Filipino citizen and good moral character
- Physically and mentally fit for training as certified by Local Physician
- Local Clearances (Municipal Trial Court, Police and NBI)
- At least High School Graduate
- Eighteen (18) years old and above
- At least five (5) feet in height

**Applicant may apply at any Community Defense Unit (RCDG/CDC) nearest his/her
residence to join the Basic Citizen Military Training.
G. Incorporation of a Citizen into the Reserve Force:
Upon completion of the required pre-commission or pre-enlistment training, an individual
will be appointed as reserve officer or enlisted into the reserve force and will be given a
reserve officer/enlisted rank and serial number and assigned to reserve unit and mobilization
center.
H. Separation/Retirement from the Reserve Force:
1. Separation – A reservist officer or enlisted reservists may be removed/dropped from
the rolls under any of the following causes:

6. Integrate and administer demobilized CAAs as part of the overall provincial and
regional inactive reserve organizations.
J. Compulsory training
A training of not less than thirty (30) days for reserve units and /or individual reservists in a
given year preferably to first category reservists. (Their employment won’t be affected and
they retain their position right after their compulsory training. See para R of Chapter III of
this handbook).
K. Voluntary Training:
A training on a voluntary basis conducted to individual reservists, commissioned officers to
upgrade their proficiency and determine positions especially officers and key non-
commissioned officers.
L. Reserve Officer’s Regular Instruction and Non-Resident Instruction (NRI): (Sec 52,
Art IX, RA 7077)
- Are career courses offered to reservists to maintain their proficiency and prepare
them to assume higher position. Completion of a career course is also a mandatory
requirement for their promotion.
- Regular Instruction is through attendance of a regular class undertaken at a military
training institution (TRADOC and ATGs)
- Non-Resident Instruction is through correspondence where the reservist officer will
periodically receive reading materials from the military training institution but report
to said unit in later part of the training for the practical exercises.

military training. Upon termination of his military training, he shall resume his former
position, if not practicable, he shall be assigned to a new one without diminution of his salary
and allowances, provided he is honorably terminated or discharged from such training or

the promotion authorities.
5. Occupying or is being earmarked to occupy a TO position calling for at least the
grade to which he is being promoted and must possess the skills/qualifications

NOTE: Major Service Commanders shall be the promotion authority for enlisted reservists
assigned to a particular Major Service Command (Circular Nr 1, GHQ, AFP dated 15

U. Rank Awarded to Graduates of the Basic ROTC: (Sec 45, Art VIII, RA 7077)
Graduates of Basic ROTC shall be given the rank from PRIVATE to SERGEANT
with corresponding serial numbers and assigned to reserve units and mobilization centers in
their provinces.
V.Rank of Advance ROTC Graduates:
Those who successfully complete the advance ROTC course and POTC shall be
recommended for commission in the reserve force as 2LT and assigned to the reserve units
and mobilization centers in their provinces.
W.Disposition of ROTC Graduates who are not Incorporated in the Ready Reserve
Formation:
ROTC graduates who are not incorporated into the Ready Reserve formation shall be
assigned to the standby Reserve Units.
X.Restoring Lost Reservist Rank and Serial Number of an ROTC Graduate:
ROTC Graduate who lost his reservist rank can request his former DMST for
inclusion in the roster of ROTC graduates of the current year by presenting his transcript of
records or credentials.
Y. Graduates of Civic Welfare Training Service (CWTS) and Literacy Training Service
(LTS) of RA 9163 (NSTP Law):
Graduates of CWTS and LTS shall belong to their separate National Service Reserve
Corps (NSRC) and they could be tapped by the State for literacy and civic welfare activities
through the joint effort of DND, CHED, and TESDA, in coordination with DILG, DSWD
and other concerned agencies/associations.

An officer or enlisted reservist when called to active duty by virtue of mobilization shall
receive all the pay and allowances, medical care, hospitalization, and other privileges and
benefits prescribed by law or regulations for officers and enlisted personnel of the regular
force.
E. Demobilization:
When the threat or emergency for which mobilization had been ordered has passed, the
President shall order the demobilization of the Reserve units activated and the reservists of
such deactivated units shall be reverted to the inactive status.
F. Mobilization Stocks (Mobstock):
- is the minimum essential individual and organizational equipment and supplies procured,
stored and maintained for selected ready reserve units to enhance rapid transition to readiness
required for employment in the shortest possible time.
G. Tri-Spectrum Utilization of the Reserve Force:
The reserve force shall be utilized during peacetime, in times of crisis and during wartime.
Peacetime Development: As a base for future force expansion, the Army reserve force shall
engage in training, organization, development, administration, public awareness and
maintenance activities.
Crisis Deployment: For purpose of helping maintain local peace and order, addressing local
insurgency threat, assisting in rescue and relief operations during disasters and calamities,
health welfare activities, and participating in socio-economic development activities, reservist
units in affected localities may be activated to render voluntary civil or military auxiliary
services (See Auxiliary Service in pages 31-32 of this handbook).
Wartime Deployment: Reservists shall be mobilized and their deployment shall be generally
on the wartime strategy of the AFP where the PAF takes charge of the first line of defense;
the Navy, the second and the ground forces supported by the remaining air and naval
resources as the third line of defense. In a worst-case scenario, wherein the enemy shall be
able to penetrate and occupy the country’s territory, the air, naval, and ground forces shall
merge as an integrated force for unconventional warfare.
H. Utilization of a Reservist of Reserve Unit:
- Reservist or reserve unit shall be utilized to render service to their respective
localities during periods of calamities and when there are threats to peace and
security.
- Reservists or reserve units shall be utilized for the defense of their respective
localities in support to AFP operations and as dictated by the prevailing peace and
order conditions.

- In case of local emergency situations and grave peace and order situations, qualified
reservists may volunteer to serve either as civil or military service.
- The utilization of reservist or reserve unit in cases of local emergencies and grave
peace and order situations shall be as prescribed in a memorandum of agreement to
be issued by the SND and the DILG for this purpose.
I. Utilization of Selected Officers/EP from Tactical/ Engineer Units in the ROTC
Program (Ref: HPA Ltr Dir dtd 25 Mar 98)
* To augment ARESCOM’s limited personnel resources to accomplish the PA’s RRA
programs, the services of qualified officers and enlisted personnel from Infantry Divisions,
LAD, Engineer Brigades, SOCOM, PA, TRADOC, HHSG, ASCOM, SEBn and others as
Commandants, ROTC Instructors and tactical NCOs can be utilized within the AOR.
* RCDG are tasked:
- To identify and consolidate ROTC units that need commandants/instructors and submit
through channel to HPA (Attn: G9) for augmentation programming.
- To properly brief the commandants/instructors from tactical/engineer units on the scope of
their responsibilities and relationships and restrictions as ROTC commandants/Instructors.
- To coordinate with school administrator regarding the appointment of commandants and
tactical Cos from Tactical units or Engineer Brigades.
J. PAAREE (Philippine Army Advance ROTC Entrance Examination)
- A mandatory requirement for admission for all interested basic ROTC graduates
deserving to take Advance ROTC in the Philippine Army to ensure that only the
qualified and selected cadets with leadership and officer potentials are enrolled and
admitted.
- Examine shall be at least 18 years of age but not more than 25 years old at the time of
the examination. Examination shall be administered every November to February of
the school year.
- Only those who obtained a score of 70% and above shall be allowed to take the 1 st
year/second year Advance ROTC.
- Result of the exam is also the basis in determining PA incentive grants.
K. PA ROTC Male and Female Cadet of the Year
This award is given during the PA Day to encourage and recognize outstanding achievements
of cadets.

1. The Philippine Army, through ARESCOM, shall administer the Army ROTC
component of the NSTP. In cases that the enrollment in the ROTC is less than 350,
then the provisions of clustering in Section 8 of the IG of the Revised IRR of the
NSTP should be followed.
2. The ROTC Commandant Training Staff shall conduct the orientation for the ROTC
component together with the implementers of the other NSTP components.
3. A DMST must be established/maintained by private HEIs and technical-vocational
educational institutions with at least 350 student cadets, subject to DND existing
rules and regulations. In cases where the number of cadets will be lesser than 350,
clustering of ROTCUs will be undertaken with the ROTCU of highest enrollment
taking the lead role. For DMSTs previously approved and activated, they shall retain
the status regardless of the number of cadets.
4. The establishment, support and maintenance of ROTC Units are the joint
responsibility of the Philippine Army and the concerned learning institution.
5. Colleges and universities with ROTC units shall faithfully conduct the course in
accordance with the policies and regulations as prescribed under RA 9163(NSTP)
and its IRR and IG.
6. The PA shall detail competent training staff to conduct the ROTC course and supply
the duly established ROTC Units with the necessary military equipment which the
ROTC Trust Fund may not be able to cover.
7. Concerned universities and colleges shall provide free of charge the following:
a. Adequate and well secured armory for the storage of arms, equipment,
ammunition and other supplies of the ROTC Unit.
b. Suitable drill/training grounds and classrooms.
c. Adequate and presentable office for the ROTC Unit/DMST and training
staff with facilities like toilet, light and water.
C. ARMY RESERVE COMMAND
1. ARESCOM, through its RCDGs, shall be responsible for the conduct of the ROTC
training.
2. ARESCOM, through its RCDGs, is empowered to cluster several ROTC Units or
cause the attachment of small units to bigger units under one ROTC Commandant
upon consultation with the respective heads of concerned learning institutions.
3. The following shall be the responsibilities of Commander, ARESCOM:

school per academic unit. Collection of the basic tuition fee shall be
undertaken by the school concerned.
2. ROTC cadets' tuition fee collected shall constitute a Trust Fund, 70% of
which shall be exclusively used for the operation of the Program. The
remaining 30% retained by the school shall serve as contingency fund
especially in support to unprogrammed activities not originally included in
the program of expenditures prepared by the Commandant and approved by
the School Head.
3. ROTC funds derived from ROTC-related operations shall serve as
augmentation to sustain un-programmed activities of the ROTCU.
4. The unspent fund balance shall be carried over to the next semester; provided
that. ROTC funds shall not be converted into savings at the expense of the
proper implementation of the program.
5. Subsidies from the government, any legal agency or institution appropriated
for ROTC shall be included in the preparation of the program of expenditure
and report on the utilization of funds.
6. Expenditures/Disbursement shall be subjected to periodic audits by the proper
school authorities and concerned NSTP officers.
7. ROTC Commandant shall submit a comprehensive report on the utilization of
the ROTC funds to his/her NSTP Director two (2) weeks after the end of
every semester. ROTC Commandant shall submit the same report to the
Commander, ARESCOM.
8. Rental space of school and other similar expenses shall not be charged to
ROTC.
9. Donations and contributions may be received by the DMST upon expressed
approval of the commandant and school authorities. Proper receipts shall
always be issued to the donors or contributors.
10. Donations and contributions received shall be used exclusively for the
operation and maintenance of the DMSTROTCU.
11. All ROTCUs shall maintain a separate book for all contribution/donations and
disbursement duly certified by the ROTC commandant.
12. Book of contributions/donations shall be subject to periodic inspection and
audit by the proper school authorities and concerned officers.

1. covered with appropriate orders. They shall be placed under instructor’s duty status
and Detail of officers and enlisted personnel of the Regular Force on ROTC duty shall
be shall receive appropriate instructor duty pay subject to existing regulations.
2. In their strict military capacity, Army officers and enlisted personnel on duty with
ROTC Units are subordinates of Commander, ARESCOM and are subject to their
Commander's order. Such orders, however, shall in no case, infringe upon the rules
and regulations of the institutions to which they are detailed.
3. Officers and enlisted personnel detailed with the ROTC Units are not authorized to
conduct any course of military instructions for the ROTC cadets other than those
prescribed by higher headquarters.
H. Management, Monitoring and Evaluation
1. Management:
a. School authorities shall have administrative supervision while ARESCOM,
through its subordinate units, shall have functional supervision over the
conduct of the PA ROTC training.
b. The ROTC Commandant shall report directly to the NSTP Director for basic
ROTC administrative concerns and to the CDC Commander on operational
matters.
c. PA shall formulate and administer, through ARESCOM, training modules for
its ROTC Program.

a) Qualifications/Requirements. A graduate of the following:

(2) Drill Master Course (DMC)
(3) Reserve Officers Training Corps Administrative Training (ROTCAT)
(4) NCO in the Regular Force, PA preferably college graduate with Advance ROTC Training
(5) Rank: At least Technical Sergeant.
b) Responsibilities:

4) Tactical NCO of an ROTC Unit

(4) NCO in the Regular Force, PA preferably college graduate with Advance ROTC Training

(1) Assist the ROTC Commandant in the conduct of ROTC training as a subject matter expert
and/or drill instructor
(2) Perform administrative functions and other tasks the ROTC Commandant may direct.
5) Graduate Military Assistant/Instructor
a) Must be a graduate of Advance ROTC Course.

d. Each student-cadet shall be given one hundred 100) merits at the beginning of every
semester. Additional merits may be awarded for attending special formations, parades
or other school activities outside of prescribed training hours. For every infraction of
regulation, he shall be penalized by prescribed demerits. (See Appendix Il of HPA
SOP Nr 4 dtd 05 Jun 10).
e. Grades shall be by percentage but should the institution use a different system of
grading. the ROTC Commandant, shall convert their grades in accordance with the
following equivalents.
95% or higher--------------------------- 1.00 A
Less than 95% down to 90%---------- 1.50 A-
Less than 90% down to 85%---------- 2.00 B
Less than 85% down to 80%---------- 2.50 B-
Less than 80% down to 75%---------- 3.00 C
Less than 75% (Failure)--------------- 5.00 Failure
f. Computation of grade – the grades for attendance, military aptitude and subject
proficiency shall be computed separately and the results added to determine the final
grade.
1) Attendance:

2) Military Aptitude
(100 Merits – total demerits received) x30%
Note: Military Aptitude grade shall not exceed 30%
5. Classes of student-cadets
a. Student-cadets enrolled in the Basic ROTC Program shall be classified as follows:
Fourth Class- First Year (1"Semester) MS-1 Basic Course Cadet
Third Class-First Year (2 Semester) MS-2 Basic Course Cadet
EVALUATION
1. What are the basic requirements for individuals who want to become a
commission officer of the AFP.
2. What are list of requirements for reservist officers and reservist enlisted
personnel to be promoted to the next higher rank or grade.
